Mission and Objectives

The World Food Programme (WFP) is the world’s largest humanitarian organization, focused on saving lives during emergencies and building pathways to peace, stability, and prosperity. This UN Volunteer assignment supports WFP’s financial resource optimization efforts, focusing on project financial performance analysis, fund management, and budget planning to enhance operational effectiveness and decision-making processes.

Key Responsibilities

Under the supervision of the WFP Budget and Programming Officer, the UN Volunteer will:

• Review and analyze budget plans, monitor financial performance, and provide recommendations.
• Conduct comprehensive fund and grant balance analysis to optimize resource utilization.
• Monitor pipelines and prevent operational breaks to maximize effectiveness.
• Improve internal processes, tools, and corporate systems for better planning and budget management.
• Enter budget plans and revisions in corporate systems, ensuring timely and accurate data entry.
• Maintain records and prepare periodic/ad hoc financial reports.
• Communicate with stakeholders to resolve project fund management issues.
• Provide guidance and training to support staff on fund and operational planning.
• Follow emergency preparedness practices to ensure quick resource deployment in crises.
• Promote volunteerism through engagement in UNV activities, including community and UN-related initiatives.

Qualifications:

• Bachelor’s degree in economics, Finance, Development Programmes or a related field.
• At least 3 years of experience in budget management, financial planning, or resource optimization.
• Fluency in Turkish (mother tongue) and English.
• Prior experience in the UN system or recognized organizations is preferable.
• Candidate must be a national or legal resident of the country of assignment.

Living Conditions and Remarks

Summary of National UN Volunteer (National Specialist) Entitlements

Paid in Local Currency:

• Current Monthly Living Allowance (MLA): USD 1,360 (paid in Turkish Lira)
• Private Insurance: Health, dental, life, and dismemberment coverage by CIGNA
  As per the UN’s diplomatic mission status, it is not included in the National Security Institution’s (SGK) system, but can only be initiated on a private basis by UN Volunteers.
• Entry Allowance (one-time payment): USD 400 (paid in Turkish Lira)
• Exit Allowance: USD 113 per month, paid upon the satisfactory completion of assignment (paid in Turkish Lira)
• Annual Leave: 2.5 days accrued per calendar month
• Learning Access: Free access to different learning platforms and UN & UNV network

1. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the volunteer work.
2. It is important to note that UNV assignments are volunteer assignments, not employment.

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. Contingent on specific eligibility criteria, location of the volunteer assignment, and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.
