About the Project:

Since 2011, Syria has been in the situation of violent conflict. GIZ remotely supports civil society actors and target groups in Syria as well as the UN-led political process. 10 projects in 4 locations (Gaziantep and Istanbul/Türkiye, Beirut/Lebanon and Erbil/Northern Iraq) form the Syria portfolio and are commissioned by both the Federal Foreign Office (FFO) and the Federal Ministry for Economic Cooperation and Development (BMZ) and are co-financed by the European Union (EU) and other donors. The portfolio operates in a highly sensitive political environment and is breaking new ground with many of the projects; the need for flexibility and innovation in operational matters is therefore considerably high.

 

The project “Stabilisation, Peacebuilding and Community Empowerment” (SPaCE), funded by the FFO, supports civil society actors in their efforts to stabilise selected regions in Syria. These actors implement initiatives enhancing conflict resolution and peacebuilding, fostering social cohesion, and building resilience against violent extremism. It builds on the results of previous stabilisation measures and supports local communities in gaining access to basic services such as water and energy supply, sanitation, health, and education. All activities are implemented in cooperation with Syrian or international partner organisations in close coordination with different stabilisation actors. Due to the security and political situation in Syria, the project is being managed remotely from Gaziantep/Türkiye and Erbil/Iraq.

 

 

A. Main Tasks and Responsibilities

  • Assessing, planning and designing new project activities and ensuring their alignment with do-no-harm and leave-no-one behind principles as well as a human rights-based approach
  • Steering the development of project proposals and budget plans according to GIZ standards and particularly in regard to the needs of the most vulnerable members of the target groups
  • Contributing to GIZ’s commercial and administrative processes including commercial and legal eligibility checks (KEP), safeguards and gender (S+G) reviews, contract preparation and conclusion in close collaboration with GIZ Syria portfolio admin & finance team as well as GIZ Türkiye country office
  • Coordinating the implementation of project activities and ensuring a close follow-up with partners regarding conflict resolution and peacebuilding, community empowerment through dialogue and consultation processes, civic awareness raising, capacity development and empowerment for women, people with special needs and youth groups
  • Identifying needs (such as Cholera prevention, winterization, and electricity supply) and implementing rapid response mechanism (RRM) procurements 
  • Conducting capacity needs assessments for partners and contributing to their capacity development
  • Monitoring and reporting of project activities and subsequently ensuring that no political red lines are being crossed
  • Integrating partner’s results into the GIZ M+E tracking tool and following up on activities in cooperation with the third-party monitoring (TPM) provider
  • Contributing to GIZ’s internal and external reporting requirements such as interim and final reports, and fulfilling other reporting requirements related to the project
  • Acting as national deputy for the head of project in case of absences and for business continuity management (BCM) in times of crisis

 

 

B. Required qualifications, experience and competences

 

Educational Background

  • University degree in social, political or regional sciences, engineering, law or a field related to humanitarian, stabilisation or development interventions from an accredited academic institution.

 

Professional experience

  • At least 5 to 7 years of professional working experience in international cooperation, stabilisation and consultation in the context of crises and conflicts 
  • Experienced in the development, coordination and implementation of humanitarian, stabilisation or development programming, ideally in the Syrian context
  • Proven experience in project management, cooperating with partner institutions and working with civil society actors, including organisational development, capacity building and change management
  • Familiarity with the do-no-harm and leave-no-one-behind principles and human rights-based approach
  • Professional experience in the implementation of financing agreements within the framework of international organisations (e.g. local and/or international grant contracts)
  • Proven experience in working in an international work environment

 

Other knowledge, additional competences

  • Ability to work and communicate effectively in English, both in writing and speaking
  • Very good Arabic skills in writing and speaking
  • Strong political sensitivity and analytical thinking
  • Independent and proactive approach to fulfilling tasks
  • Strong communication and cooperation skills
  • Ability to work with trustworthiness, integrity and confidentiality
