Position: Sub Grant Officer
Job Location: Gaziantep
Reporting to: Grants and Partnership Manager

General objective of the position:
The Sub-Grants Officer is responsible for helping to ensure that grants awarded to SAMS partners are designed and managed in a way that adheres to SAMS policies, donor requirements, and program needs. In close coordination with colleagues in other departments at the Turkey Country Office, the Sub-Grants Officer will lead pre-award capacity assessments, draft sub-grant agreements and amendments, manage sub-grants from start-up to close-out, and coordinate capacity-building support for sub-grantees.
Main tasks and responsibilities:
Grant management
- Conduct basic due diligence of potential sub-grantees at the proposal development phase, including site visit, pre-award self-assessments, and review/filing of supporting documentation.
- Coordinate in-depth capacity assessments of sub-grantees and develop partner support plan, together with colleagues Compliance HR, Finance, Grants, Projects, MEAL, Logistics, and Procurement.
- Work with colleagues in Headquarters to compile sub-grant agreements and amendments for issue to sub-grantees
- Organize grant kickoff meetings and monthly review meetings with sub-grantees to review progress, monitor implementation, field requests for support, and to ensure a clear understanding of expectations and deliverables.
- Identify potential problems during implementation of projects by the sub-grantees, make recommendations, and support follow-up.
- Support review of program narrative and financial reports and supporting documentation, in coordination with Project Finance, Projects, and Grants colleagues.
- Coordinate conducting periodic audits of sub-grantees and follow-up to ensure recommendations/follow-up actions are completed.
- Strengthen SAMS due diligence and capacity-building tools for SAMS partners
Representation
- Represents SAMS in all relevant fora in relation to the position duties, e.g. UNOCHA, NGOs, donors.

THE CANDIDATE’S REQUIREMENTS
Mandatory Qualifications required
- - A University degree in Management, Finance/Accounting or related field
- 1 - 3 years of grant management experience including budgeting and reporting.
- Good people management skills with the ability to develop others and to impart knowledge and experience in an accessible and clear manner
- Must be able to work independently and show initiative.
- Report writing; ability to make recommendations for improvement; computer (MS Office), filing, and organizational skills;
- Good understanding of major international donor policies and procedures.
- Willingness to travel throughout the project areas in Turkey.
Languages
- Fluency written and spoken in Arabic
- Fluency written and spoken in English
CONTRACT CONDITIONS
The salary will be defined regarding the SAMS Turkey Office salary scale on-going.
