ROL AMACI:

Save the Children, İstanbul, Zeytinburnu ilçesindeki ev sahibi ve mülteci toplulukları destekleyen 12 aylık projede çalışacak, çocukkoruma ve ve  çocuk odaklı psikososyaldestek alanlarında deneyimli 3 Toplum Katılım Sorumlusu  arıyor. Aktiviteler, Zeytinburnu Belediyesi ile ortaklaşa hayata geçirilecek ve Aile, Kadın Desteklemeve Engelliler Merkezi (AKDEM) tarafından yürütülecektir. Proje çocuk koruma, psikososyal destek, koruma, sosyal uyum ve toplum temelli müdahalelerodaklıdır. Çocuk Koruma Proje Koordinatörünün doğrudan gözetimi altında bulunanToplum Katılım Sorumluları, AKDEM'de mülteci ve ev sahibi çocuklar veyetişkinlerle ilgili faaliyetlerin uygulanmasından sorumludur. Toplum Katılım Sorumluları,Zeytinburnu'daki topluluklar için önemli odak kişileri olacak ve temel olarak hem mülteci hem de ev sahibi topluluk için toplum tarafından yönetilenfaaliyetlerin ve psikososyal destek çalışmalarının kolaylaştırılmasından sorumlu olacaklardır. Ayrıca, koruma endişeleri olan çocukları tespit etmesi veilgili etik ve güvenli yönlendirmeleri yapması beklenir.

ANA SORUMLULUKLAR:

Proje teslimi, yönetim, koordinasyon:

·       Çocuk Koruma Proje Koordinatörü’nün günlük denetimi ve Koruma ProjeYöneticisi'nin desteğiyle, AKDEM’de ve dışında düzenli proje faaliyetlerigerçekleştirmek. Bu faaliyetler temel olarak şunları içerir: çocuklarla vegençlerle yapılandırılmış psikososyal destek atölyeleri (Psikolojik Sağlamlık Programı), ebeveynlerve bakıcı toplantıları, topluluk kampanyaları, çocuk okuma kulübü, yaratıcıetkinlikler ve topluma bilgi yayma

·       Bütüncül ve iyi entegre bir hizmet sağlamak için Koruma Sorumlularıile etkin olarak işbirliği yapmak.

·       DiğerToplum Katılımı ve Koruma Sorumluları ile işbiriliği içinde olarak haftalıkfaaliyet planları hazırlamak, ve bu planların sorunsuz bir şekildeuygulanmasını sağlamak.

·       Donör düzenlemeleri ve gereklilikleri doğrultusunda doğru ayarlamalar yapılabilmekiçin İşplanıyla ilgili çekinceleri zamanında belirtmek.

·       Sorumluluğundakiproje faaliyetleri ile ilgili haftalık / aylık satın alma planlarına etkinolarak katkıda bulunmak

·       Doğrudandenetiminde olduğu ÇocukKoruma Proje Koordinatörü tarafından talep edildiği şekilde proje ekibi ilebirlikte haftalık ve ad hoc toplantılara etkin bir şekilde katılmak

·       Çocuk ve gençlerin refahı, gelişimi ve çocuk koruma (çocuk işçiliği ve çocuk evliliği dahil) konusundabilinçlendirme kampanyaları yürütmek/yürütülmesine destek olmak.

·       Proje faaliyetleri sırasında çocuk koruma çekincesi bululan kişileri tespitetmek ve güvenli ve etik  yönlendirmeleryapmak

·       Faaliyetlerde, çocukların ve gençlerin güvenli ve anlamlı katılımını sağlamak ve çocuk, yaş, cinsiyet,engellilik ve kültür duyarlılığını gözetmek.

·       Bir Toplumsal Katılım Stratejisinin geliştirilmesine ve uygulanmasına aktifolarak katkıda bulunmak ve ilçedeki koruma risklerinin ve eksikliklerininizlenmesini desteklemek

İzleme, Değerlendirme ve Hesap verilebilirlikve Kalite

• Çocuk Koruma Proje Koordintörüne düzenli olarak rapor vermek
• Katılımcıların katılımını takip etmek ve verilerin zamanında sisteme girişlerini sağlamak, bilgi aktarımını sağlanmak ve AKDEM’de diğer faaliyetler yürüten diğer proje personeli ile düzenli olarak iletişimde bulunmak
• İstenilen şekilde proje aktiviteleri hakkında haftalık ve aylık raporlar üretmek ve teslim etmek
• İzleme ve değerlendirme departmanının  proje ile ilgili saha ve merkez ziyaretlerini desteklemek ve koordine etmek Ekip toplantılarına katılmak ve gerektiğinde geri bildirim sağlamak
• Save the Children Güvenlik Departmanı ile, güvenlik durumları, önemli olaylar ve toplumdaki hassasiyetler hakkında güncelleme bilgileri sağlayarak, işbirliği yapmak

NİTELİK VE DENEYİM

 İSTENEN ÖZELLİKLER:

• Sosyal Hizmet, Psikoloji, Eğitim veya benzeri ilgili alanlardan üniversite mezunu olup en az iki yıllık profesyonel psikososyal destek alanında deneyimli olmak.  
• Çocuk Koruma, ve/veya çocuk veya gençlerlere psikososyal destek alanında en az 2 yıl gönüllü veya profesyonel deneyim sahibi olmak
• Gelişmiş kişiler arası ve iletişim becerilerine sahip olmak
• Çocuklarla ve / veya gençlerle ve aileleriyle çalışma geçmişine sahip olmak
• Arapça veya Farsça veya Dari veya İngilizce dillerini biliyor olmak (yazma-okuma)

ROLE PURPOSE:

Save the Children is seeking job applications for 3xCommunity Engagement Officers, with particular expertise in child protection(CP) and child-focused psychosocial support, for a 12 month BPRM-funded awardsupporting host and refugee communities in Istanbul, Zeytinburnu distirct. Theactivities will be implemented in partnership with Zeytinburnu Municipality andhosted by Family, Women Supporting and Disabled People Center (AKDEM). Theproject is focused on Child Protection (CP), PsychosocialSupport (PSS), Protection, Social Cohesion and Community-based interventions. The Community Engagement Officers, under the directsupervision of the Child Protection Project Coordinator, is responsible for implementingactivities and interventions with refugee and host children and adults in andout of the AKDEM. The Community Engagement Officers will be key contacts for thecommunity in Zeytinburnu district, and will lead the daily implementation of community-ledactivities and psychosocial support interventions for both refugee and hostcommunity. It is also expected that the Community Engagament Officers are alertto the identification of persons with child protection and protection concernsand support relevant referrals in a safe and ethical manner. 

*SCI and Zeytinburnu Municipality will conduct a joint recruitment process.

SCOPE OFROLE:

Reports to: Child Protection  Project Coordinator 

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation

·       Under daily technical supervision and support from the CP/Protection Project Coordinator and Child Protection Project Manager, implement regular activities in-and-out of the center as per the project documentation and work plan. These activities mainly include Structured Psychosocial Support Workshops (the Child and Youth Resilience Programs) with children and youth, Parents& Caregiver meetings, Language café sessions, Children's Reading Club, Open Sunday recreational events, Community dialogues and Information Dissemination.

·       Actively coordinate and collaborate with e.g. Protection officers to ensure a holistic and well-integrated response.

·       Prepare weekly activity plans in coordination with the Community Engagement Officers, and ensure smooth implementation of these plans. Highlight any concerns with the work plan on timely basis so that proper adjustments can be made in line with donor regulations and requirements.

• Actively contribute to the weekly/monthly procurement plans regarding project activities in his/her responsibility.
• Actively participate in weekly meetings with the Center team and ad hoc meetings as requested by the direct supervisor.

·       Lead/co-lead awareness raising campaigns on the wellbeing of children and young people, development and child protection (including child labor and child marriage).

·       Co-lead/actively support the implementation of a child-participatory photo project.

• Identify persons with child protection and protection concerns during the project activities and facilitate safe and ethical referrals to services in-and-out of the center.
• Activity facilitate children and youth safe and meaningful participation, and the inclusion of children with sensitivity to age, gender, disability and culture.
• Actively contribute/co-lead the development and implementation of a Community Engagement Strategy, and support the monitoring of protection risks and gaps throughout the project

• Report to the CP Project Coordinator system on a regular basis.

·       Track the attendance of participants and ensure timely provision of data, information and keep in regular contact with other project staff conducting other activities within the Center on the beneficiaries’ class performance, referrals to courses etc.

• Produce and submit weekly and monthly reports on project activities as required.
• Support and coordinate MEAL Officer’s project related field & center visits and relevant implementation in the field & center.
• Participate in team meetings and provide feedback as required.
• Actively contribute to effective implementation of accountability mechanisms of the project in collaboration with the MEAL department.  
• Liaise with the Security Officers/security focal points in field through providing update information on security situations, significant events and community tensions in a community.

 General

• Work with cultural sensitivity and respect the dignity of refugees and members of the host communities at all times.

·       Comply with Save the Children and AKDEM policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

• Maintain the confidentiality of all information acquired during time in post.
• Build positive relationships with the community and promote community member participation in taking care of children’s needs, and jointly develop solutions, including the development of child protection key messages.
• Actively contributing to making the project gender sensitive (and to the extent gender transformative)in collaboration with SC’s Gender Focal Point. 

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:

Required

·     Bachelor degree in Social Work, Psychology, Education or relevant field.

·   Minimum 2 years of experience (volunteer or professional) in the field of implementing child protection and/or psycho social support activities with children and/or adolescents.

·     Strong interpersonal and communication skills, being able to communicate and negotiate complicated issues with non-informed population

·       Previous experience in working with children and/or adolescents, and their families.

·       Fluency in Arabic or Farsi or Dari (written and spoken)

·       Good Turkish skills

·   Good technical understanding of child protection, psycho social support and community based approaches

·       Excellent understanding of Child Rights and Child Participation

·       Excellent team player

·       Ability to quickly form relationship within the communities

.    Experience in delivering capacity building efforts in the field of Child Protection,including leading trainings, and willingness to dedicate time to staff and partner development.

 Desirable

• English skills (written and spoken)
• Computer literacy including the use of Microsoft Word and Excel
• Experience in working with NGOs
• Experience in working with refugees/IDPs
• Previous-training in key topics such as Child Protection, Psycho social Support, Positive Discipline, Psychological First Aid and Communication skills with children.
