About Concern: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for qualified SGBV and Child Protection Officer (National Position).

Working closely with:                    MEAL & Programme teams

Job Status:                                     Fixed term – 8 Months (extendable)

Job Purpose: The Protection Officer will be responsible for planning and implementing individual protection assistance, SGBV and Child Protection case management and ensuring that the Protection Assistants respond effectively to the needs of selected cases in a timely manner and in line with standard operating procedures for each sector.

The Protection Officer will be responsible for providing technical supervision of the Protection Assistants delivering case management and IPA in 5 districts in Sanliurfa. The Protection Officer will work in close collaboration with other departments to ensure integrated and consistent service provision.

Main Duties and Responsibilities:

Programme Implementation

  • Develop staff capacity in regards to Case Management and Individual Protection Assistance in the context of Turkey Southeast / Şanlıurfa and surrounding areas, including interventions and best-practices on Case Management for vulnerable and at-risk persons of concern

  • Lead team of multiple Protection Assistants to plan and implement case management and individual protection assistance activities through assessment, case planning, case implementation, follow up, and case closure through individual and regular case committee meetings in accordance with the SGBV and Child Protection minimum standards

  • Regular review of processes and practices, and providing technical coaching and mentoring for Protection staff

  • Make recommendations on improving and enhancing interventions to better identify protection risks to ensure access to protection and education services.

  • In collaboration with the District Team Leaders, ensure service map and referral pathways are up-to-date and functioning in the areas of operation

  • Provide feedback to the team supervised and to the Protection Programme Manager as appropriate for improvement of the quality of protection activities

  • Ensure that all Protection Assistants are aware of guidelines and processes for individual protection assistance cases

Monitoring and Reporting

  • In collaboration with MEAL staff, lead or co-lead the monitoring and evaluation of protection services in the districts, and provide technical input during the review and development of assessment tools

  • Document lessons learnt and best practices by collecting information and coordinating with the field staff

  • Maintain program files and documentation as per program management minimum standards, including maintaining the confidentiality of beneficiaries’ data

  • Submit monthly reports to Protection Program Manager on the team’s individual protection activities in the defined operational area

  • Ensure that protection activities are compliant with Concern accountability principles

Coordination and Representation

  • Participate in relevant sub-sector working group meetings to ensure holistic support for survivors, including development of referral pathways and updating repository of inter-agency tools

  • Contribute to the positive image and overall credibility of the organisation as one of the lead protection actors in SE Turkey

  • Share information on Concern Worldwide’s activities and intervention as well as success cases and lessons learned on humanitarian response

  • Liaise and collaborate with other protection actors when required

  • Maintain positive coordination and relationships with partners and other actors working on the humanitarian response

Person Specification:

Minimum Education, Qualifications & Experience Required:

  • Bachelor degree in Social Work, Psychology, Human Rights Law, Social Sciences, Development Studies

  • Fluency in  required

  • Excellent knowledge about the Turkish legal framework and social welfare system, especially in relation to childprotection and SGBV

  • At least 3 years of experience in the field of protection in a local or international NGO (preferably social services) and psychosocial support, preferably hands-on social work support to prevent and respond to child protection and SGBV cases

  • Training on inter-agency standards and guidelines in child protection, especially the Inter-Agency Guidelines for Case Management, the Minimum Standards for Child Protection in Humanitarian Settings and the UNFPA SGBV prevention and response Guidelines

  • Proven excellency in delivering capacity building efforts in the field of case management child protection, PSS and SGBV including leading trainings, and willingness to dedicate time to staff development

Preference will be given to candidates who have:

  • Proficiency in English

  • Proficiency in Word and Excel

  • Ability to organize and prioritize workload, using initiative when appropriate

  • Good team player, flexible and capable of working with a multinational country team, politically and culturally sensitive

  • Ability to cope with stress; work under pressure often to strict deadlines

  • Analytical and problem solving skills, patience as well as adaptability Ability to identify the main risks and gaps in protection in the given context to inform a holistic response for case management response

  • Experience in monitoring and evaluating protection interventions, with particular focus on community engagement and management of high risk cases.

  • Experience of and commitment to working through systems of community participation and accountability

  • Ability to write clear and well-argued assessment and project reports, as well as lessons learned documents

  • Politically and culturally sensitive with qualities of patience, tact and diplomacy

  • Able to work independently as well as in team to ensure timely results of high quality
