About the job

Overall purpose of the role: The Grants and Partnerships Officer will be part of DRC Türkiye’s Grants and Partnership Unit. The unit leads on all processes related to grants and partnerships throughout the project cycle and is led by the Grants and Partnerships (P&G) Coordinator. The officer supports the Grants and Partnerships Coordinator in all Grants and Partnerships-related tasks, including project progress tracking, development of high-quality and timely donor reports, other country- and HQ level communications, information management, supporting the management of partners’ sub-grants, overseeing capacity building activities, and liaising with internal DRC departments including Finance, Supply Chain, Compliance and Human Resources  to ensure smooth and effective grants and partnership management.

The partnership focus will be on civil society organizations (CSOs), but the Grants and Partnerships Unit will also be requested to support partnerships with government institutions and the private sector based on needs.

Geographic Scope: Country (Türkiye)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

 

Duties and Responsibilities:

Reporting and Record Keeping

  • Lead the tracking and coordinating of donor reporting, in line with donor and DRC requirements, and the maintenance of the Donor Reporting Tracker. Share all finalised donor reports with the Grants and Partnerships Coordinator for final review and submission to HQ/HoP/donor.
  • Lead on ensuring all grants and partnerships-related documents are filed on SharePoint, such as final versions of proposals, grant agreements, reports, donor correspondence etc, and conduct bi-monthly SharePoint filing audits.
  • Support P&G Coordinator to maintain the grants and report tracking system, including regular updating within DRC’s Grants Management System within Dynamics, to ensure all grant files are organized.
  • Support P&G Coordinator to ensure the relevant departments have adequate knowledge of and comply with donor requirements in terms of budget, asset and grants management

Project Development and Coordination

  • Under the supervision of the Grants and Partnerships coordinator facilitate communication and tracking across departments (program and support services) in drafting of proposals and budgets and reports. Lead on setting up all proposal development timelines.
  • Lead on scheduling and collecting inputs for all kick-off,grant review meetings and close-out meetings, and ensure they are held in a regular and timely manner to monitor project implementation and spending, ensure donor compliance, and identify and apply lessons learned.
  • Support the Grants and Partnerships Coordinator in grants management processes including preparing modification requests, and no-cost extensions.
  • Support the HoP and P&G Coordinator as needed in coordination of donor visits in collaboration with the team.

Resource Mobilization

  • Support P&G Coordinator to maintain up-to-date information on donor strategies, priorities and funding opportunities through the Donor Engagement Tracking Tools

Capacity Building

  • Support P&G Coordinator to undertake capacity development for programme and support staff as well as partner organizations on grants management principles and processes. Topics include donor compliance, report writing, proposal development

Partnerships Management

  • Support the P&G Coordinator in managing partners’ sub-grants throughout the life cycle, from identification to closeout.
  • Under the supervision of the P&G Coordinator, draft partners’ sub-grant agreements and amendments in English and Turkish by liaising with different DRC program and support departments.
  • Ensure that SGAs are signed on time and relevant documents are filed on SharePoint.
  • Collaborate with the Finance department to ensure accurate financial reporting.
  • Review partners’ financial reports to ensure expenses are in line with program objectives and approved budgets, and that spending and forecasting is on track.
  • Organise partners’ kick-off meetings, review and close-out meetings, in coordination with program and support units, and follow-up on action points arising from these meetings.
  • Lead and facilitate the review of partners’ progress reports to ensure implmentation is on track, address any questions and comments to partners, and escalate major issues to the P&G Coordinator and the HoP.
  • Under the supervision of the P&G Coordinator, oversee the capacity-development cycle for partners by coordinating with relevant DRC departments, ensuring the implementation of capacity-building activities such as training workshops and one-on-one mentoring on donor rules and regulations, reporting, program development, grants management, and other relevant areas as needed.
  • Develop and strengthen relationships with local partners and DRC colleagues in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders.

 

About you

To be successful in this role we expect you to have university degree in law, political science, international development, economics or another relevant field.

Moreover, we also expect the following:

Required

  • At least 2 years of experience working on grants and/or partnership management in an (international) non-governmental organisation preferably international
  • Strong writing skills, detail-oriented with strong organizational and time management skills
  • interpersonal and problem-solving skills, representation, negotiation, and diplomacy
  • skills
  • Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment
  • Adequate computer literacy (including Excel); experience in Finance and budgeting highly desirable.
  • Full professional proficiency in English
  • Fluency in Turkish required
