Background:

Global Communities' Office of Humanitarian Assistance (OHA) has developed a strategy for the organization's response to the Syria crisis, anchored in a field presence. Specifically, OHA is responding directly in Syria, intensifying Ge's assistance to Syrian IDPs. This is being carried out through an approach to programming where projects focus on sustainability rather than relief delivery.

GC is a fully registered organization in Turkey and is currently building its humanitarian response professionals in Turkey.

Responsibilities:

The overall responsibility of Senior Procurement Officer will be to support planning, organizing, and coordination of all procurement duties, functions, and responsibilities, to ensure efficient and effective delivery of goods and services in support of program implementation for Global Communities Gaziantep Office and all field offices in NWS, The position reports to Senior Operations Manager.

The Senior Procurement Officer is responsible for the following:

• Responsible for coordinating and completion of all procurement activities out of Gaziantep Office in Turkey and activities conducted out a field office in NWS,
• Contribute to the production of regular procurement reports and ensuring that the Procurement Tracking Sheet is accurate and updated, and the reports are provided as requested to Sr. Operations Manager,
• Responsible for coordinating and completing all procurement processes, including accurate documentation for tendering, contracts, and Purchase Orders, and ensure accurate maintenance of procurement summary memos (PSM),
• Management of all payments, on time, and payment are verified in accordance with delivery documentation and contracts,
• Ensure all procurement is carried out in accordance with the Global Communities procurement standard operating procedures, FFAM and donor requirements, and procurement related files for documentation are maintained for reference,
• Under supervision of Sr. Ops Manager, support program managers to prepare procurement plans, prepare and launch tenders. Organize evaluations in cooperation with the procurement committee, both locally and internationally,
• Organize and contribute to market surveys, assessments on regular basis, in accordance with Procurement needs and SOP,
• Work closely with operational departments to ensure the items and equipment required and budgeted for by their projects are purchased and transported in a timely and efficient manner,
• Provide regular reports to the Senior Operations Manager, covering all aspects of procurement,
• Regularly check names of prospective suppliers against lists of suspected fraudulent suppliers, and immediately inform Senior Operations Manager if there are any,
• Assess capacity-building needs among procurement staff, in Turkey and NWS, and in collaboration with Senior Operations Manager discuss actions for implementation of proposed capacity building,
• Ensures that for all staff under his/her supervision, the performance management system is fully implemented, and staff are mentored and coached properly,
• Recommend solutions to areas of staff weakness, limitations and gaps, and capacity needs,
• Coordinate and maintain a supervisory role for the Procurement staff, including performance monitoring and appraisals,
• Liaison with other Global Communities offices, departments as required, in particular with the Finance and Compliance department,
• Carry out any other related duties as might be reasonably requested by the Supervisor.

Education and Training

A university degree in a relevant field or a combination of experience in both education & working in this sector.

Experience

A minimum of 3 years' experience in Procurement,

Past work with local NGOs and/or international donor-funded programs preferred.

Technical skills

High analytical and reporting skills,

Team player with excellent planning skills,

Ability to solve problems in the field with suppliers,

Computer/word processing and standard office software skills.

Other Qualifications

Ability to work well in unstable and frequently changing security environments.

Language skills

Good command of spoken and written English is a must.
