JOB ADVERTISEMENT – Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

ROLE PURPOSE: 

Save the Children is seeking job applicants for a MEAL Officer position to be based in Hatay with frequent travels to the SCI Türkiye Operational areas. The MEAL Officer will report to the MEAL Manager and will work closely with SCI staff in the implementation sites. S/he will provide cross-thematic support pertaining to MEAL activities to increase data quality and inform project adjustments where necessary; through ensuring evidence-based decision making. The MEAL Officer will be responsible to conduct frequent on-site and off-site monitoring, design the monitoring tools, ensure the efficient functioning of the Accountability mechanisms, ensure data confidentiality and security, facilitate and/or conduct various assessments, provide capacity building, supervision, and coaching to SCI and partner organization staff where relevant, and for data management and reporting. Full scope of the position’s responsibilities is elaborated below.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

The MEAL Officer will be responsible for the following:

Data collection capacity:

  • Conduct frequent monitoring visits to project activities, report back via relevant reporting templates.
  • Hold debriefing sessions with relevant staff on recommendations and/or action plans.
  • Create, update, review MEAL tools where needed (e.g. Indicator Performance Tracking Tables, FGD Questionnaires, beneficiary satisfaction/feedback surveys, follow-up interviews, dashboards, etc)
  • Proactively engage programme teams to compile information on activities and update the master database (if applicable).
  • Review incoming data for cleanness, completeness and consistency, and improve data collection tools as necessary.
  • Ensure that all data collection processes are compliant with the local data protection law (KVKK) and GDPR.
  • Design, plan, and lead on various assessments (e.g. baseline/endline, project evaluations, outcome and impact assessments etc)
  • Conduct Quality Benchmarks and follow up with relevant staff on the action points.

 

Data analysis & use:

  • Be the primary focal point for project level data management.
  • Be the primary analyst for weekly/monthly data, monitoring trends and highlighting concerns. Analyse trends using advanced quantitative and qualitative techniques and share insights to inform programming.
  • Support planning, coordination, analysis and preparation of findings for various assessments.
  • Ensure that all data is kept confidentially and securely, including hard and soft copies during internal and external assessments.
  • Conduct regular data verification/data audits.

Information management systems:

  • Lead/support relevant staff (e.g. IM staff) on creation, revision, and roll-out SCI data management solutions, specifically CommCare program participant data management platform, besides other information management platforms.
  • Contribute and support in developing, maintaining and continuously updating data collection tools
  • Compile relevant reports, plans and information/data documents and sharing with PDQ and program teams as needed.
  • Ensure that data confidentiality measures are in place for data management and filing systems for projects’ data in soft and hard copies.
  • Assist in the implementation of standardized information management policies and procedures
  • Ensure that IM developments/revisions are reflected in the projects’ data management procedures

 

Reporting:

  • Coordinate with relevant PMs and MEAL Coordinator following review of weekly/monthly/quarterly data submissions, as well as project achievements against targets.
  • In collaboration with MEAL Manager, develop recommendations for the implementing team as part of the Learning process.
  • Develop analysis and top line reports to be communicated with internal and external stakeholders, and support reporting.

 

Accountability and Child Safe Programming:

  • Lead on the roll-out of the Accountability mechanisms concerning the projects
  • Ensure that all team is informed of the reporting lines concerning the FRM
  • Support the program team in coordinating with local stakeholders to ensure effective information sharing
  • Support partners to ensure the SCI Accountability standards are introduced and implemented
  • Use child friendly methodologies to ensure child participation
  • Validate MEAL tools and materials with beneficiaries, including children and hard to reach groups

General:

  • Roll-out, strengthen, and oversee MEAL systems as per SCI guidelines and commitments
  • Provide capacity building trainings, supervision, and coaching. Provide hands-on training to staff and partner staff on data literacy and usage of tools like CommCare and PowerBI.
  • Maintain filing system for soft and hard copies.
  • Actively contribute to making the project safe for children and gender sensitive (and to the extent gender transformative) in collaboration with SC’s Gender Focal Point at all times.
  • Ensure that the MEAL system in place is in line with SCI standards, donor requirements and humanitarian programming standards.
  • Perform other duties as required

QUALIFICATIONS AND EXPERIENCE AND SKILLS

Essential

  • BSc/BA/BEng in a related field (Social Sciences, Computer/Data Sciences, Statistics, etc.)
  • At least 2 years of professional experience in humanitarian sector (education, protection, and livelihood sectors), with minimum 1 year in MEAL, MEL or M&E.
  • Or holds an MSs/MA in above mentioned degrees and 1 year or experience in MEAL, MEL or M&E.
  • Advanced MS Office skills
  • Proven experience in data collection, analysis, reporting and data visualization.
  • Proven advanced knowledge and practical skills in PowerBI, PowerQuery, and Excel.
  • Working knowledge of advanced research and evaluation methodologies (i.e. needs assessments, process, outcome, impact evaluations)
  • Fluent in Turkish and English
  • Experience in working with children and adolescents, and particularly refugees.

 

Desirable:

  • Fluent in Arabic
  • Previous experience in working with digital MEAL systems. Experience in using and developing CommCare applications is highly desirable.
  • Proven expertise in data analysis using tools like R, Python, or other similar software package.
  • Strong background in social research methodology. Proven experience in qualitative data collection through focus group discussions and key informant interviews via child friendly methodologies.
  • Hands-on experience with qualitative data analysis software (Atlas.ti, NVivo, MAXQDA, Dedoose etc).
  • Demonstrated ability in community mobilisation and community-level dialogue, or experience in representing his/her organisation.

Position holder will be based in Hatay, therefore legal right to work in Türkiye is necessary at the time of application.
