ROLE PURPOSE:

Under direct guidance and supervision of the Protection Program Manager, the Protection Project Manager will manage the implementation of protection/gender projects under multiple grants.

The Protection Project Manager will directly manage a team to ensure all activities are implemented in line with international standards and best practices. The primary role of the Protection Project Manager will be to ensure a successful life cycle for the projects under her/his responsibility by coordinating with program support functions, including Finance, HR, Administration, Logistics, and Procurement. The role of the Protection Project Manager will also involve coordination, leadership, and coaching of the team in all technical aspects of implementation, with the support of the technical staff at the country office and from global groups. The Protection Project Manager will assist the Program Manager with the quality assurance of the protection components of the program, which focuses on Gender in Emergencies and are implemented directly by Shafak's protection team in NWS.

KEY RESPONSIBILITIES:

Job Responsibility #1 Project Management and Accountability | %50|:

  • Manage the successful completion of the protection projects.
  • Oversee the implementation of protection activities with the support of the Program Manager and the Protection team based in Gaziantep.
  • Adapt project activities to be compatible with emergency response in line with the protection cluster emergency response package and participate in internal emergency response coordination to ensure protection activities are included in the overall emergency response.
  • Ensure Shafak implements projects that meet contractual obligations, including all donor and Shafak policies, procedures, rules, and regulations.
  • Conduct regular team meetings with projects' staff to ensure projects are implemented per agreed work plans and to support them to do this.
  • Facilitate program reporting and information flow to the Program Manager to complete donor reporting requirements within agreed timeframes.
  • Monitor project expenditures in coordination with the Program Manager.
  • Prepare documentation for granting process with implementing partners.
  • Ensure projects have accurate procurement plans; follow up on purchase requests with relevant departments.
  • Ensure risks are appropriately managed, including financial, safety and security, programmatic, and reputational risks.
  • Coordinate and collaborate with other technical specialists as needed.
  • Ensure MEAL requirements of projects are applied, including independent monitoring of activities.

Job Responsibility #2 Project Design | %30|

  • Assist the Program Manager in developing project proposals and long-term resource mobilization strategies based on knowledge and experience gained through direct implementation of protection components of the projects as well as Protection Cluster's strategic inputs.

Job Responsibility #3 Staff Management, Capacity Building of Protection Project Staff | %10 |

 

  • Manage the Project Team that consists of Protection Officers and Team leaders.
  • Develop capacity-building plans for direct supervisees.
  • Ensure the external and internal referral mechanism system (SOPs) is known, applied, and monitored.

Job Responsibility #4 Representation, Coordination, and Reporting in Relation to Protection | %10 |

  • Attend, regularly and actively, the Protection Cluster monthly meetings and report to the Program Manager.
  • Prepare monthly plans, reports, and specific reports on protection programs.
  • Review and improve the quality of existing data collection tools/databases/reporting templates for protection- specific activities.
  • Providing support in reviewing monitoring and evaluation reports.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Education/Training

Required

  • Bachelor's degree in (Social Science, Public Administration, Business Administration, Developmental Studies). Or relevant field.
  • Certification/ training in PFA, PSS, Community-Based Protection, Gender.

Experience Required

  • At least three years of work experience in protection project management.
  • Demonstrable experience working on protection programs (GBV-CP-MA- and legal), especially on community-based protection, case management, and PSS.
  • Experience in managing/supervising staff.
  • Demonstrable experience in providing training and capacity building on different protection issues.
  • Ability to work in a diverse, multi-cultural environment.
  • Knowledge of the Syria crisis context.

Desired

  • Experience in remote management of teams.
  • Experience of participating in humanitarian coordination mechanisms.

 

Technical Skills

Required

  • Experience with remote management
  • Understanding of the Northern Syria Crisis and Context
  • Gender awareness and commitment to gender equality
  • Fluency in Arabic and English
  • Strong skills in oral and written communication
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team
  • Competence with MS Office applications, including Word, Excel, and Outlook Desired
  • Strong coaching, training, and mentoring skills.
