General Functions:

Under the overall supervision of the Snr National Programme Development Officer and the direct supervision of the National Programme Support Officer, and in close collaboration with the Head of Gaziantep Sub-Office and relevant units at the Regional Offices   and Headquarters (HQ), the National Programme Support Officer will be responsible and accountable for supporting  project development, donor and institutional reporting in the fields of migration management and emergency response, as well as donor liaison activities with counterparts in the government, UN agencies and other relevant stakeholders in line with IOM’s Regional and Country Strategies including the Strategic Results Framework (SRF). Situated in Gaziantep sub-office, they will, predominantly be responsible for supporting programming in the South-East of Turkiye and the North-West Syria Cross-Border Programme.

Major Duties and Responsibilities:

  1. Contribute to the identification of project opportunities based on ESEM and Cross-Border needs, in close collaboration with relevant Units in the CO, Gaziantep sub-office, the Regional Thematic Specialists (RTSs) and the Regional Project Development Officer (RPDO).
  2.  Research and present information about funding trends, policies and strategic priorities, funding sources, and budgetary planning cycles of donors and governments.  Support Mission’s programme development efforts by supporting the preparation of high quality and timely project proposals, concept notes, appeals and maintaining regular contact with government counterparts and traditional and non-traditional donors.
  3. Coordinate with relevant stakeholders and support to facilitate timely and accurate reporting including official monthly, quarterly, interim, and final reports to donors following the requirements indicated project agreements by drafting, editing, proof-reading and reviewing.
  4. Contribute to periodic and activity-specific reports from the Mission to the Regional Office in Vienna and Headquarters such as the Institutional Questionnaire, bi-monthly mission reports, among others.
  5.  Provide technical inputs to Mission strategies, programme strategies and methodologies through participating in consultative processes with senior management and programme staff.
  6. Support the Programme Support Unit and other senior managers in the preparation of meetings and other consultations with donors, including the preparation of notes, briefs and other materials.
  7. Perform such other duties as may be assigned.

Required Qualifications:

Education:

  • University degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above fields

Experience:

  • Experience working in international organization and knowledge of the UN system;
  • Experience in the field of migration issues, project development and design, project implementation, and administrative and financial management;
  • Experience in donor relations and grant management for specific donors of IOM’s interest;
  • Previous experience and knowledge of donor funding mechanisms, particularly in the Country;
  • Experience in project development, donor reporting and technical writing and editing, preferably in the international development/humanitarian sector; and,
  • Experience with Results Based Management approach and other strategic planning approaches.
  • Good communication, writing and organizational skills; ability to prepare clear and concise reports;
  • Basic knowledge of monitoring and evaluation concepts, approaches and methodologies;
  • Strong analytical and planning skills; capacity to establish working relationships with governmental authorities, national/international institutions and non-governmental organizations;
  • Capacity to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional background;
  • Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative and good judgment;
  • Personal commitment, efficiency, flexibility, drive for results, creative thinking; and,
  • Good level of computer literacy, including database applications.

Languages:

  • Fluency in English and Turkish is required.
  • Working knowledge of Arabic is advantageous.
