The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise with worldwide operations. We support the German Government in the field of international cooperation for sustainable development. We are also engaged in international education activities around the globe. Through our work we assist people and societies in shaping their own future and improving living conditions.

 

Germany’s international cooperation with Turkey dates back to the 1960s. The Federal Republic of Germany and the Republic of Turkey signed an agreement on technical cooperation in 1970. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has maintained an office in Ankara since 1998. On behalf of the German Government and other donors like the EU, GIZ is currently supporting Turkey’s efforts to host approx. 3 mio. refugees. In addition, GIZ implements climate change and energy efficiency projects and is actively engaged in EU pre-accession assistance programmes (for more information, please see www.giz.de/turkey).

 

GIZ is currently looking to employ a qualified and reputable Head of Human Resources on a full-time contract to support the Büro in Ankara. A competitive and adequate salary will be provided.

 

The Head of Human Resources’ responsibilities and duties are stipulated below:

 

A. Responsibilities

The Head of Human Resources is responsible for;

  • Ensuring all Human Resources functions in accordance with GIZ standard procedures
  • Under the overall supervision of the Country Director, he/she will lead a team that supports the Ankara Office in the area of Human Resources.
  • Providing customer-oriented services by the GIZ Office to projects/programmes, GIZ Head Office;
  • Introducing and disseminating new policies, rules and guidelines etc. relating to National Personnel policy
  • Managing staff in consultation and agreement with the country director
  • Ensuring uniform policies that are in line with local legislation
  • Advising his/her superior and all other managers on questions relating to the thematic area and on issues that are relevant to different groups
  • Keeping up-to-date on developments in the labour market including renumeration and additional benefits, on changes in labour law and social security, and other recommendations
  • Coordinating induction/onboarding process of new personnel and off-boarding process of personal leaving
  • The professional development of National Personnel in Turkey together with the Country Director
  • Coordinating and organizing staff care as needed

 

B. Required qualifications and experience

Qualifications

  • University degree in Business Administration or Management or related field with a Master’s in Human Resources and similar fields preferred

 

Professional experience

  • At least 10 years’ professional experience in a Human Resource Management
  • Good knowledge of application of statutory and Labor Laws in Turkey

 

Other knowledge, additional competences

  • Good communication and interpersonal skills;
  • Excellent advisory skills and management skills;
  • Ability to handle confidential data and information appropriately
  • Reliability, flexibility, work under stress, great loyalty, initiatives, self-organization, organisational and team working skills
  • Willingness to up-skill as required and transfer knowledge to managed staff
  • Excellent proficiency in written and spoken in Turkish and English, knowledge of German would be an asset;
  • Very good working knowledge of ITC technologies (related software, the internet) and computer applications (e.g. MS Office)
