OCW Officer (Yetim Birimi-Sosyal Hizmet Uzmanı)

Purpose of the position 

Orphans and Child Welfare Officer in Istanbul, Türkiye is responsible for the smooth and successful management of the implementation of the orphan's sponsorship project in assigned areas of Istanbul and all related projects for orphans by monitoring and following up the implementation of the project in all its phases and planning and permanent development for its implementation and related projects. 

Scope of the role 

The position will supervise the implementation of the orphan's sponsorship project and related projects, the recruitment process, build team capabilities, control budgets, prepare proposals for projects, monitor the implementation mechanism, select beneficiaries, comply with the policies of projects, supervise the transfer of sponsorships to orphans and ensure their receipt and submit the required reports to the headquarters, and the Annual process reports required for sponsored orphans and supervision of the orphan system and related systems. 

Main duties and responsibilities 

• Managing and implementing Orphan Sponsorship Programs and related projects that support Orphans as per Islamic Relief policy and procedure at the field level.  

• Accountable for fulfilling his or her roles and responsibilities in line with Islamic relief values and principles of fairness, humanity, honesty, respect, and fair treatment of his/her colleagues and staff. 

• Communication with the internal and external stakeholders such as (IR Türkiye’s partners, legal persons, and other INGOs, etc.) 

• Supervise and manage the orphan’s team, and provide guidance, including skills development through training and evaluating efficiency and performance. 

• Participate in relevant external and internal meetings, conferences, and workshops to stay informed about best practices and emerging trends regarding orphans’ sponsorship programs. 

• Develop and manage the budget for orphans’ projects, ensuring proper allocation of funds and adherence to financial guidelines and monitoring expenditures, and recommend budget adjustments as needed. 

• Setting annual, monthly, and weekly operational plans and supervising their implementation. 

• Review and update work plans quarterly based on program evaluations, stakeholder feedback, and changing needs. 

• Assisting the departmental head to prepare concept notes and proposals for new projects, including budget plans related to potential initiatives benefiting orphans.  

• Follow up on purchase orders for the orphans’ projects. 

• Monitoring the process of registering orphans to ensure that the criteria for selecting beneficiaries are met through quarterly visits to the families of sponsored orphans. 

• Monitoring the stages of orphan registration by supervising the orphan system and other related systems. 

• Supervise the uploading and approval of the annual process reports of orphans on the orphan system. 

• Supervising orphan transfers and monitoring the process of receiving them. 

• Supervise the archiving of data and ensure that the data is kept securely to meet the legal requirements  

• for data preservation. 

• Prepare reports, including quarterly and annual reports, and financial reports. 

• Preparing and reviewing the operation manual for the projects related to the orphan's department, and  

• contributing to the development of the Orphan’s Sponsorship Program according to the orphan’s policy approved at IRW. 

• Organize different events for IRTR-sponsored orphans within the approved budget limit. 

• Any other tasks requested by the line manager relevant to orphan Programs. 

Qualifications and Requirements 

Education and Experience: 

• Must be a graduate from any university, and priority is given to the following departments: development studies, social sciences, psychology, business management, or relevant qualification is desirable. 

• Four years of experience in the work of organisations, especially with orphans. 

Technical and Professional Qualifications: 

• Proven experience in project management, implementation and reporting. 

• Ability to adapt to the challenges and difficulties of fieldwork. 

• Ability to team builder 

• Strong time management, analytical, and organisational skills. 

Personal Competencies: 

• Psychological self-support skills. 

• Strong communication, interpersonal & technical skills. 

• Proven ability to work independently and as a team member. 

• The post holder must show a good understanding and sympathy with the Islamic Values and Principles. A commitment to Islamic Relief Türkiye’s Vision, Mission, and values is also essential. 

• Ability to take initiative if required. 

• Ability to multi-task effectively as well as display professionalism and confidence. 

• Ability to work under pressure, with short time frames, in risky situations, and an unstructured environment. 

• Ability to adapt to dynamic and evolving work environments and perform effectively under demanding situations when necessary. 

• Possess cultural awareness and sensitivity and demonstrate sound work ethics. 

• Ability to communicate effectively with rights holders permanently. 

• The ability to travel to other offices of the organisation in Turkey-Gaziantep is highly preferable. 

•  Communication and time management skills. 

Language: 

• Fluency in Turkish is required.  

• Advanced level of English is essential.  

• Arabic language proficiency is an asset/preferred.  

IT skills 

• Very Good computer skills are required. 

• Proficiency in the internet and search tools. 

• Proficiency in MS Office and the ability to use the software necessary for project management and reporting. (Excel and Word are a must).

Pozisyonun Amacı 

Yetim Birimi - Sosyal Hizmet Uzmanı, İstanbul’un belirli bölgelerinde yürütülen yetim sponsorluğu programının ve çocuk refahını destekleyen projelerin etkili şekilde uygulanmasından sorumlu olacaktır. Projelerin planlanması, uygulanması, izlenmesi ve geliştirilmesi sürecini yürütecek; proje hedeflerinin IR Türkiye vizyon ve ilkeleri doğrultusunda başarıyla gerçekleştirilmesini sağlayacaktır. 

Görevin Kapsamı 

Pozisyon, yetim sponsorluğu projesi ve yetimlerle ilgili projelerin uygulanmasını, işe alım süreçlerini, takım yetkinliklerinin geliştirilmesini, bütçelerin kontrolünü, yeni proje tekliflerinin hazırlanmasını, uygulama mekanizmasının izlenmesini, Hak sahiplerinin seçimini, projenin kriterlerine  uygunluğu, yetimlere sponsorluk transferlerinin yapılmasını ve teslimini, sponsorlu yetimler için yıllık bütçe raporlarının hazırlanmasını ve İIslamic Relief’in kullanmakta olduğu Yetim Sisteminin ve ilgili sistemlerin yönetimi, takibi ve yakından izlenmesini gerçekleştirecektir. 

Görev ve Sorumluluklar 

• Saha düzeyinde, Islamic Relief Türkiye politikası ve prosedürlerine uygun olarak Yetim Sponsorluğu Programlarını ve yetimleri destekleyen ilgili projeleri yönetmek ve uygulamak. 

•  Görevlerini IR Türkiye’nin değerleri ve adalet, merhamet, dürüstlük, saygı ve eşitlik ilkelerine uygun şekilde yerine getirmek, 

•  IR Türkiye’nin partnerleri, resmi kurumlar ve diğer uluslararası ve ulusal STK’lar gibi iç ve dış paydaşlarla iletişim kurmak.  

• Yetim departmanını yönetmek, rehberlik sağlamak, eğitim yoluyla becerilerini geliştirmek, verimlilik ve performanslarını değerlendirmek. 

• Yetim sponsorluğu programlarıyla ilgili en iyi uygulamalar ve gelişmekte olan uygulamalar hakkında bilgi sahibi olmak için ilgili iç ve dış toplantılara, konferanslara ve çalıştaylara katılmak. 

•  Yetim projelerinin bütçesini geliştirmek ve yönetmek, fonların uygun tahsisini ve mali yönergelere uygunluğu sağlamak, harcamaları izlemek ve gerektiğinde bütçe ayarlamaları konusunda önerilerde bulunmak 

•  Yıllık, aylık ve haftalık operasyonel planlar hazırlamak ve uygulamalarını denetlemek. 

•  Program değerlendirmeleri, paydaş geri bildirimleri ve değişen ihtiyaçlara dayalı olarak üç ayda bir çalışma planlarını gözden geçirmek ve güncellemek. 

•  Departman Yöneticisine, yetimlere fayda sağlayacak potansiyel girişimlerle ilgili yeni projeler için değerlendirmer, notlar ve bütçe planları dahil olmak üzere proje tekliflerinin hazırlanmasında destek olmak. 

• Yetim projelerine ait satın alma siparişlerini  takip etmek. 

• Sponsorlu yetimlerin ailelerine üç ayda bir yapılan ziyaretlerle haksahibi seçim kriterlerinin karşılandığını doğrulamak amacıyla kayıt süreçlerini izlemek. 

• Yetim sistemini ve diğer ilgili sistemleri denetleyerek yetim kayıt süreçlerini izlemek. 

• Yetim sistemine yıllık süreç raporlarının yüklenmesi ve onaylanmasını denetlemek. 

• Yetim ödemelerini denetlemek ve teslimat süreçlerini izlemek. 

• Verilerin arşivlenmesini denetlemek ve yasal veri saklama (KVKK)gereksinimlerini karşılayacak şekilde güvenli bir şekilde tutulmasını sağlamak. 

• Üç aylık ve yıllık raporlar ile mali raporlar dahil olmak üzere gerekli raporları hazırlamak. 

• Yetim departmanıyla ilgili projeler için operasyonel kılavuzları hazırlamak ve gözden geçirmek; IRW(Islamic Relief Worldwide) tarafından onaylanan yetim politikası doğrultusunda Yetim Sponsorluğu Programı'nın geliştirilmesine katkıda bulunmak. 

• Onaylanmış bütçe sınırları dahilinde IRTR(Islamic Relief Türkiye) sponsorluğundaki yetimler için çeşitli etkinlikler organize etmek. 

• Yetim Programlarıyla ilgili olarak hat yöneticisi tarafından talep edilen diğer görevleri yerine getirmek. 

Aranan Nitelikler 

Eğitim ve Deneyim :

• İlgili alanlarda lisans mezunu olmak (tercihen Sosyal Hizmet, Psikoloji, İşletme veya benzeri bölümler), 

• Sivil toplum alanında, tercihen yetimlerle ilgili projelerde en az 4 yıl deneyim sahibi olmak.

Teknik ve Mesleki Beceriler :

• Proje yönetimi, uygulama ve raporlama konularında yetkin olmak, 

• Sahada çalışma koşullarına ve temposuna uyum sağlayabilmek, 

• Takım kurma ve yönetme becerisine sahip olmak, 

• Zaman yönetimi, analiz ve organizasyon yetenekleri güçlü olmak,

• Projenin hedef kitlesi ve hassasiyetleri doğrultusunda, kadın adaylara öncelik verilecektir.
