Technical Assistance to Support the Monitoring of Actions Financed under the Facility for Refugees in Turkey (SUMAF)

Ecorys, one of Europe’s largest economic and social development consultancy firms, is hiring several Senior Sector Experts to join its Ankara-based project team providing Monitoring and Evaluation Technical Assistance to the EU’s Facility for Refugees in Turkey (SUMAF).

The Context 

Turkey is currently hosting the highest number of refugees in the world, with over 4 million mainly Syrian refugees residing in the country. In 2016, the EU launched the Facility for Refugees in Turkey to allow for the effective and efficient mobilisation of EU assistance to address the needs of refugees and their local host communities. The EU has to-date committed €6 billion for projects covering a range of areas including health, education, basic needs, livelihoods, municipal infrastructure and social cohesion and further additional support is likely to be forthcoming. The projects are implemented by government agencies, multilateral agencies, as well as international and national NGOs.

The SUMAF project supports the EU Delegation in the conduct of the Monitoring & Evaluation of these projects and operates the overall Facility monitoring and reporting system to help ensure the efficiency, effectiveness, and overall impact of the EU’s support. It also provides institutional M&E capacity-building support.

The Positions

As an important feature of the second phase of the project, SUMAF is seeking to strengthen its in-house sector expertise to better support its operations. This is an exciting opportunity to join a dynamic team working with the EU Delegation in Turkey and the Facility Secretariat in Brussels in helping the Government of Turkey and the EU to address the world’s largest refugee crisis.

Key Tasks

The Sector Experts will be responsible for delivering the following outputs in his/her sector:

  • Maintaining an overview of policy and developments within Turkey within his/her sector of focus and researching and co-authoring the flagship bi-annual Facility Monitoring Report;
  • Supporting the implementation of the regular performance reporting system from the project implementation agencies (e.g. quarterly and annual monitoring reports) and analysing the resulting data in order to understand project and sectoral performance issues;
  • Reviewing project M&E system documents and performance monitoring frameworks (e.g. logframes) prepared by project implementing agencies and providing advice to the relevant EU project managers;
  • Coordinating the planning and implementation of project review missions conducted by SUMAF (either as lead monitor or as a co-monitor);
  • Production of other communication products related to the performance of the sector and its projects (e.g. Briefing Notes; Factsheets);
  • Provision of technical inputs to the design and execution of primary data collection exercises;
  • Quality assurance and peer review of other deliverables produced within the team;
  • Contributing to training, coaching and lesson learning activities.

In the conduct of this work he/she will lead on the development and management of SUMAF’s relationships with institutions relevant to the Facility’s work in his/her sector (such as Turkish ministries; national and international NGOs, UN agencies and other multilateral development agencies).

  Key Skills and Qualifications

  • University Masters (or higher) degree;
  • High level of fluency in written and spoken English - proficiency in Turkish would be an asset but is not required;
  • High level client and counterpart engagement skills, including tact and diplomacy.
  • Experience of working with or for large donor organisations such as the EU;
  • Experience of working in dynamic, multi-disciplinary and multi-cultural teams;
  • Familiarity with the Turkish public administration would be an asset but is not required;
  • At least 10 years’ technical experience in one of the following sectors:
    • Health
    • Education
    • Employability and Labour Market development
    • Small and Medium Enterprise development
  • At least 5 years’ experience in the conduct of project monitoring/performance reviews/evaluations;
  • Demonstrated experience in the design and implementation of project monitoring and evaluation systems (including the development of performance monitoring frameworks/logframes and the design and execution of surveys).  

 

Location, Timing & Compensation

The positions are full-time and based within SUMAF’s office in Ankara, a city which offers a very high quality of life. Some proportion of the time working remotely is however negotiable. The consultancy input will run for three years from January 2022. A highly competitive salary and benefits package is offered to attract the right candidates for these key positions.
