Job Details

Germany’s international cooperation with Turkey dates back to the late 1950s and comprises more than 300 projects to date. GIZ has maintained an office in Ankara, the country’s capital, since 1998 and opened a project hub in Gaziantep in 2014.

Turkey has been a candidate country for accession to the European Union (EU) since 1999 and is also a member of NATO and the G20. In recent years it has seen rapid economic growth, evolving in just a few decades from a developing country into an emerging economy that itself now acts as a donor. Turkey’s strategic location at the interface between Europe, the Balkans, the Caucasus and the Middle East gives it a significant role in tackling global challenges such as the refugee situation and terrorism. GIZ is currently looking to employ a qualified and reputable Financial Contract Management Specialist on a full time contract to support the GIZ Office Ankara in Ankara.

The Financial Contract Management Specialist's main activities are stipulated below:

A. Main Activities

  • Ensures financial administration functions well in accordance with GIZ standards and procedures
  • Proceeds incoming invoices and billing for formal factual price and tax correctness
  • Regularly monitors real accounts (liabilities, receivables) for purchases, contracts and financing agreements, and reports regularly to the projects and the management
  • Regularly records invoice verification and carries out invoice checking tasks in SAP and prepares foreseen reports and settlement sheets
  • Advises on financial aspects of projects
  • Supports the project in financial matters for billing and invoicing
  • Trains office and project staff in the financial matters for billing and invoicing


B. Required qualifications, competences, and experience

  • Bachelor's degree in economics, accounting, business administration or in a similar area
  • At least 5 years’ professional experience in a comparable position
  • Native in Turkish, very good in English, knowledge of Arabic as an asset
  • Advanced working knowledge of ICT and computer applications (e.g. MS Office package) required
  • In depth knowledge of accounting softwares (Winpaccs, SAP,)
  • Confidential handling of data and information
  • Strong interpersonal skills and a sense for political and other sensitivities
  • Strong organizational skills and experience in administration
  • Willingness to enhance skills as required by the tasks to be performed – measures will be agreed upon with the management
  • Dynamic personality with a dedicated focus on the delivery of quality services even under tight deadlines, self-motivated with proven ability to work creatively, proactively and innovatively with limited direct supervision
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Ability to work under pressure and meet tight deadlines
  • Ability to handle stressful situation appropriately
