Reports to:                        MEAL & Technical Director

Duration:                           12 Months

Often, RI is the only organization providing healthcare, education, logistics, energy, capacity building, economic development, sanitation, and many other forms of assistance to these highly vulnerable communities

 

Position Summary:

As part of the Refugees program in Turkey, RI supports protection, health and livelihoods services in Turkey for refugees through local partners, in particular providing access to physical rehabilitation and mental health services. Under the supervision of the MEAL & Technical Director, the Technical Manager is responsible for supervising the technical team, ensuring the technical quality of proposals and programs, providing technical guidance, quality assurance, developing cross-cutting programmatic information management, and providing capacity building for RI’s staff and partners on protection and inclusivity components.

S/He will also work to strengthen the protection component across all RI programs setting standards for protection implementation and incorporating protection-inclusive components in all RI services, including the mental health, physical rehabilitation and the livelihoods ones.

 

Main Duties and Responsibilities:

 

Technical Oversight and Capacity Building:

  • Direct line-management of the technical team, using the existing supervision tools, and ensuring a quality and timely performance of the team.
  • Ensure that the technical team conducts the field visits regularly according to agreed plan, review the reports of the field visits and provide feedback if needed.
  • Collaborate with all departments to ensure all activities (proposed and implemented) are in line with global agreed standards and RI’s value and guidelines.
  • Provide guidance and support to the technical team to effectively integrate findings and recommendations to improve program quality
  • Strengthen the protection and protection-inclusive component in RI programs by identifying the critical requirements for program interventions with a particular focus on most vulnerable groups such as women, children and people with disabilities.
  • Lead the development of all technical tools and guidelines related to Protection activities; participate in developing/reviewing technical standards and SoPs for RI and partners
  • Strengthen case management system at RI and partners by updating data collection tools, training RI and partners’ staff, and providing continuous technical support to RI and partners to monitor the effectiveness of the case management system.
  • Upholding and mainstreaming protection principles and standards across all programs;
  • Participate in program data analysis and provide technical interpretation.
  • Develop capacity-building programs for RI staff and local actors (including partner NGOs and relevant local services providers) on Protection

Program Development and Grant Management

  • Contribute to the proposal development providing technical inputs based on the findings of the current program, lessons learned, and contextual analysis.
  • Support the monitoring of the project activities from a technical perspective and ensure that implementation in line with the developed standards and SoPs. 
  • Strengthen the protection implementation and components of RI program with a main focus on identification, raising awareness, and referral system.
  • Provide technical inputs into proposal design, projects reporting and existing programs

 

Coordination, Representation and Advocacy

  • Actively participate in all internal coordination meeting with the relevant departments to ensure technical quality into new and current programs
  • Attend meeting with partners when needed.
  • Attend sectors working groups and relevant technical working groups regularly.
  • Present RI in donor meetings or other platforms when needed.
  • Respond to all relevant duties assigned by the line manager.

 

Qualifications & Requirements:

  • Bachelor’s degree in a relevant field.
  • Have a good understanding for Turkey context and laws.
  • Minimum of 3 years’ experience in the management of protection projects, preferably working with conflict affected populations with INGOs.
  • Strong leadership and management skills.
  • Previous experience on Health and Livelihoods will be an asset.
  • Ability to conduct a site visits to partners centers on a regular basis.
  • Excellent command of English and Arabic (Turkish is a strong asset)
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required
  • Excellent use of Ms Office products (Excel, PPT, etc).
  • Previous experience working in humanitarian contexts.
  • Cultural awareness and sensitivity.
