General Functions:

The ongoing conflict in Syria has created surges of people crossing the borders into neighbouring countries. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and, to a lesser extent, in camps. The large number of Syrian refugees is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms. As of June 2022, Türkiye is hosting 3.6 million Syrian refugees. Over 49,000 reside in 7 camps across Southeast Türkiye and the remaining live outside of camps. Of those living outside of camps, the majority are spread across the border provinces of Gaziantep, Hatay, Sanliurfa, Kilis, Mardin as well as in Istanbul, Izmir, Mersin, Bursa and Adana.

In October 2014, the Government of Turkey adapted the Temporary Protection (TP) Regulation that extends protection and assistance to all Syrians in Turkey and provides refugees with rights and duties and the framework to access health care, education, and social assistance.

IOM's strategy for Turkey as indicated in the 3RP (Regional Refugee and Resilience Plan) is three-pronged; firstly, i) provision of humanitarian assistance focusing on the distribution of food, non-food items, cash vouchers, winterization and provision of transportation, ii) to ease the burden on national and local structures through the establishment of multi-service community centers offering protection and social stabilization for the refugees as well as increase access to education and iii) supporting the resilience of refugees and host communities through livelihoods, community stabilization, shelter and income generating activities.

Under the overall supervision of the Senior RSU officer and the direct (administrative) supervision of the Head of Field Office Izmir, and technical supervision of project support officer (RSU) the incumbent will provide coordination and follow up on the preparation and implementation of all recovery and stabilization projects in Izmir province.

 

Major Duties and Responsibilities:

  1. Retrieve, compile, summarize, analyze, and present information/data on specific project topics. Draft Daily, Monthly reports for management and stakeholders on recovery and stabilization projects in line with donor request; maintain updates and progress reports as required by IOM standard procedures.
  2. Lead the implementation of all RSU activities (Livelihoods, shelter, Community stabilization and CBI) under Izmir sub office and the Aegean region.
  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  5. Technically supervise all RSU staff in the implementation of all RSU projects the Aegean region.
  6. Contribute significantly to project formulation and design both technically and financially to respond specific needs through handling all the documents under the Recovery and Stabilization Unit Such as: Preparation of, BoQs, Technical Specifications, admin documents and follow up procurement and financial procedures.
  7. Work with the technical team in the plan, design and implementation of projects that includes drafting Architectural, Structural, and mechanical designs, Scope of work, cost estimation, selection of materials, equipment requirements and technical specifications.
  8. Monitor the implementation process on the ground and support the field engineers by participating in the field visits.
  9. Actively engage in knowledge sharing and also improve professional skills.
  10. Generate info sheets reflecting the unit’s work. Maintain project documents/ records.
  11. Assist the recovery and stabilization Officer with all aspects of the implementation of IOM’s recovery and stabilization projects, including assisting with procurement/financial procedures, and drafting written reports.
  12. Coordinate with MEAL to ensure that timely conduction of beneficiary verification, QA/QC and Post Distribution Monitoring; particularly managing the Accountability to Affect Population (AAP) response mechanism. and liaison with the Protection Unit to ensure protection is mainstreamed and disability inclusion across all activities.
  13. Perform any other relevant tasks as required.

 

Required Qualifications:

Education:

  • University degree in Architecture, Civil Engineering, or a related field from an accredited academic institution with five years of relevant professional experience.; or
  • High school diploma with seven years of relevant professional experience.

 

Experience:

  • Experience in project management and implementation.
  • Experience in a shelter/ NFI, Cash, Livelihoods, WASH operations and contract management as part of the Syria response is an advantage.
  • Proven team management in humanitarian environments with successful examples of local staff management.
  • Experience in implementing climate change adaptation and/or disaster risk reduction.
  • Understanding of relevant international standards
  • Experience liaising with Government counterparts and humanitarian partners.
  • Knowledge of the Syrian conflict and its impact on the affected populations.
  • Working experience in the region is an asset.
  • Proficient use of Microsoft Office such as Excel, PowerPoint, and other software.
  • Proficient use of engineering software Autodesk (AutoCAD).
  • Effectively coordinates actions with other implementing partners.
  • Good organizational and administrative skills
  • Statistical analysis techniques
  • Knowledge of electronic survey tools (Kobo).

 

Languages:

  • Fluency in English and Turkish is required.
  • Working knowledge of Arabic is advantageous.
