Main Job Purpose

Lead on MEAL system design and implementation, evaluations, MEAL budgeting, recruitment as well as support proposal writing and log frame development at national level.

Accountabilities

M&E system management

  • Lead development of Monitoring & Evaluation systems (such as output trackers) and their roll out. Support sector technical staff to carry out monitoring and evaluation of project activities as agreed in Monitoring & Evaluation frameworks and plans and to strengthen integration between sectors.
  • Set up systems to manage complex information generated by MEAL activities, such as complaints databases and qualitative outcome monitoring data systems. Conduct statistical and qualitative data analysis and present and disseminate information to inform programme management at all levels of management within a response. Seek solutions for more complex data management requirements by working with information management colleagues, leading development of databases etc for monitoring and evaluation purposes..

 

Daily Operation M&E

  • Lead planning of needs assessments in coordination other external sector agencies, ensuring assessment findings are documented and include an analysis of IDP’s and Refugee needs and rights. Lead development of Human Appeal programme baseline surveys where required.
  • Manage, train and mentor M&E team on M&E routine tasks and further development.
  • Oversee all Routine Monitoring Reporting actions and ensure templates are appropriately used and Standard Operating Procedures are followed.
  • Oversee all Final Evaluation Report actions and ensure templates are appropriately used and Standard Operating Procedures are followed.
  • Utilize system to monitor and ensure responsiveness to donors.
  • Ensure programmes feedback results in improve quality of project management and implementation.
  • Provide written contributions to weekly, monthly, quarterly and annual reports as needed.

Education

Knowledge and qualification in a vocational or specialised field short of a Degree Level. For example, HNC/HND/AAT. (NVQ-4).

Proven Ability

Skills and aptitudes are required such as will provide the ability to address a range of fairly straightforward issues.

As for level 6 above, but greater accountability for the day to day running of an important process(es) or procedure(s) which, if not fulfilled would have serious impact.

Work requiring discretion and judgement. Knowledge of a variety of procedures, methods and techniques required.

Job involves some reactive and some proactive elements. Work normally controlled/reviewed on a monthly reporting basis.

Pressure of Work

Moderate pressure. Required to meet externally fixed targets.

Working Environment

Shopfloor or shopfloor type environment, including some time spent in production or workshop areas as part of normal duties. OR On-call, OR Noisy-type office environment OR Over 10,000 business miles annually.

Job Requirements

Education

 University degree in Business Administration, Economics and other related disciplines, a Master degree is preferable.

Experience

Minimum of 3 years’ experience in monitoring and evaluation activities for donor-funded initiatives.

Languages

 English&Arabic language speaking and writing abilities
