This position is going to be working in one of UGDD’s international partnership programs providing medical humanitarian support in Turkey & Syria.
 

MAIN PURPOSE

Is responsible for UGDD operational response in the project. Define and plan the project objectives and priorities, identifying population’s health and humanitarian needs, analyzing the context and the humanitarian issues at stake, the risks and constraints and calculating human and financial needs, coordinate its implementation in order to efficiently ensure the goals as well as to improve targeted population’s health conditions and humanitarian situation.

 

ACCOUNTABILITIES

  • Represent UGDD within project limits. Develop institutional contacts with national partners at project’s level (civil society, civil and military authorities, local NGOs, State Ministry of Health representatives, etc.) as well as with media in order to obtain all information and agreements necessary for the integration of UGDD’s programs in the local context and improve the targeted population’s awareness on them.
  • Monitor and follow up the political and humanitarian situation in the project’s region in order ensure that UGDD 's charter, policies and image are respected with regards to national employees, populations, authorities and partners.
  • Together with the project team and implementing partner, evaluate needs by identifying the population’s health status, by analyzing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and projects goals and to calculate material, human and financial resources needed.
  • Propose and carry out exploratory missions, in order to better comprehend context, priorities, constraints and population needs.
  • Supervises data collection and epidemiological surveillance system, in order to define medical and technical programs and preventative protocols for the targeted population.
  • Steer and supervise the implementation, monitoring and evaluation of the programmes in collaboration with the team, by collecting information and comparing it with the objectives, schedules in order to monitor progression and early detect deviations and propose corrections.
  • Provide reporting to the coordination team on project’s evolution (monthly sitrep) and proposes corrections if needed,
  • Elaborate the Project’s institutional memory, keeping written records (and file them) on its development, in order to broadcast UGDD achievements and improve awareness.
  • Monitor the risks and threats around the project(s), documenting the situation and analyzing the consequences of political decisions or negotiations in course, in order to bear witness of and to render the populations' distress public.
  • Plans and organizes the organizational charts, plan and distribute tasks and workload among the teams, guiding their understanding of the issues linked to the Project through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals.
  • Inform the partners, field team on the instructions given by UGDD promoting fluent, smooth written and oral communication and information flow and ensuring confidentiality and full compliance with security rules and medical ethics.
  • Supervise full implementation of safety and health protocols, reporting on risky behaviors, in order to ensure safe working conditions for the project staff.
  • Be responsible of application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for.
  • In coordination with the Administration Manager and Activity Managers, identify training needs, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to UGDD values and project’s goals.
  • Supervise the project material resources put at UGDD’s disposition in order to ensure a correct use and its longevity.
  • Supervise all orders (medical and logistical) and the Project’s purchases as well as the financial indicators, with the support of the capital referents, in order ensure efficiency and early detect deviations and its causes.
  • Define and regularly update the Project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols. Manages the security in the project, ensuring that all necessary security measures are in place for the safety of UGDD staff and its operations.
  • Regular meetings and follow up with partners, to monitor project implementation. And responding on humanitarian needs in the field.
  • Regular visit to field to follow up project implementation and more coordination with actors in the field.

CONTEXT SPECIFIC ACCOUNTABILITIES

  • PC will not be based permanently in Syria but will go on regular visits due to the project core team and field teams are all based inside Syria.
  • PC will be supported by a Deputy PC with a medical background that will assist the PC on all operational and representation aspects.
  • In Turkey, the PC will also supervise the MHPSS activity.
  • The PC will also interact with the support of the deputy PC (Syrian colleague based inside Syria) during his visits inside Syria with local authorities in North Aleppo Turkish controlled area.
  • The PC will be the focal point for project related matters with possible collaborations with other NGOs.
  • Responsible of one mobile clinic in 5 IDP camps around the town of Al Bab. NCD clinic in Azaz national hospital in collaboration with the different services of the hospital, and additional two Primary Health Care centers.
  • Emergency Preparedness: Provided possible changes in the context within Turkish controlled areas of North Aleppo, to define, in collaboration with Coordination team, adapted Contingency / Emergency Preparedness Plans to respond to emergencies (IDPs movements, Mass Casualty, Medical evacuations from other areas towards Afrin and Euphrates shield areas). In collaboration with project medical team and Coordination team, prepare emergency response proposals.
  • In Turkey (Gaziantep city in a first phase) supervise training activities for staff of Mental Health and Patient Support activities for Syrian refugees.

EDUCATION
University or higher degree desirable.

Desirable having completed Project Management Training.

 

EXPERIENCE
Essential working experience in developing countries.

Desirable remote management experience and or cross border experience as Project Coordinator

This post does not require candidates with medical background.

This post is suitable for candidates who are first time in the position.


LANGUAGES
English and Turkish is mandatory, Arabic strongly desirable.
