Job Description:

Accountability to Children & Communities

 

  • Assess community preferences and needs to inform the design of contextually-appropriate accountability processes and share outcomes/results with communities, colleagues and partners
  • Implement the accountability plan/design developed based on the community preferences on providing information, consulting with communities, promoting participation and collecting & acting on feedback and complaints
  • Receive, process and respond to feedback and complaints and communicate progress back to the children, communities and stakeholders
  • Sensitize community members about their right to information, to be consulted, participate and provide feedback and complaints, balanced with a responsibility to support solutions
  • Support investigating allegations of irregularities, fraud, corruption or other forms of misconduct by directly liaising with the affected communities, according to guidelines and promptly that promotes trust and safety
  • Conduct exit interviews, observation and reporting.

 

 Project Management and Implementation

  • Ensure the quality of activity implementation and provide technical advice to field project staff as necessary.
  • Under the direct supervision of the Projects Manager and in coordination with Protection Advisor, Information Management and MEAL Team, work to strengthen Protection and general information management (IM), including setting standardized databases and trackers for protection and planning purposes.
  • Regularly and accurately collect and compile activity records and all other relevant documentation to feed into timely donor reporting (Weekly and Monthly)
  • Produce necessary narrative reports with clear recommended actions and interventions for the context of operation.
  • Report to the Projects manager on relevance, effectiveness and impact of the project operations, lessons learned and other findings.
  • Coordinate, participate and provide technical inputs in the relevant meetings and clusters requirements

 

Gender Protection Management Duties

  • Lead PSEA and GBV policy, implementation and capacity building across project operations, including for WVSR staff, stakeholders and communities.
  • Lead the implementation of WFP/WVI Gender and Protection policy and ensure that the project goals, objectives, processes and activities are gender sensitive and meet the needs of all communities.
  • Ensure systematic gender analysis and provide advice on specific gender issues incl. GBV that impact the project operations.
  • Develop contextualized key messaging and material for awareness-raising and capacity-building purposes.
  • Review and input to monitoring, evaluation and analysis frameworks, activities and outputs to ensure that gender and protection considerations are fully integrated.
  • Work closely with the MEAL team on the timely monitoring and evaluation of the individual protection assistance, case management, outreach, referrals, and assessments.
  • Ensure the security and confidentiality of all data and case management files, and provide capacity building to the team on data protection principles; comply with data protection policy and information sharing protocols in place.
  • Documenting of case meeting, best practices and lessons learned from the cases handled by the staff
  • Provide assistance in data collection, compiling lessons learnt and establishing indicators to support knowledge sharing on gender.
  • Work closely with WFP’s Protection and Accountability focal point to ensure gender sensitized intake and escalation mechanisms, as well as community feedback and engagement.
  • Coordinate with the Protection Cluster in the referral cases/mechanism and ensure all the guidance of the cluster is implemented align with project implementation.
  • Identify and ensure appropriate and time sensitive referrals are done in line with the referral pathway.
  • Contribute to sensitization and advocacy activities, and implementation of associated activities.

 

QUALIFICATIONS OF THE ROLE

 

Required Professional Experience

  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority or NGO.
  • Proven management skills and a competence in people management
  •  At least three years’ work experience in GBV case management or protection activities.
  • Experience in accountability for direct implementation.

 

Required Education, training, license, registration, and certification

  • At least a university degree or university student in education, psychology and or a major closely related to the required work.
  • Experience in training staff on PSEA, GBV, and protection protocols
  • Strong understanding of gender, diversity, and inclusion principles.
  • Good Knowledge of accountability system.
  • MEAL DPro , PMD Pro1 or any relevant certificate to accountability

 

Preferred Knowledge and Qualifications

  • Excellent skill in MS Word, Excel, and PowerPoint
  • Field experience; experience in working in Southern Turkey and NW Syria.
  • Have knowledge of basic and additional training such as GBV case management, GBV Risk Mitigation, GBV case management supervisory skills, TOT GBV.
  • Good Knowledge of accountability system.
  • Preferred experience in WFP programmes and UN’s agencies
  • Turkish nationality

 

Travel and/or Work Environment Requirement

 

20% travel to the project locations in NWs

 

Language Requirements

Strong English and Arabic communication skills (oral and written). Good working knowledge of Turkish (oral and written). assist.
