General Functions:  

The International Organization for Migration is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM also has a leading role in the Water, Sanitation and Hygiene (WASH) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

The conflict and violence in Syria continues to cause large-scale displacement of populations. Over 6 million people remain displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to vulnerable IDPs living with host families and in increasingly crowded camps and settlements. The combination of an extremely large, displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.

The United Nations Security Council (UNSC) – through Resolution 2585 – allows the UN and its partners to provide Cross-Border assistance from Turkey to Northern Syria. IOM Turkey’s Cross-Border humanitarian assistance in Syria is managed from Gaziantep. Along with the provision of Non-Food Items (NFIs), IOM’s Shelter, Water, Sanitation and Hygiene (WASH) and Camp Coordination and Camp Management (CCCM) programming are amongst the largest being implemented by IOM Turkey.

Under the overall supervision of the Programme Officer (Shelter & WASH) and direct supervision of the National Project Officer (WASH), the incumbent will provide administrative assistance in the implementation of the Cross-Border Water, Sanitation and Hygiene (WASH) and Camp Infrastructure program activities.

 

Major Duties and Responsibilities:

  1. Provide specialized assistance for the daily planning, implementation and monitoring of project activities related to IOM Water, Sanitation and Hygiene (WASH) projects within the Cross-Border response to the Syria crisis, especially water trucking, site upgrading and maintenance, rehabilitation and construction of drainage systems, distribution of hygiene kits and any WASH related activity in NW Syria.
  2. Work closely with implementing partners to coordinate, support, and monitor site plans, Bill of Quantities, technical specifications, project implementation progress updates and ensure proper use of IOM project tools for all proposed WASH activities in NW Syria.
  3. Verify conformance to technical quality, based on both SPHERE and WASH guidelines, and promote a gender and vulnerability mitigation lens in all designs.
  4. Regularly review weekly construction/ distribution reports and verify if the construction carried out by the implementing partners and contractors are according to the drawing and specification originally approved by IOM.     
  5. Create and design WASH tools, surveys, and participate in the development of guidelines, and SOPs and train the implementing partners on using them.
  6. Liaise with implementing partners on progress reports (narrative and financial), grant agreements and payments.
  7. Support in organizing and maintaining a consolidated live database of the project beneficiaries’ figures and verify any discrepancy. Support in data management, survey designs, and updating the live online progress charts of WASH related projects.
  8. Monitor compliance in the visibility requirements, support the creation of PI materials and human-interest stories in coordination with the Media and Communications Unit.
  9. Assist the WASH unit in proposal design, project development, and reporting.
  10. Coordinate and monitor the delivery of procurement and logistics activities according to the project operations.
  11. Coordinate the assigned WASH activities with different units and departments within IOM such as Protection, Information Management, Procurement, Portal, Finance and HNAP.
  12. Perform such other duties as may be assigned.

 

Required Qualifications:

Education:

  • University degree in Civil Engineering or a related field from an accredited academic institution, with four years of relevant professional experience; or
  • Completed High school degree from an accredited academic institution, with six years of relevant professional experience.

 

Experience:

  • Experience working on emergency wash projects;
  • Proven experience and good understanding of humanitarian relief operations related to Syrian context, especially in WASH sector;
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) and in complex operations, including conflict and post-conflict situations preferred.
  • Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.

 

Languages:

  • Fluency in English is required.
  • Working knowledge of Turkish and/or Arabic is advantageous.
