Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organisation, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities with NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world”. IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The British Red Cross (BRC) established an office in Türkiye in December 2024 to support its role as Grant Holder for the five-year FCDO-funded 'Economic Resilience and Socio-Economic Empowerment for Refugees and Host Communities in Earthquake Affected Region in Türkiye' project, 2024-2029. The project is implemented through a tripartite partnership between BRC-IFRC-Turkish Red Crescent (TRC) within the FCDO Business Case ‘Building Refugee Resilience and Inclusion in Türkiye (BRRIT)’.

 

Job Purpose

The Finance, Compliance & Risk Manager (FCRM) in Türkiye will lead and manage the finance, compliance and risk aspects of the FCDO-funded programme plus any other BRC funds allocated to Türkiye, including BRC Earthquake Emergency Appeal funds. They will be responsible for managing the financial systems, processes and procedures relating to running of the BRC Türkiye office, ensuring compliance with BRC financial policies and procedures, and guaranteeing controls are robust and flexible enough to meet the requirements of the programmes and context.

The FCRM will ensure compliance with BRC’s and back donor finance reporting requirements, coordinate with TRC and IFRC in the development and revision of project budgets and ensuring timely risk management reporting.

The FCRM will support in identifying and advising improvements in TRC systems, processes and procedures to promote eligibility for direct implementation of FCDO funding opportunities.

The FCRM will work closely with the BRC International Finance and the BRC FCDO partnership team in London.

 

Job Duties and Responsibilities

Finance Management of BRC office and programmes in Türkiye 

  • Oversee the management of all financial processes in the BRC office in Ankara including monthly financial reporting and variance analysis in line with BRC and donor requirements.
  • Ensure that country office follows all relevant BRC financial policies and procedures, as well as Turkish legislative requirements and generally accepted accounting principles (GAAP) and has an up-to-date office finance handbook.
  • Provide good collaboration with the International Accounting Team to ensure all corporate financial deadlines are completed to quality and deadline.
  • Ensure that all projects in country are correctly budgeted and forecasted in conjunction with the Türkiye Partnership Manager and International Finance
  • Analyse, interpret and report on consolidated budgets and forecasts, assessing the implications and recommending possible courses of action to the Türkiye Partnership Manager. To be the finance contact for the country office through BRC corporate planning, budgeting and forecasting processes.
  • Ensure that the BRC office approach to planning, budgeting and forecasting meets all International Directorate requirements in collaboration with the International Finance Business Partner.
  • Manage the financial elements of applications on all restricted fund programmes relating to Türkiye Programming are prepared, reviewed and supported.
  • Ensure all Türkiye donor reporting is completed to time and quality ready for review.
  • Ensure that programme/project audits (internal and external) on all restricted/ unrestricted funded programmes relating to Türkiye are arranged and carried out in line with donor contracts or organisational requirements.
  • Ensure that all restricted and unrestricted funded programmes (grants to TRC) are correctly closed down including disposal of assets, closure of bank accounts and finalisation of reports, where applicable.
  • In collaboration with International Finance and the IFRC Finance Team, promote improved TRC financial management controls and mechanisms.
  • Develop good working relationships with counterparts in other Red Cross/Red Crescent partners and the IFRC and have a co-ordinated approach to providing strategic guidance and support to TRC for improving financial accountability systems.
  • Design, develop, schedule and deliver financial training to BRC delegates and staff based in Türkiye where appropriate.
  • Oversee the development of all BRC Türkiye related grant agreements and transfers between BRC and recipients (e.g. IFRC and TRC).
  • Oversee production of monthly financial reports for the Türkiye Partnership Manager showing progress against budget for all projects and highlighting any current financial issues with the implementing partners.
  • Help embed corporate system and process improvements in collaboration with the International Finance Team and corporate colleagues.

 

Grant Compliance Management

  • Lead FCDO grant due diligence processes, ensuring these are managed appropriately with FCDO and other Movement partners.
  • Support the Türkiye Partnership Manager with grant related processes including budget development, financial management, log frames, asset registers, risk registers, procurement planning, oversee counter terrorism checks, delivery chain mapping, payments and financial management.
  • Maintain oversight of serious incident reporting relating to FCDO grants, in particular as relates to safeguarding and aid diversion, leading engagement with partners and dialogue with FCDO on incidents associated with grants in a timely manner.
  • In coordination with partners, internal financial and programmatic colleagues; support and guide the submission of programme and funding reports and budgets that provide accurate and proportionate reporting in line with shared commitments under the Grand Bargain, enabling FCDO to see clear reporting of delivery against programme activities and financial expenditure.
  • Manage internal and external stakeholders to ensure that teams and partners meet their obligations within FCDO agreements, minimise programme risks and develop solutions to deliver on donor requirements within partner reporting solutions, procedures and capacity.
  • Ensure timely contracting, management of grants, reporting, financial management, and payment to partners per IFRC and BRC procedures.
  • Work in close collaboration with BRC FCDO Partnership team in London.

 

Risk Management

  • Manage the country and project Risk Registers ensuring buy-in from relevant internal and external stakeholders.
  • Forecast developing or evolving risks and recommend mitigation measures in collaboration with the Partnership Manager.
  • Update BRC Risk Management dashboards for Türkiye and update the BRC corporate risk dashboard for the BRC Board of Trustees.
  • Ensure country visitor policies and processes are updated and followed.
  • Oversee finance and asset monitoring visits to Türkiye.
  • Management of internal and external relationships and partnerships
  • Identify and advise improvements in TRC systems, processes and procedures to support eligibility for direct implementation of institutional funding opportunities, especially FCDO.
  • Represent BRC externally as needed, including when the Türkiye Partnership Manager is not available.
  • Host visitors, donors, & delegations when required.
  • Model BRC leadership values and support positive work culture within the BRC Türkiye office and the wider MENA Europe team.
  • Act as a bank signatory along with the BRC Türkiye Partnership Manager.
  • Ability to influence and catalyse change with senior leadership of partner organisations.

Education

Required:

  • Degree or equivalent

 

Experience

Required:

  • Minimum 4 years’ experience coordinating with internal and external teams.
  • Experience of, and competency in financial administration including budget preparation and using spreadsheets.
  • Experience of project management.
  • Experience of working in a partnership setting.
  • Experience of working with institutional donors such as FCDO and other donors.

Preferred:

  • Experience of working in an international organisation

 

Knowledge, Skills and Languages

Required:

  • Excellent understanding of financial management systems and standards.
  • Excellent understanding of financial controls and processes.
  • Significant audit and internal controls knowledge, with the ability to highlight weaknesses and make appropriate recommendations.
  • Strong financial business partnership skills including management accounting.
  • Strong knowledge of effective grant management controls and processes within complex organisations and funding environments.

  • Excellent written and verbal communication skills.
