Senior MEAL Officer

 

Job Title: SeniorMonitoring, Evaluation, Accountability and Learning (MEAL) Officer

Reports To: Project Coordinator / General Coordinator

Country/Location: Turkey/İstanbul

 

Job Summary

The primary role of the Senior Monitoring, Evaluation, Accountability and Learning Officer is to ensure adherence to and high-quality implementation of the SEVKAR’s MEAL policies and procedures. S/He will work directly with program staff to ensure implementation of high-quality M&E in the field.  S/He will be required to support the development of functional MEAL systems and data collection tools; collect data using qualitative and quantitative methods, conduct data entry and analysis, and accompany partner staff in their M&E efforts. The MEAL position requires close communication and coordination with all SEVKAR and partner staff.

 

Major Duties and Responsibilities

  • Lead the design of quality MEAL systems, including Project Frameworks and MEAL plans, in compliance with donor and SEVKAR MEAL Policies and Procedures.
  • Lead the design of quality data collection tools, drawing on best practices and existing tools.
  • Develop and continually update projects’ MEAL operation manuals to ensure all MEAL related documents and tools are organized, up-to-date, and accessible.
  • Collaborate with program staff on implementation of M&E plans including data management, data cleaning, analysis, and learning mechanisms; refine these systems based on lessons learned.
  • Lead data analysis to ensure timely submission of quality reports to donors.
  • Support project team to collect and analyze program data and support learning-to-action events and reflection sessions to systematically analyze data for programmatic use, and to document and incorporate lessons learned into program design and implementation.
  • Support budget development to include MEAL costs for all projects.
  • Conduct regular field monitoring visits.
  • Coordinate the implementation of required program evaluations (impact, baseline, mid-term, final, etc.) and support analysis and formulation of recommendations.
  • Lead the development and implementation of feedback and response channels to reflect the preferences of community members and beneficiaries.
  • Ensure that beneficiary feedback is adequately documented, addressed, analyzed, and utilized by program teams.
  • Ensure that MEAL and program teams regularly review and accordingly adjust MEAL plans and tools in the light of changes and needs in the field context based on monitoring data and reflection sessions.
  • Work with IT staff to incorporate and maximize the value and utility of database for MEAL.,

Required Qualifications

  • Minimum of 3 years of work experience in Monitoring and Evaluation.
  • Bachelor’s degree required. University degree in international development, economics, statistics or related field.
  • Additional education may substitute for some experience; additional experience may substitute for some education.
  • Experience monitoring projects and collecting relevant data.
  • Experience using data analyze systems (e.g. Zoho Reports, Comcare) is a plus.
  • Fluent in oral and written English.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
