Under the direct supervision of the Sr. Programme Coordinator, the incumbent will be responsible for the implementation of the government capacity development skills development and training components as well as oversee the field activities in building links with employers in target provinces and with SuTP networks to link SuTPs into the job-matching system of the EU funded project ‘Promoting Sustainable and Socially Inclusive Labour Market Integration’. 

Turkiye hosts the largest refugee population in the world, with over 4.6 million foreign nationals living in the country, including approximately 3.2 million Syrians under Temporary Protection (SuTPs) and around 300,000 Persons under International Protection (PuIPs). Given the considerable size and diversity of the migrant and refugee population, providing means for their social and economic integration is a very challenging process for both national and local authorities. Türkiye was also hit by a series of debilitating earthquakes in February 2023, which caused widespread displacement, damage and disruption in 11 provinces that already hosted half of the SuTPs and PuIPs in the country. The disaster affected the local labour market dynamics, skills needs and social cohesion in the region.

In response to the challenges, the “Promoting Sustainable and Socially Inclusive Labour Market Integration” project aims to increase formal employment of SuTPs, PuIPs and host community members and strengthen the harmonization process in Türkiye. The project will be implemented by the International Organization for Migration (IOM) in partnership with the Ministry of Labour and Social Security (MoLSS), the Social Security Institution (SSI) and the Presidency of Migration Management (PMM) of the Ministry of Interior. 

The project will propose a two-prong approach that will ensure that targeted populations have improved levels of employability and are better integrated in their host communities. This will be done by strengthening the institutional capacities at the national and provincial level for delivering efficient employability and integration services for the targeted populations. The project will also promote respect for all groups, without distinction of race, gender, religion, colour, national origin, marital status, age, and physical disability, and pay special attention to the needs of vulnerable and disadvantaged groups, such as women, youth, and persons with disabilities.

The main beneficiary institutions of the project are MoLSS, SSI and PMM. The target groups of the project are government institutions, non-government institutions, employers, employability service users and private sector partners involved in the labour market and harmonization process. The final beneficiaries of the project are SuTPs, PuIPs and host community members.

Major Duties and Responsibilities:

  1. Coordinate the overall implementation of training, capacity building and job matching components of the project including the oversight of the financial, logistical, administrative and training aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
  2. Participate in the development and adjustment of work plans, project budgets, monitoring & Evaluation tools and standard operations procedures, identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
  3. Promote and contribute to the integration and mainstreaming of project beneficiaries’ gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
  4. Develop monitoring, evaluation, and reporting tools. Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials. 
  5. Identify potential areas for training development and contribute to the development of new trainings by selecting and summarizing background information, assessing the local context and drafting segments of training proposals.
  6. Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the county through a consultative process with other relevant parties in the office.
  7. Coordinate the elaboration and dissemination of reports for donors, government, and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
  8. Liaise and coordinate with government entities, including MoNE, VQA, MoLSS, SSI, and PMM, to identify specific training requirements, implementing partners, United Nation agencies, civil society, donors and other stakeholders.
  9. Plan, develop, organize and deliver training and capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.
  10. Coordinate the collection, verification and analysis of data and background information; update information project job matching and employment management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
  11. Participate in relevant conferences, working groups, workshops, steering committees, interagency coordination meetings, working groups, and other forums.
  12. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents
  13. Supervise and provide training and technical guidance to project staff.
  14. Undertake duty travel as required related to project implementation and monitoring.
  15. Perform other related duties as assigned.

Required Qualifications:

Education:

  • Bachelor’s degree in political or social sciences, International Relations, Economic Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,
  • Master’s degree or higher in gender studies, social policy, development, or a related field from an accredited academic institution with two years of relevant professional experience,

Experience:

  • Seven years of professional experience in the field of migration management and institutional liaison is desirable
  • Experience with project management and implementation, especially, multi-year and multi-sectoral projects
  • Experience in developing vocational training materials and curriculum, as well as delivering training sessions.
  • Knowledge and/or experience in labour migration and human development
  • Experience working with government officials, donor agencies, civil society organization, NGOs and institutions
  • Experience in creating information materials, as well as experience in making presentations and delivering training
  • Experience working with Turkish Government officials an advantage
  • Proven analytical, interpersonal and organizational skills.
  • Excellent report drafting skills.
  • Good level of computer literacy.

 

Languages:

  • Fluency in English and Turkish is required.
  • Working knowledge of Arabic is advantageous.
