It's important to note that UNV assignments are volunteer assignments, not employment. The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.

Mission and Objectives
UNICEF in Türkiye has been working to protect the rights of children and adolescents in Türkiye since 1951. UNICEF's programme in Türkiye focuses on the needs of the most vulnerable children in the areas of education, child protection, health care, social policy, adolescents, and youth, in line with the UN Convention on the Rights of the Child.

Context

UNICEF Türkiye prioritizes accountability to communities, especially children. To enhance this commitment, UNICARE (UNICEF's Community-driven Accountability Response Ecosystem) has been developed through cross-divisional collaboration. UNICARE provides guidance, ready-to-use templates, a digital platform, and corporate-level support to ensure compliance with donor commitments and UNICEF policies while improving financial efficiency.

A key aspect of this effort is strengthening Complaints, Feedback, and Redressal Mechanisms (CFRM), ensuring two-way communication. CFRMs promote transparency, accessibility, and confidentiality, allowing communities to provide feedback, raise concerns, and improve UNICEF interventions. The CFRM system integrates a digital platform, human resources, and processes to log, refer, respond to, and analyze feedback.

UNICARE is being developed using an agile approach, incorporating user feedback through iterative consultations and field testing. The AAP Programme Associate will collaborate with the T4D Officer, UNICEF sectoral teams, and PSEA-Safeguarding-AAP WG to ensure community engagement and inclusivity, shifting from acting for communities to acting with them.

Task Description

Under the SBC Specialist's supervision, the UN Volunteer will:

  • Ensure CFRM meets UNICEF’s commitments, designing, implementing, and continuously improving the system.
  • Develop and refine Standard Operating Procedures (SOPs) for managing community feedback, ensuring timely resolution and quality assurance.
  • Support CFRM implementation with T4D Officer, PSEA-SG-AAP WG, and field colleagues, utilizing UNICARE for efficient ticket management and reporting.
  • Monitor and escalate reports of misconduct, fraud, corruption, or abuse confidentially, in line with UNICEF policies.
  • Produce CFRM reports on community needs, trends, and feedback, collaborating with sectoral colleagues for deeper analysis.
  • Maintain CFRM documentation (FAQs, promotional materials, escalation matrix, referral pathways) with stakeholders.
  • Train UNICEF staff, partners, and local authorities on CFRM, including child-friendly mechanisms and UNICARE tools. Develop a capacity-building plan for ongoing training.
  • Support budgeting and resource allocation for CFRM, flagging additional needs if required.
  • Perform other CFRM-related duties as needed.

Expected Outputs

  • Fully digitized UNICARE system, integrated across partners and municipalities.
  • Trained UNICEF staff and partners on CFRM operations.
  • Monthly progress reports with key insights and recommendations.
  • Effective CFRM promotion plan, monitored for impact.

National UN Volunteer Expert should also:

  • Promote volunteerism by engaging with local communities.
  • Participate in UNV activities (e.g., International Volunteer Day).
  • Document and share field experiences via UNV platforms.
  • Support the UNV Buddy Programme for new volunteers.
  • Encourage online volunteering when feasible.

Assignment Requirements

  • Relevant experience: 7 years+
  • Languages: Turkish (Fluent, Required), Arabic (Working Knowledge, Desirable), English (Fluent, Required)
  • Required education level: Bachelor’s degree or equivalent in data science, information technology, or related areas.
  • Competencies and values: Accountability, Adaptability and flexibility, Professionalism, Self-management.
  • Skills and experience: Experience in digital technology and its use in development programming, humanitarian response, or Accountability to Affected People at the local and international non-profit organization/agency level is desired; demonstrated interest and/or experience working with children, including children with disabilities; previous experience in data management, analysis, and technology (PRIMERO, KoboToolbox, ComCare, etc.), including backend understanding, is highly desirable; full command of development and digital innovation programmes is preferred; high sense of responsibility, willingness to learn and take initiative, ability to perform under minimal supervision, excellent interpersonal communication skills, and strong teamwork abilities are important assets; UN experience is desired.

Living Conditions and Remarks
The UN Volunteer will be based in Ankara and is responsible for arranging their own housing and other living essentials. Full entitlements at the duty station can be found at: UNV Entitlement Calculator.

Summary of UNV Entitlements (National Expert) - Paid in Local Currency:

  • Volunteer Living Allowance (VLA) (per month): Approximately USD 1,904
  • Entry Lump Sum (one-time payment): USD 400
  • Exit Allowance (per month): USD 113 (upon successful completion of the assignment)
  • Medical, Dental, Life, and Disability Insurance: Cigna Private Insurance
  • Social Security: As per the UN’s diplomatic mission status, UN Volunteers are not included in the National Security Institution’s (SGK) system but may initiate private coverage independently.
  • Annual Leave: 2.5 days accrued per calendar month
  • Learning and Networking: Free access to various learning platforms and the UN & UNV network

Important Notes:

  1. These allowances should not be considered as compensation, reward, or salary in exchange for volunteer work.
  2. UNV assignments are voluntary in nature and should not be equated with employment.

The purpose of these allowances and entitlements is to enable UN Volunteers to maintain a secure standard of living at the duty station, in line with United Nations standards, without incurring personal costs. The payment of allowances is contingent on specific eligibility criteria, the location of the assignment, and the contractual type and category.
