Job Purpose

Reporting to the Head of Country Delegation, the Position incumbent is responsible for leading the HR department, implementing and advancing HR projects related to HR systems during maternity cover.

The Position incumbent will ensure that the organization’s leaders, managers and staff within the delegation receive quality, value adding and consistent HR services and advice that supports the operations whilst ensuring equity among staff and compliance with HR programs and policies.

The Senior HR Officer establishes and maintains ongoing relationships with the Regional and Global HR team as well as with local counterparts in Turkish Red Crescent (TRC) and to ensure a clear understanding and agreement among these collaborators of the engagement required towards meeting the objectives related to the projects under implementation. The Senior HR Officer manages the HR Officer.

 

Job Duties and Responsibilities

- HR Strategy:

  • Propose, implement and finetune the HR strategy in line with the Delegation’s strategy set by the Head of Delegation
  • Inspire the HR strategy based on IFRC global HR strategy and taking into account the priorities set by the HR department of the IFRC Europe Regional Office

- Recruitment and Resourcing:

  • Manage the whole recruitment process for Delegates, National Staff, Staff on Loan and Consultants – from advertisement and selection, through contract, to support and briefing for the start of employment
  • Ensure job descriptions are appropriate and relevant from a technical point of view by liaising with relevant technical units
  • Make the job classification according to the salaries grid positions
  • Create/advertise and manage the vacancies on Ifrcjobs
  • Coordinate external vacancy advertising
  • Screen applications, liaise with managers regarding short-listed applicants
  • Together with main stakeholders (technical units) ensure short-listed candidates are suitable by doing competency and motivational interviews
  • Promote equity, transparency, and consistency in the selection
  • Strategic and tailored offer to selected candidates

- Policy Implementation and HR Administration

  • Playing a leading role in the implementation of National staff guidelines and ensure they are in line with the overall Federation guidelines and labour laws in Türkiye
  • Liaise with HR region to ensure effective implementation of HR guidelines for national staff and delegates within Türkiye
  • Ensure compliance with all systems and procedures and ensure management integrity and accountability with high quality standards in HR
  • Ensure the implementation of audit recommendations; advise on corrective measures and establish relevant internal controls
  • Work with line manager to review JD’s, get approvals for job descriptions and job classification of positions
  • Implement Federation HR systems and tools to ensure that there is a consistent HR approach in the country
  • Carry out any other tasks, as requested by the line Manager.
  • Act as HR focal point for any disciplinary issue

- Workforce Planning

  • Administer the end to end contracting for all types of contracts
  • Ensure proper onboarding of newly recruited staff
  • Ensure contractual accuracy in line with IFRC global regulation, Türkiye Delegation staff regulation and local labour laws.
  • Act as focal point for all legal issues linked to HR and centralizes proactively the communication with local labour lawyers when required

- Performance Management

  • Work alongside managers to develop and establish highest levels of performance from their staff
  • Guide managers to perform the whole range of performance management activities (e.g. set objectives, appraisal, identify gaps and contribute to the definition of training and development actions as appropriate
  • Provide guidance and support to managers and staff in cases of poor performance and disciplinary situations
  • Share information received from Staff Development with all the team
  • Take the lead in the kick off of the career management process and Staff Training plan
  • Train staff in the use of the relevant tools g. performance online and advocate for highest standards of performance management.
  • Ensure the implementation of Learning and Development Memo by focusing on annual learning plans are set for all staff members and followed closely by the line managers

- HR Administration

  • Act as “HR champion” for all online tools used by IFRC, in particular D365, Lumesse and e-Learning
  • Ensure that all aspects of HR Admin – D365 input, contract management, personnel files are efficiently managed and completed
  • Ensure that all HR processes comply with laws governing us (Labour Act, Staff Regulations, Code of Conduct)
  • Follow up on Staffs contracts (starting date, end date and extension if needed)
  • Follow up procedures of obtaining, extending and cancelling work permit for National Staff
  • Follow up of probationary period and manage in collaboration with Line managers, the end of probationary period according to HR guidelines
  • Organize and supervise the debriefing of Delegates or National Staff at the end of their contracts, in collaboration with others

- HR Management:

  • Manage the HR Officer and, if relevant, any extra HR staff joining the department in Türkiye
  • Act as HR expert for any HR issue related to the Delegation and, if needed, providing HR expertise to other IFRC or NS offices.
  • Recruiting, training, managing and evaluating the HR Officer and any extra HR staff joining the department in Türkiye
  • Proactively identifying any HR risk and reporting them to the relevant managers
  • Validating the monthly payroll and any compensation & benefiting action prepared by the HR Officer or any other member of the HR department.

 

Education

Required:

  • Relevant University degree field or in social sciences
  • Professional qualification in HR and registered with a professional HR Body

Preferred:

  • Post Graduate qualification is an added advantage

 

Experience

Required:

  • At least 3 years relevant experience in HR role, IFRC experience is an asset
  • Experience of facilitating recruitment and onboarding processes
  • Experience with the Turkish Labour Law
  • Experience working with governmental and international non-governmental organizations, authorities and agencies
  • Experience of handling confidential information and with disciplinary processes
  • Experience in mentoring and management
  • Experience handling employee relations matters

Preferred:

  • Experience in disciplinary cases
  • Expert level in IFRC IT tools & system, in particular D365, Lumesse and e-Learning is essential
  • Preferred familiarity with compensation & benefit process

 

Knowledge, Skills and Languages

Required:

  • Self-supporting in computers (Windows, spread sheets, etc.)

Preferred:

  • Good command of another IFRC official language (French, Spanish or Arabic)
