JOB ADVERTISEMENT – WASH Coordinator - HATAY

CHILD SAFEGUARDING:

Level 3 - The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE: 

On February 6 at 4:17 am local time, the strongest earthquake since 1939 struck southern Türkiye, at a magnitude of 7.8, with its centre in Pazarcık district of Kahramanmaras province.

Save the Children is focussing on life saving support in this initial stage, which will be followed by rehabilitation-based efforts in the program area. SCI aims to reach more children through integrated program intervention.

Shelter and WASH Coordinator aims to conduct infrastructure damage need assessment, prepare feasibility reports to establish temporary and semi-permanent structures, develop the bill of quantity (BOQ), cost estimate and monitor checklist etc. Shelter and WASH Coordinator needs to ensue existing national WASH policies and guidelines, Sphere standard, SCI Construction policy etc are considered while implementing any WASH and Shelter activities.  More specifically, Shelter and WASH Coordinator is expected to;

  1. To visit different Schools, Health facilities, camps and WASH facilities to do WASH assessment.
  2. To prepare requests, BOQs, drawings and tender documents related to WASH activities.
  3. To ensure WASH activities are implemented as per agreed criteria.
  4. Plan the field distribution for WASH Kits to the as per agreed criteria.
  5. Support the PM in coordination with relevant Government stakeholders to repair School and WASH facilities.
  6. To conduct day to day supervision on field teams/contractor to complete work as per agreed specifications and time frame.
  7. Prepare work completion certificates for payment process.
  8. Support WASH Manager to implement project activities.
  9. Support response to implement project activities as per requirement.
  10. Take lead on WASH Coordination.

KEY AREAS OF ACCOUNTABILITY: 

Planning, implementation and follow-up of WASH activities: 60%

  • Support PM to develop and update Standard Operating Procedures (SOP) for WASH.
  • Support the WASH Advisor with the development of beneficiary selection criteria.
  • Lead the implementation phase of planning on activities with the support of theProject Officers, Engineers, Hygiene Officers and Project Assistants.
  • Ensure that technical activities are completed on time, in accordance with agreed SOP and reported timely to the management.
  • Work with the Project Officer and the Procurement team to prepare requests and Bills of Quantity (BoQ).
  • Support the SCI supply chain and procurement team with tendering processes and the procurement of materials and supplies.
  • Regularly liaise with stakeholders from construction subcontractors and focal points to plan and implement activities.
  • Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities.
  • Conduct quality control and provide technical support to contractors.
  • Ensure subcontractor compliance with SCI policies, guidelines and standards.
  • Provide technical solutions to address probable shortcomings in contracts, work implementation, etc. through drafting work orders, contract amendments, etc. and communicating them to contractor and suppliers after confirmation of Immediate Supervisor.

 

Program Design: Technical part 30%

  • Follow Minimum Requirement for WASH (MR WASH), Sphere and other humanitarian standard.
  • Support the PM on coordination with Program team and Partner team to know the WASH projects plan.
  • Conduct visits in the earthquake affected areas to conduct WASH need assessment.
  • Prepare design and drawings by following National building codes and other national and international technical standards.
  • Prepare and apply site inspection checklist.
  • Certify the construction and WASH works for approval and payment process.
  • Ensure child safeguarding in all WASH related activities.

Capacity Building & Representation 10%

  • Support the PM at the stage of working closely with Local Government, Local Authority, stakeholders, and community members to ensure quality of WASH activities.
  • Provide induction and orientation to the local workers and contractors on field safety.
  • Provide technical backstopping to local WASH Officers on earthquake resilient structures.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Bachelor’s degree in civil engineering, or Architecture or public health.
  • At least 3 years of professional NGO experience in the WASH, Shelter and Construction field.
  • Fluent in English and Turkish languages.
  • High level computer skills (Ms Office, CAD).
  • Experience of site supervision and project management for construction.
  • Proven ability to influence change at an operational and strategic level.

 

Desirable

  • Knowledge of Arabic.
  • Experience of designing / leading emergency shelter responses.
  • Demonstrated ability to set up learning and development processes for a large team.
  • Experience of senior level representation, including coordination at national, WG or govt level.
  • Strong interpersonal skills and experience of mentoring and coaching staff to achieve their goals
  • Advise on international best practice for building regulations for hazard resistance in non-engineered buildings.

Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.
