General Description of Orange:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of conflict affected population.

Orange partners directly with affected Syrian populations delivering humanitarian and development programmes, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.

Orange also collaborates with national and international non-governmental organizations, local initiatives responding to the humanitarian Syrian crisis with capacity development programmes, to be better equipped with the skills they need to prepare and respond to affected population’s needs and to ensure that these communities, which we work within, are ready for any future disasters.

Job Purpose:

Under the direct supervision of MEAL Manager, the SRRO is responsible for maintaining a high-quality Research and Reporting System for Orange with focus on Information Management functions.

The role will provide guidance and support to Orange’s M&E Staff in terms of Research and Reporting. The position will be required to establish and mainstream the mentioned system in alignment with Orange’s and international humanitarian principles. The role also coordinates MEAL/IM tasks and communication with internal and external stakeholders under the leadership and guidance of the MEAL Manager.

Duties, Objectives and Competencies:

· Enhance and maintain the existing Research and Reporting System (RRS), ensuring complete oversight of requirements, while coordinating with project focal points for timely preparation. Orange’s RRS is responsible for producing high-quality narrative and interactive reports to provide evidence for technical interventions.

· Taking the lead in drafting planned briefing papers and research papers.

· Prepare periodic and ad-hoc narrative reports requested by the donors based on compiled materials and data related to ongoing projects.

· Ensure timely planning, review, finalization and submission of requested reports.

· Identify and formulate evaluation findings, lessons learned and recommendations.

· Follow up and report on evaluations conducted by field team to ensure timely submission and quality of evaluation reports.

· Support in developing new projects by providing required secondary data on the context and thematic areas, learning from previous projects, and primary data from needs assessments.

· Ensure direct implementation is evaluated on a regular basis for quality standards, and humanitarian principles through scheduled visits, data quality audits, spot check/verification visits against reports, and reports reviews (as per agreed schedule with donors and partnership).

· Ensure an end-line measurement of the outcome level indicators is conducted to understand the change in programs that Orange contributed to.

· Ensure all data, reports, and records are clearly organized archived in a central location for future reference.

· Ensure all approved projects have the following by the start of the project: Logframe, M&E Plan with defined indicators, M&E Calendar, Indicator Tracking Table (ITT), Detailed implementation plan (DIP), field level data collection tools, mobile data collection tools, and databases for collection, consolidation and reporting.

· Ensure Orange, and Core Humanitarian principles are upheld in all RR/IM aspects.

· Contribute to the planning and convening of research dissemination events to engage policy and programmatic audiences.

· Ensure all staff supervised by this position are guided, mentored and their capacities built in order to deliver high quality outputs.

· Support other tasks as required by the MEAL Manager.

The position is expected to support some additional MEAL Tasks based on availability and load of work. This will be furtherly coordinated based on regular evaluation sessions and SoW updates. Additional tasks may include:

Qualifications and Requirements:

· University degree in Computer Sciences, Information Technology, Statistics, or related technical field. Other specializations can be accepted based on previous experience.

· 2-3 years of work experience in MEAL and/or Research and Reporting field is desirable. Other relevant research experience will be taken into consideration.

· Fluent English with clear reporting skills.

· Significant experience in producing reports.

· Significant experience in quantitative and qualitative data collection methods, and analysis is an asset, especially the use of MS Excel, SPSS and Power BI.

· Proven experience in leading research (mix methodologies) from designing to report writing.

· Strong analytical skills, and ability to rapidly analyze and integrate diverse information from varied sources.

· Thorough knowledge on Sphere, Core humanitarian standards, child rights, HAP and evaluation criteria are essential.

· Maturity and professional ability to handle sensitive information and ability to respect the confidentiality.

· Excellent time management skills and resourcefulness with strong attention to detail.

· Ability to work effectively in a fast-paced, stressful environment.

· Excellent written and oral presentation skills.
