General Functions:

Under the direct supervision of the Migration Data Unit Coordinator and the overall supervision of the Head of Sub-Office, the Inter-Agency Coordination Officer (IM and Analysis) is expected to support IOM in the South-East region with inter-agency coordination, both for Turkiye response as well as Cross-Border North-West Syria operations, with particular focus on analysis, data and information management coordination groups.

The Interagency Coordination Officer (IM and Analysis) will lead as overall co-chair of the Solutions and Mobility Analysis team for Turkiye, participate in relevant coordination fora in relation to IM, Data and Joint Analysis in Gaziantep – both for North-West Syria and South-East Turkiye, while assisting in the production and dissemination of information working closely with the relevant teams within IOM Gaziantep sub-office, the Migration Data Unit in Ankara, as well as through collaboration with external stakeholders to ensure the availability and accuracy of information products.

The Solutions and Mobility Analysis team was established after the February 2024 earthquakes in Turkiye to support joint analysis among actors supporting response in the South-East. The group has been endorsed to continue with an expanded scope, beyond an exclusive earthquake focus and IOM is seeking an Interagency Coordination Officer (IM and Analysis) to support coordination of the group, which is heavily informed by the work of IOM’s migration data unit, including DTM.

Additionally, IOM teams in Gaziantep are supporting multi-sector cross-border interventions in North-West Syria, with support expected from this role to both guide internal IOM program teams as well as to increase engagement in existing mechanisms informing the North-West Syria response that operate out of Gaziantep.

Major Duties and Responsibilities:

  1. Co-chair the solutions and Mobility Analysis team, an interagency joint analysis group in Souht-East Turkiye, to support IM and migration data.
  2. Support coordination fora, such as the South-East Turkiye inter Coordination Group, North-West Syria IDP Task Force, as well as IM and Analysis working groups.
  3. Coordinate with various stakeholders, including in various provinces and hubs, to support joint information gathering efforts as well as engagement with authorities on analysis.
  4. Support technical coordination mechanisms related to data, IM and assessments. 
  5. In coordination with the Migration Data Unit and DTM team, coordinate the production – analysis, writing, editing- of timely and efficient reports, factsheets and other information products.
  6. Assist with thematic analysis and reports on issues of relevance to the current situation in the ESEM region of Turkiye
  7. Promote advocacy initiatives on behalf of the interagency group, around mobilization of resources and other relevant topics.
  8. Support the design of dissemination products such as web-based dashboards for a technical and non-technical audience
  9. Facilitate active participation from key actors, including, government, and engage all relevant partners in technical discussions and analyses.
  10. Perform such other duties as may be assigned

Required Qualifications:

Education:

  • Master’s degree degree in one or more of the following disciplines: social sciences (geography, anthropology, development studies) or statistics; or
  • Bachelor’s degree in the above fields with two years of relevant professional experience

Experience:

  • Relevant working experience in humanitarian settings
  • Experience working in external coordination and inter-agency representation
  • Knowledge of statistics, survey and assessment methodologies is an asset
  • Experience working in multicultural environments and in teams. Experience in information management in the areas of emergency response and migration;
  • Previous experience working with an International Organization, UN agencies or NGOs;
  • Proven ability to work under stressful conditions.
  • Proven experience in the Region.
  • Excellent communication and drafting skills for effective reporting;
  • Excellent writing skills and strong analytical skills and creative thinking

Languages:

  • Fluency in English is required.
  • Working knowledge of Arabic is advantageous.
