Background

 

The United Nations Volunteers (UNV) programmeis the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

 

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Purpose for the job: Support the UNICEF Child Protection programme in the Southeast of Turkey. The incumbent will primarily support field level monitoring child protection activities implemented with government entities and civil society organizations.

The Child Protection Field Assistant will report to the Child Protection Officer based in Gaziantep, and upon need, will also technically liaise with the child protection team in Ankara. The Assistant will provide operational and administrative assistance to the child protection programme in the South-East, with particular emphasis on monitoring. 

 

 

Duties and Responsibilities

 

Under the direct supervision of the Child Protection Officer, national UN Volunteer will undertake the following tasks:

  • Contribute to the design and preparation of monitoring activities of assigned programme(s) in the Child Protection sector in southeast Turkey.
  • Undertake regular program field visits and exchange information with partners/stakeholders to gather the necessary information to assess progress. Report on critical issues, bottlenecks, challenges and delays, in order for UNICEF and partners to take timely action to achieve results.
  • Produce regular and timely reports on monitoring results. Organize data and information, prepare and maintain records, documents and control plans for the monitoring of protection programme implementation
  • Analyze data to monitor progress in the achievement of programme objectives. Research and contribute to the development and/or introduction and documentation of new approaches, methods and practices for field­level monitoring of programmes.
  • Assist with the  development of appropriate communication and information material related to programme progresses.
  • Contribute to the preparation of reports, programme documents and submissions by providing information, preparing tables and other documents.
  • When required, participate in relevant inter­agency meetings and support the Child Protection sub Working Group coordination.
  • Performing other duties as required.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

  • Meeting/field visit reports, highlighting activities undertaken to assess, monitor and/or support Child Protection programmes.
  • Monitoring forms and tables (filled as required) are updated quarterly.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required Skills and Experience

 

Qualifications/Requirements:

  • University degree in social sciences, women’s studies, international development, psychology, international law or other relevant fields
  • Demonstrated familiarity with and knowledge of the basics of Child Rights is an asset
  • Demonstrated knowledge and experience in working with vulnerable groups and gender issues: women, children, and marginalized groups is an asset
  • Experience in Monitoring & Evaluation, and field experience, are assets
  • Demonstrated experience in working with trauma victims would be an asset
  • Strong interpersonal skills
  • Good analytical skills, good drafting skills and good oral and written communication skills
  • Cultural and gender awareness
  • Integrity, Professionalism and  Respect for diversity
  • Languages: Required: Good written and spoken English, knowledge of Arabic an asset
  • Computer skills: Good knowledge of MS Office programmes and Internet Applications
  • Citizenship: Turkish
  • 1-­2 years of relevant experience would be an added value

Living Conditions:

The UN Volunteer will be based in Gaziantep, Turkey. Gaziantep, previously and still informally called Antep, is located in South Eastern region of Turkey and is the sixth most populated city in Turkey. Gaziantep is an economic centre for South Eastern and Eastern Turkey. Due to the growing need for humanitarian assistance in the South Eastern region and near the Turkey­Syria border area, increasing number of UN organizations and NGOs are present in Gaziantep.

· Security: Gaziantep is classified as a security level 2. Gaziantep is generally a safe city, although precautions are necessary. The public transport is safe to use. There are no direct threats towards United Nations and its staff in Turkey.

· Medical Services: No special vaccinations are required for a travel to Gaziantep. Medical services available are of good quality, including “Medical Park” hospital (www.medicalparkinternational.com/about­gaziantep).

· Housing: Apartments / flats are available and generally of good condition, with well­functioning services (gas, electricity, water). The cost of housing varies, depending on the location, size and facilities. Housing in general is the largest monthly expense. The UNV within the UNV standard relocation assistance, are to make their own residencial arrangements.

· Cost of living and services: Although housing cost may not be economical, daily essentials such as basic food and products are affordable. The provision of goods and services is generally accessible. Local shopping centres include Prime Mall (www.primemallgaziantep.com.tr/) and Forum (www.forumgaziantep.com/).

· Weather: Gaziantep has a Mediterranean climate with influences of a continental climate during winter. It has dry hot summers and cold occasionally­snowy winters. (Climate information: http://en.climate­data.org/location/286/).

· Education: Please note that there is no International / English­speaking school (K­12) in Gaziantep.

· Language: Turkish is the only official language in Turkey. Arabic is increasingly spoken in Gaziantep due to the recent regional trends in cross­border population movements. English is widely spoken in touristic areas in Turkey, but it is less common in Gaziantep. In supermarkets and shops, a few Turkish words are useful. Good and safe English language Internet banking services are available, which makes up for the lack of English speaking staff in many of the bank branches. Turkish language schools and tutors are available in Gaziantep.

Conditions of Service for national UN Volunteers

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Moving travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of (approximately) TRY 3,949.83 (amount and currency of payment) is provided monthly to cover housing, utilities and normal cost of living expenses. Well-being Differential of 15% (WBD-A) or 30% (WBD-B) of the VLA will apply, paid on a monthly basis, depending on the ICSC classification of the duty station.

 

Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as return travel of  (if applicable) and resettlement allowance for satisfactory service.
