Job Title: Procurement and Logistics Assistant

Job summary
The Procurement and Logistics Assistant supports the day-to-day procurement, logistics, and supply chain activities. This role ensures timely, cost-effective procurement of goods and services, and efficient management of logistical functions in compliance with the OC’s policies, procedures, and donor regulations.
She/he will be responsible to perform the following duties:
- Assist in developing procurement plans based on project and operational needs.
- Handle procurement requests, gather supplier quotations, and assist in bid analysis to select suppliers based on QC’s procurement policies.
- Ensure timely processing of Purchase Requests (PRs), Purchase Orders (POs), and supplier contracts.
- Maintain accurate and up-to-date records of procurement documentation including contracts, invoices, and purchase orders.
- Coordinate with suppliers to ensure timely delivery of goods and services, addressing any discrepancies or delays.
- Support in the negotiation of prices and terms with vendors to ensure best value for money.
- Assist in the review and management of supplier performance and ensure that suppliers meet agreed standards and timelines.
- Assist in drafting and preparing contracts and agreements with vendors and service providers.
- Maintain and update asset registers for all QC-owned assets, ensuring proper tagging and tracking.
- Support periodic physical inventory checks to verify the availability and condition of assets and stock.
- Organize the transportation and delivery of goods and materials to QC’s projects, ensuring efficient logistical support for field operations.
- Coordinate the movement and scheduling of vehicles, drivers, and transport resources, ensuring compliance with safety standards.
- Monitor vehicle maintenance, fuel usage, and repairs, ensuring optimal use of QC’s transport assets.
- Ensure compliance with QC’s asset management policies, including asset acquisition, utilization, and disposal procedures.
- Ensure all procurement and logistics activities comply with QC policies, donor regulations, and local legal requirements.
- Prepare and submit procurement and logistics reports as required by management and donors, ensuring timely and accurate documentation.
- Ensure proper archiving of procurement, logistics, and inventory records for audit purposes.
- Report any irregularities in procurement or logistical operations to the supervisor.
- Any other duties as assigned by the head of the procurement and logistics department.
- Resolve routine logistics problems and escalate complex issues to the supervisor with recommendations for the course of action.
Requirements
- Bachelor's degree in business/commerce, logistics, or any other relevant fields combined with a minimum of 3 years of relevant work experience.
- advanced knowledge of accepted Procurement and logistic practices and principles
- Excellent command of the English and Arabic languages, verbal and oral and Turkish is advantage.
- Excellent Computer skills (Outlook, Excel, Word, and Power Point)
- High integrity and demonstrated ability to follow standards and policies.
- Three years’ experience in the similar position with INGO
- Ability to work under pressure and deadlines.
- Ability to negotiate.
- Flexibility to travel between Syria and Turkey when required and work in remote provinces if it is needed.
- Having a commitment to humanitarian principles and values
- Flexibility about working hours.
- Ability to work independently and with limited supervision.
- Experience with asset management, Fleet and warehouse management is a strong plus.
