Duty Station: Gaziantep

 

Duration: 1 year – with the possibility of extension, starting as soon as possible

 

Background Information:

Devastating earthquakes had struck southeastern Türkiye and parts of Syria in 2023. GIZ´s CREA regional project is tasked to provide assistance in restoring inclusive access to basic public services and infrastructure, whilst improving local communities` preparedness for future natural disasters and contributing to social coherence. The project´s areas of operation are selected areas of southeastern Türkiye and northern Syria.

 

The advisor will be responsible for the project´s health-related activities implemented in Syria.

 

The Advisor for Public Health Services and MHPSS position’s responsibilities, main tasks and required qualifications are stipulated below:

 

 

A. Main Activities

 

Management – in coordination with the Head of Component

  • Providing technical guidance, support, and backstopping to the project´s implementing partners of health and MHPSS related activities in Syria
  • Overseeing, tracking, and documenting the progress of project activities in the health sector and preparing status updates upon request
  • Supporting project management with progress reports and similar information products (in English)
  • Designing and implementing capacity development measures for the project´s implementation partners to strengthen their capacities
  • Drafting technical requests for health related Third Party Monitoring work packages in coordination with the project´s M&E Officer

 

Planning – in coordination with the Head of Component

  • Reviewing concept notes submitted by potential partner organisations along the lines of technical, financial, and legal GIZ requirements
  • Guiding potential partner organisations in the preparatory stages of qualifying as GIZ financing agreement recipients, preparing, and updating documents required by contract departments (Country Office Turkey and / or GIZ Headquarters Germany) and related units
  • Researching and analysing health and MHPSS related information and feeding information into the design and review process for new and ongoing project activities

 

Communications and networking – in coordination with the Head of Component

  • Establishing and maintaining partnerships with national and international stakeholders as well as local authorities relevant to Syria´s health sector
  • If applicable, representing the project at coordination meetings
  • If applicable, attending relevant conferences, presentations, partner meetings either in Gaziantep or by means of duty travel

 

 

B. Required qualifications, competencies, and experience

 

Educational Background

  • Post-graduate university degree in a field relevant to healthcare service provision and / or development cooperation (MA/ MSc, PhD)

 

Professional Experience

  • At least 5 years of proven professional experience in the health sector in the areas of programming, management, implementation, and supervision of health programmes in the context of Syria
  • At least 2 years of work experience in the context of international development cooperation, preferably in fragile contexts
  • Experience in applying MHPSS concepts
  • Experience in organising and conducting technical trainings desirable

 

Skills and Qualifications

  • Fluent in English (written and spoken); Arabic is an asset
  • Able to organise and drive management processes as part of an international development organisation
  • Proven communication skills to convene stakeholders, professional health personnel and local health sector authorities
  • Interact with culturally diverse teams in complex implementation and cooperation systems
  • Applied skills in basic Microsoft Office software (including MS Excel)
  • A valid residence / working permit/ temporary protection for Türkiye will be an asset.
