General Functions:

The Syria crisis is entering its eighth year and millions of Syrians continue to seek refuge in neighbouring countries including Turkey. It is estimated that over 12.2 million individuals inside Syria now require humanitarian assistance and 7.6 million are internally displaced (SRP 2015-2016). Over 4 million Syrians have fled as refugees (UNHCR).

 

As of February 2020, Turkey continues to host the largest number of refugees in the world, with over 3.6 million Syrian refugees seeking protection. With the recent closures of the Temporary Accommodation Centers in South East Turkey, many refugees have moved to urban, semi-urban and rural areas, living alongside Turkish host communities. Those living outside of the TACs number around 98% of the total refugee population. Of those residing outside of camps spread across Turkey, the majority residing in the South-East including Gaziantep, Sanliurfa, Hatay, as well as Istanbul, Mersin, and Adana.

 

In October 2014, the Government of Turkey adapted the Temporary Protection (TP) Regulation that extends protection and assistance to all Syrians in Turkey and provides refugees with rights and duties and the framework to access health care, education, and social assistance.

 

IOM's strategy for Turkey as indicated in the 3RP (Regional Refugee and Resilience Plan) is three-pronged; firstly, i) provision of humanitarian assistance focusing on the distribution of food, non-food items, cash vouchers, winterization and provision of transportation, ii) to ease the burden on national and local structures through the establishment of multi-service community centres offering protection and social stabilization for the refugees as well as increase access to education and iii) supporting the resilience of refugees and host communities through livelihoods, community stabilisation and income generating activities.

 

Under the overall supervision of the Senior Programme Coordinator (Refugee Response) and direct supervision of the Protection and Resilience Officer, the incumbent will manage and lead the implementation of the activities of the Emergency Case Management (ECM) component of the Protection and Resilience Unit activities.

 

Major Duties and Responsibilities:

  1. Coordinate the work of the case management team to ensure that activities and expenditures are in line with project budget and objectives by utilizing tools created for management of the component.
  2. Participate as the Focal Point for ECM project to maintain positive relations with local authorities, NGOs and UN agencies by meeting with them regularly to explain the project objectives and improve referrals.
  3. Oversee the ECM Team in the daily implementation of activities and line-manage all staff to ensure project deliverables, goals, and objectives through daily, weekly and monthly tasks, workplans and project tracking sheets.
  4. Participate in relevant sector and government coordination meetings by representing IOM to keep the ECM Team and broader Protection Unit abreast of changing policy and field developments.
  5. Verify the daily implementation is in line with Standard Operating Procedures (SOPs), internal guidelines and international protection standards to ensure Protection lens is applied to all cases and interventions.
  6. Distribute cases to ECM Project Team and respond to cases referred from internal and external partners to ensure that responses are provided in a timely and efficient manner by following case management steps per each case referred.
  7. Train staff on Protection Principles and ECM implementation to guide new and existing protection staff on all project related activities by leading capacity building and development initiatives on Protection and project related topics.
  8. Draft regular reports covering monthly and yearly protection and case management activities to highlight and showcase the activities of the ECM component internally and externally by preparing statistical/narrative reports and meeting minutes.
  9. Draft and update work plans project tracking sheets to ensure that project outcomes are in line with project documents.
  10. Work closely with field members on referrals of individuals and households for assistance by undertaking field visits to conduct assessments of referred cases as required.
  11. Perform such other duties as may be assigned.

 

Required Qualifications:

Education:

  • University degree in International Relations, Sociology, Political Sciences or a related field from an accredited academic institution, with five years of relevant professional experience; or,
  • Completed High school degree from an accredited academic institution, with seven years of relevant professional experience.

 

Experience:

  • Experience in emergency and humanitarian programmes for migrants and refugees;
  • Comprehensive experience and knowledge of Protection principles and the Temporary Protection regulations in Turkey;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Sound and proven understanding of internal and international migration issues in the region and related issues;
  • Advanced level of computer literacy and proficiency in excel;
  • Previous experience in Protection or Case Management in the Syrian Crisis response is highly desirable as well as sound knowledge of working group structures, their work, and different priorities; and,
  • Knowledge of international protection principles is an advantage.

 

Languages:

  • Fluency in English and Turkish is required.
  • Working knowledge of Arabic is advantageous.
