Dünya Doktorları Derneği
Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.
Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.
DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Mission
Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS) services as well as sexual and reproductive health (SRH).
Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities Afrin provinces and Idlib to deliver health-related services to IDPs.

Based in Istanbul, the Supply Manager will work under the responsibility of the Logistics Coordinator

Responsibilities
Leadership and management of the Coordination Office procurement function
Lead the procurement department in effective and efficient procurement planning and management of resources.
Manage the procurement team towards high standards of performance through clear roles and responsibilities.
Ensure field office staff are technically supported and mentored to fulfil all procurement services.
Lead the continuous improvement of procurement function of Coordination Office to bring efficiency and effectiveness.
Procurement Management, Planning and Reporting
Support various teams to prepare annual procurement plans, consolidate procurement plans received from various teams (programs, program support and Field offices) and monitor its implementation.
Prepare and submit monthly procurement and supply chain management report to Logistic Coordinator and provide weekly procurement status reports to relevant staff.
Ensure that procurement data are timely analyzed and used for budget holders for accurate/informed decision making.
Inform wider workflow processes through regular reporting and analytics for continued business improvement.
Maintain market information for effective use of costs/prices for proposal development and day to day operation.
Develop differentiated purchasing strategies for goods and services.
Lead the identification of vendors and assess performance to ensure the Coordination Office has an effective/optimal mix of vendors.
Policies, Procedures and Systems
Contribute to implement policies, procedures and operational systems that will ensure smooth running of DDD’s s procurement system and the delivery of an excellent standard of customer service by the procurement team.
Ensure that all required internal controls are in place and followed.
Advisory Role
Support purchase department in every base and facilities managed by DDD
Ensure that procurement follow up is timely analyzed and used for senior management and budget holders for accurate/informed decision making.
Provide proactive, rigorous and logical methods to solve procurement related challenges.
Reporting
Provide reporting on regular activities to the Line-Manager
Contribute to monthly reporting done to DDD Management;
Other tasks
Provide a mission report and/or handover document at the end of contract.
Any other related DDD tasks as assigned by supervisor/line manager.

Prevention of Sexual Exploitation and Abuse
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.
Expected Profile
Knowledge & Qualification
Logistics related degree / Finance degree / Management degree or Business Administration degree
Experience
4 years in logistic in INGO or 8 year in private sector
Experience as finance auditor is a plus
Languages
Required: Turkish and English (oral and written)
Preferred: Arabic (oral and written)
IT & Equipment
Good proficiency with Microsoft package
Intellectual & Physical
Capacity of stress resistance
Team Management & Delegation
2 years of team management experience
Negotiation
Strong negotiation skills
General Qualities required:
Diplomatic;
Flexibility and capacity of adapt to complex and changing contexts;
