Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.
Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

Education & Qualification
- A university degree in Medicine, master degree in Public Health/Community Health preferred
Professional Experience
- Minimum 5 years experience in similar positions
- NGO/INGO experience is an asset (minimum 2 years)

RESPONSIBILITIES
- Policy Development
- Technical Support and Supervision (Turkey, Syria Mission, and Support for Any New Mission)
- Training and Capacity Building
- Coordination with the other service providers and duty bearers
- Assessment and Monitoring
- Representation in coordination meetings
- Reporting
Technical support Guidance &Leadership
- Mentor health team members (including clinical staff) to build capacity and enable them to take on leadership roles, facilitate trainings, staff management, data collection and reporting;
- Provide technical oversight to ensure integration of health activities with other sectors;
- Monitor implementation of health services in the project areas guided by project objectives and goals to ensure that implementations are align with Country Regulations and International Standards.
- Collaborate with Program Coordinator to identify and develop new program opportunities and consider program expansion into new localities;
- Contribute to drafting proposals, budget, work plan, procurement plan, staffing plan,
- In conjunction with the MEAL team, adapt tools for data collection, analysis and reporting; take lead in interpreting collected data in health
- Develop quantitative and qualitative reports of health project activities for different grants in line with appropriate reporting guidelines.
- Supervision of the DDD’s medical teams providing health care services in the areas of intervention
- Ensure that the supervision tools and grids are being used in the project
- Identify training needs of the medical team, plan capacity enhancement; accordingly, and adapt the training provided to the relevant needs in each location
- Work in collaboration and coordination with DDD Technical Team (MEAL, Protection, MHPSS)
- Strategize/conceptualize DDD’s Healthcare activities in accordance with the context of the project locations
- Contribute to the analysis for the development/review/upgrade of medical supply lists, protocols and guidelines related to healthcare services, as required
Assessment and Monitoring
- Plan and coordinate implementation of all health activities; ensure progress towards program indicators;
- Ensure that all services are based on DDD standards, donor requirements, and WHO guidelines and protocols;
- Monitor the healthcare situation, together with the medical team and partners’ medical focal person;
- Participate in health need assessments, as requested, and contribute to the development/review/upgrade of the medical activities according to the needs;
- Provide continuous input to the Coordination team to ensure that the different components of the program are consistent and in line with the health needs of the population;
- Responsible to ensure that healthcare services are implemented in good quality; and according to the DDD’s protocols;
- Propose any revision or update of medical protocols, service provision and partnerships.
- Work with health team to ensure that health program supplies are of acceptable standards
- Ensure drugs and equipment purchase & stock management are consistent with and relevant to the health care services expected within DDD operations
- Conduct field visits to project sites for direct implementation and partners according to the need, or as requested.
Team Management
- Supervise the medical team providing health care services in the areas of intervention
- Evaluate capacity of medical staff, identify the training needs, plan/request/conduct trainings
- Participate in recruitment of all health program staff, including follow up identifying gaps, drafting JDs, and participating in recruitment, as necessary.
- Support medical team in the management of the project activities/pharmacy/partners and the staff management.
- Implement medical staff meetings and report to program coordinator and field management team. Propose and develop strategy of capacity enhancement of the medical team
External Communication
- Maintain strategic relations with health cluster partners, UN agencies and other medical NGOs and organisations, through meetings, trainings, workshops, etc.;
- Attend meetings related to health, representing DDD, and provide appropriate feed-back (minutes);
Reporting
- Instant information sharing with the line manager on any context updates.
- Receive monthly reports from medical managers and pharma managers.
- Contribute to the preparation of monthly Sitreps.
- Provide a monthly report, detailing activities done, supervision, training provided, assessments undertaken etc.
- Collect data, surveys and assessments according to the mission’s needs; and provide input and contribute to analysis
- Submit minutes of the staff meetings done with the teams.
- Contributing to donor reporting related to project activities.
- Provide a mission report and/or handover document at the end of contract.
Other
- Participation in assessments/service mapping, where and when necessary.
- Keep the team informed on any issues related to logistics needs for the medical teams in the field.
- Support operational organisation of field trips; and DDD and partners programs/activities.
- Any other related DDD tasks as assigned by supervisor line manager.
