Title:  Supply Chain Coordinator

Location:  Gaziantep, Turkey

 

Background:

Global Communities’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, OHA is commencing responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.

GC is a fully registered organization in Turkey and are currently building its humanitarian response professionals in Turkey.  GC intends to hire a full-time Supply Chain Coordinator as part of the Operations Team based in Gaziantep

Responsibilities:

GC is seeking an experienced bilingual (Turkish/Arabic) supply chain professional to be based in Gaziantep, for managing procurement contracts and other supply chain requirements.

 

The Supply Chain Coordinator reports to the Senior Operations Manager, and is responsible for the following:

Vendors/Suppliers

  • Promotes and ensures a positive and ethical business relationship with suppliers/service providers.
  • Establishes an approved vendor base for Turkish and Syrian vendors.
  • Conducts communications, including negotiations with suppliers/service providers.
  • Ensures the performance of suppliers/service providers is monitored and documented to mitigate the risk of future engagement of under-performing suppliers.
  • Participates in the bidder due diligence/vetting process for competitive tenders.
  • Visits vendors as part of procurement site visit requirements.
  • Reviews Base Order Agreements/Purchase Orders, etc when required
  • Works with Procurement and Compliance Sections on identifying and reducing GC exposure to the risks of vendor collusion, fraud, and other non-ethical practices.
  • Advises Technical Evaluation Committees on Bidders background, history, and other supply chain matters if required.

Systems and Procedures

  • Conducts assessment and evaluation of risks impacting Supply Chain activities and ensures action plans are in place to mitigate, minimize or remove risks impact.
  • Advises Operations staff on supply chain contractual matters
  • Ensures all contractual documentation in use is the authorised and latest version
  • Responsible for the development of the supply chain systems and management of the existing system
  • Acts as the supply chain point of contact for new GC ERP implementation
  • Implements, monitors, and analyzes Procurement & Logistics KPIs and reporting
  • Reviews internal control functions for supply chain systems
  • Identifies and anticipates supply chain risks impacting program activities
  • Ensures adherence to Global Communities and donor requirements and protocols.

 

Liaison functions

  • Provide supply chain contractual advice to partners
  • Point of contact for partners on supply chain matters
  • Demonstrates a service-oriented approach to assisting the program teams in understanding commercial requirements, structuring of commercial goods and services at the Purchase Requisition stage.
  • Carry out any other related duties as might be reasonably requested by the Supervisor

 

Education and Training

  • A university degree in law, business administration, or similar.
  • CIPS qualification or relevant Contracts/Procurement certification,
  • Formal training and/or certification in humanitarian supply chain and associated areas

 

Experience

  • A minimum of 8 years’ experience, which includes 4 years in contract management, commercial law, or supply chain
  • A minimum of 4 years direct support of humanitarian program interventions implementation.
  • Past work with international donor funded programs preferred (USAID, FCDO, EU, UN, etc).
  • Preferred experience with a large international NGO.
  • Experience in internal control and compliance checking.

 

Technical skills

  • Excellent strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions
  • Excellent relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in the approach for each relationship.
  • Strong communications and presentation skills; able to develop tailored and persuasive messaging for varied audiences.
  • Experience in ERP software implementation
  • Team leadership abilities with diverse/multi-disciplinary teams.
  • Coaching/mentoring skills.
  • In-depth knowledge of US government rules and regulations and experience with USAID/BHA contracts and acquisition mechanisms.
  • Flexibility, ability to work independently and meet deadlines
  • Excellent negotiation and communication skills, both written and verbally. 
  • Commercial acumen dealing with high value contracts
  • Understanding of Turkish Contract law
  • Excellent cross-cultural communication skills
  • Ability to effectively communicate and negotiate with suppliers in Turkey and Syria
  • Ability to conduct training in supply chain areas
  • Good command of spoken and written English, Turkish, and Arabic skills.
  • Excellent command of excel and other database applications.
  • Computer/word processing and standard office software skills.
