Welthungerhilfe's Head Office is in Bonn, Germany whilst the Syria Response is managed from our Country Office in Gaziantep. Welthungerhilfe was established in Turkey in 2013 specifically to help people who are affected by the Syria Crisis. Since then, the organisation has expanded its program scope and scale to make the greatest possible contribution to meeting humanitarian needs in Turkey and North West Syria. Welthungerhilfe has field offices in Azaz and Afrin, as well as Gaziantep and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

Cluster Support Officer Food Security and Livelihoods Cluster - Northwest Syria*

in Gaziantep 

The position is to be filled by November, 2024, with a contract duration until end of the project. Employment location will be Gaziantep, Turkey. The position is paid according to [[paygrade]].

WHH is currently co-hosting the Food Security and Livelihoods Cluster. Under the supervision of the FSL Cluster Coordinator and Co-coordinator, the FSL Cluster Support Officer will work with the cluster team on day-to-day tasks related to the work of the cluster. S/he contributes to the core functions of the FSL Cluster, including supporting in arranging and facilitating meetings, workshops, and webinars. S/he will also play a key role in following up on Cluster workplan and deliverables. S/he will ensure timely and appropriate delivery of tasks and conducts themselves in a professional way that represents the ethics of the Cluster and the humanitarian response. S/he will work closely with the Cluster Coordinator and Co-coordinator to maximize the performance of the Cluster and to respond to the needs of the FSL members working in Northwest Syria. 

WHH’s projects and its staff are financed by its donors. WHH’s main donors are; United Nations Office for the Coordination of Humanitarian Affairs (OCHA), European Civil Protection and Humanitarian Aid Operations (ECHO), German Ministry for Economic Cooperation and Development (BMZ), German Foreign Ministry (AA), (GFFO) and German Associations for International Cooperation (GIZ). The projects are implemented following the donors’ approval and providing the necessary financial support

This position is pending donor approval and WHH cannot enter into any labour arrangements with successful candidates without donor approval.

WHH will have no responsibility in case the project is not approved and relevant financial support is not provided by the donors.

Supporting the overall admin and coordination activity of the FSL Cluster.

 

Your responsibilities

Support to Cluster Coordination:

  • Assist the Food Security Cluster Coordinator and Co-Coordinator in managing the cluster's activities, including meetings, drafting of guidelines and advocacy papers, and reports.
  • Help in organizing and facilitating cluster meetings and events, ensuring effective planning and communication with members.
  • Promote accountability towards affected population.

Implementation and Execution:

  • Support the planning, coordination, and execution of food security coordination initiatives.
  • Assist in the implementation of strategies and plans developed by the cluster.

Administrative and Operational Support:

  • Provide logistical and administrative support to the cluster's activities.
  • Help in preparing reports and documentation related to the cluster's operations.

Stakeholder Engagement:

  • Engage with various stakeholders involved in food security and livelihood initiatives, including local communities, NGOs, and UN agencies.
  • Facilitate the integration of efforts and resources among different partners and stakeholders.

Monitoring and Evaluation:

  • Assist in monitoring the progress of food security interventions and initiatives.
  • Support the evaluation of the impact of these activities on the target populations.

Capacity Building:

  • Contribute to capacity-building efforts directed at cluster members and other stakeholders.
  • Participate in training and development activities to enhance the effectiveness of food security interventions.

In Addition to the above, the Co-coordinator Cluster Support Officer Food Security and Livelihoods Cluster might be asked to carry out other duties requested by supervisor or linemanager as needed.

 

Your profile

Qualifications:

Required Qualifications;

  • Education: At Least Bachelor Degree.

  • Experience: At least 3 years of practical experience with a humanitarian organization, UN agency, or a similar agency. Working in Food Security and Livelihoods programs, or experience working with another cluster in a similar capacity.

  • Language: Fluency in Arabic and English is essential.

 

Desired Qualifications:

  • Education:

    • University degree in international affairs, economics, agriculture, food security, environmental science, or other relevant field.

  • Good knowledge of the humanitarian programme cycle (HPC) and cluster operations.

  • Good technical understanding and experience in the FSL sector, particularly in food assistance, agriculture, livestock, economic recovery, or a similar field.

  • Extensive knowledge of Northwest Syria humanitarian context and response.

  • Strong interpersonal and coordination skills including in communication, problem solving, decision-making, and people management.

WHH receives funds from its donors for projects. If necessary funds are secured the duration of the announced post may be extended. If project funding is not secured the activities will stop completely and the employment contract shall be terminated.
