General Functions:

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

IOM opened its first offices in Turkey in 1991 and is now one of the largest globally with over 1,000 staff in 15 different locations across the country, with the main office in Ankara, and sub-offices in Istanbul and Gaziantep. IOM Turkey manages a portfolio of over 50 projects in the areas of migration management, emergency response, community stabilization, and resettlement. To effectively manage a large and complex programme portfolio, IOM Turkey has established a centralized Project Development & Reporting Unit based in Ankara with additional staff in Gaziantep. IOM Turkey is therefore seeking an incumbent to support programme development and donor liaison efforts, particularly in the scope of migration management. This portfolio includes projects within the scope of assisted voluntary return, assistance for vulnerable migrants, integrated border management, labour migration, integration, migration health, migration, environment and climate change, counter migrant smuggling, and migrant presence monitoring.

Under the overall supervision of the Project Development Officer, and the direct supervision of the Programme Support Officer, the successful candidate will support the Project Development & Reporting Unit by facilitating procedures related to partnership strategies, programme development, and donor liaison.

 

Major Duties and Responsibilities:

  1. Provide support to program management for the preparation of high quality and timely project proposals and concept notes, including the consolidation, editing and revision of submissions to ensure the quality and relevance of all products aimed for external audiences;
  2. Assist the coordination of the relationships with key partners, particularly Turkish government focal points, and ensure the proactive coordination, monitoring and facilitation of IOM’s programming;
  3. Provide technical support to the Project Development and Reporting Unit and other senior managers in the preparation of meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  4. Provide updates on donor profiles and donor intelligence;
  5. Identify opportunities to secure traditional and non-traditional resources including funding through the European Union Instrument for Pre-Accession Assistance;
  6. Share knowledge and enhance organizational effectiveness through the development and use of templates, tips, mechanisms and guidelines to support resource mobilization and programme development;
  7. Train staff in project development and reporting under the rules and regulations provided in the IOM Project Handbook, as well as adapt these trainings in Turkish language and operational context to develop capacity of local partners such as Government of Turkey and NGO personnel.
  8. Assist in drafting and editing reports for donors and the Country Office (CO) in English.
  9. Maintain a thorough understanding of IOM Turkey-implemented programs, projects and activities, general and specific donor requirements;
  10. Assist in collating and implementing the Project Development/Reporting Unit Work Plan including updating project-related data in IOM’s portals and internal reporting matrices, including PRIMA;
  11. Keep accurate and pertinent records of all correspondence, project development and reporting files, and other Project Development and Reporting-related information;
  12. Undertake duty travel within Turkey as required.
  13. Perform such other duties as may be assigned.

 

Required Qualifications and Experience:

Education and Experience:

  • University degree in English, Politics, International Relations or a related field from an accredited academic institution, with four years of relevant professional experience; or
  • Completed High school degree from an accredited academic institution, with six years of relevant professional experience;
  • Excellent command of English;
  • Proven experience in working, editing and writing documents in English;
  • Proven experience working in the field of resource mobilization or project development;
  • Experience in, technical writing and editing, preferably in the international development/humanitarian sector; working knowledge of donor liaison and project development an asset;
  • Experience in design and facilitation of training/educational events;
  • Proven strong organizational skills and practical experience of how to multi-task, prioritize and work independently.

Languages:

  • Fluency in English and Turkish is required.
