Period of Assignment: until 31.12.2025 with the possibility of extension

 

Location: Ankara

 

 

Project: Fit4CBAM: Carbon Pricing and Industrial Decarbonisation in CBAM Sectors Project

 

 

A. Main Activities

 

Project Management and Coordination

  • Ensure alignment of project activities with national and international climate policies, trade policies, and commitments, including Carbon Border Adjustment Mechanism (CBAM)-related regulations.
  • Oversee the contracting process for external consultants, including drafting terms of reference, selection, supervision, and evaluation, ensuring compliance with GIZ rules and procedures.
  • Prepare annual and interim project reports for the commissioning party (in English, and German if possible) and ensure proper archiving of all relevant documentation in accordance with GIZ policies.
  • Monitor overall project progress, identify bottlenecks, and recommend alternative management strategies.
  • Manage and monitor the project budget in close collaboration with the Finance Officer.

 

Communication and Stakeholder Engagement

  • Analyse and evaluate the latest policy developments in Türkiye elated to climate action, trade policy, and the impact of CBAM on private sector actors.
  • Develop and disseminate informative content, such as articles, briefing notes, and updates for diverse stakeholder groups.
  • Ensure effective external communication and stakeholder outreach through digital and traditional media channels.
  • Facilitate cooperation, maintain regular dialogue, and strengthen partnerships with key stakeholders, including industry representatives affected by CBAM.
  • Develop communication materials and reports tailored to diverse stakeholders in Turkish, English, and if possible, German.
  • Organise and oversee high-level meetings, policy dialogues, workshops, and other key events.

 

Strategy and Portfolio Development

  • Support program management in refining and steering the strategic direction of project operations.
  • Identify and explore opportunities to expand the Climate and Biodiversity portfolio in collaboration with national and international partners.
  • Ensure the effective continuation of all program activities, working closely with program management.
  • Provide advisory support to partner institutions in identifying external expertise needs, developing strategic plans, and designing project activities.
  • Draft project concept notes and proposals to support future initiatives.

 

Contract Administration and Financial Oversight

  • Monitor and manage contract deliverables, including timesheets, invoices, and payments.
  • Prepare all necessary documentation for accounting and financial reporting.
  • Liaise with the finance department at GIZ Türkiye and headquarters to ensure smooth payment processing and compliance with financial procedures.

 

 

B. Required qualifications, competencies and experience

 

Education/Qualifications

  • University (preferably Master’s) degree in economics, climate and environmental science, or a related field.          

 

Professional experience

  • At least 7 years of relevant professional experience, including leadership development and change management in the field of climate change. 
  • Strong knowledge of domestic and international policies on climate change mitigation, adaptation, carbon pricing, and the CBAM.
  • In-depth understanding of Türkiye’s socio-economic context, including key political, climate, economic, and trade policy actors and frameworks.
  • Experience working with both private and public institutions, as well as civil society organisations, and proven experience in international cooperation projects.
  • Ability to work in complex environments, demonstrating diplomatic skills in engagement with sensitive partners.

 

 

Other knowledge, additional competencies

  • Excellent communication, negotiation, and stakeholder management skills.
  • Business fluency in Turkish and English is required and proficiency in German will be considered as an asset.
  • Excellent writing, analytical, and critical thinking abilities.
  • Strong proficiency in digital tools, including information and communication technologies, office applications, and Artificial Intelligence (AI) Tools.
  • Highly organised, self-motivated, and capable of working under tight deadlines.
  • Strong ability to work both independently and within a team-oriented environment
