Position Title: Senior Monitoring and Evaluation Assistant (Quality Assurance)
Duty Station: Gaziantep-Turkey
Classification: 6 months Special Short Term Graded Contract –with possible extension (G6)

General Functions:  

Under the overall supervision of the Monitoring & Evaluation Officer (whole of Syria (WoS)), and direct supervision of the Monitoring and Evaluation Officer (Cross Border); the incumbent will support the monitoring and evaluation functions by providing technical support on quality control and construction verification activities at every stage of the cross border projects’ implementation. The incumbent will work with all the relevant actors to ensure that quality control measures and processes are in line with IOM policies, standards and commitments.

Major Duties and Responsibilities:

1. Monitor shelter and cccm projects (tent insulation, camp construction and expension) and ensure they comply with technical guidelines, standard operating procedures (SOP) and quality control plans of construction. 

2. Verify shelter and camp construction works comply with code of practices in applying BOQ, technical and engineering drawings. 

3. Review all shelter and camp construction and rehabilitation documentations submitted by the implementing partners ensure they comply with the BOQs, technical specifications, standard and costing. 

4. Contribute to the capacity building of HNAP and implementing partners in monitoring shelter construction and rehabilitation project. 

5. Develop M&E tools for shelter, livelihood (shelter verification monitoring, site verification and post implementation) and other technical projects related to CCCM.

6. Translate all shelter verification, pre-post project monitoring tools, reports from implementing partner and other technical projects. 

7. Analyze results from all technical monitoring exercises and provide recommendation to improve shelter and livelihood implementation. 

8. Follow-up, consolidate, review and translate M&E reports from implementing partners specifically on shelter construction. 

9. Organize and participate in pre-construction and post-construction meetings with implementing partners during construction activities and support in lessons learned sessions. 

10. Prepare monitoring technical analysis reports for shelter, livelihood and CCCM projects.  Ensure all issues and concern from technical M&E activities are resolved by cross-border operations and implementing partners.  

11. Liaise with TPM and implementing partners and relevant unit to organize technical monitoring 

12. Provide shelter, livelihood and CCCM, QA/QC technical support to implementing partners and cross-border operation’s relevant unit. 

13. Monitor and validate BOQs and pricing submitted by implementing partners pre-construction and during construction.  

14. Develop shelter monitoring SOPs, guidelines, tools, protocol in monitoring shelter construction, shelter local procurement in remote management setting. 

15. Support in other M&E cross-border related task which include but not limited to: i) translation of M&E data, ii) communicate M&E result to implementing partners; iii) implementation of cross-border M&E activities; iv) ensure all collected data are accurate, reliable and valid. 

16. Perform such other duties as may be assigned. 

Required Qualifications:

Education: 

• University degree in Civil Engineering, construction management or a related field from an accredited academic institution, with four years of relevant professional experience; or  

• Completed High school degree from an accredited academic institution, with six years of relevant professional experience.

Experience: 

• Experience in the field of infrastructure planning and construction is required;  

• Working skills and experience in civil engineering / building engineering design tools, shelter design and construction management is required); 

• Proven good communication, report writing, presentation and people’s skills; 

• Proven understanding and tolerant to complex challenging cultural environments is necessary; 

• Proven ability to work effectively and harmoniously with colleagues from varied culture; 

• Proven ability in translation from/to Arabic to/from English is required;

• Knowledge in advance excel, powerBi, and statistical analysis, preferred.

• Proven ability to consolidate and validate information from multiple sources is required; 

Languages: 

• Fluency in English and Arabic is required.
