Position Summary:

The Shelter/Wash Engineer works under the direct supervision of the Head of Project and supports the implementation of the project implemented in Gaziantep Province.

  • Planning, implementation and follow-up of Basic Needs/Shelter activities:

    • Support the Project Coordinator to develop and update Standard Operating Procedures (SOP) for Basic Needs/Shelter activities.
    • Support the Head of Project/other team members with the development of selection criteria.
    • Lead the planning implementation of technical infrastructure activities in collaboration with the Head of Project and with the support of the Project Officer and Project Assistant.
    • Ensure that technical activities are completed on time and in accordance with agreed SOP.
    • Work with the Senior Project Officer and the Procurement team to prepare Bills of Quantity (BoQ)
    • Support the WHH Logistics Department with tendering processes and the procurement of materials and supplies
    • Regularly liaise with stakeholders from construction subcontractors and focal points to plan and implement activities.
    • Support the Head of Project in the mapping of relevant organizations and institutions, highlighting which organizations are doing what and for whom in the Basic Needs sector.
    • Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
    • Conduct quality control and provide technical support to contractors
    • Ensure subcontractor compliance with WHH policies, guidelines and standards
    • Provide technical solutions to address probable shortcomings in contracts, work implementation, etc. through drafting work orders, contract amendments, etc. and communicating them to contractor and suppliers after confirmation of Immediate Supervisor.
    • Conduct regular gap and needs analysis in urban and rural refugee communities, and provide quality control and technical support to implementing partners and/or contractors
    • Support the Project Coordinator to promote and document ideas for technical improvement and further program development options
    • Work with the Project Coordinator and Partnership & Liaison Officer to coordinate with relevant actors, ensuring that duplication is avoided and coverage of assistance is maximized.
  • Plan Project Implementation related project/program activities and ensure knowledge transfer

    • Coordinate the planning of project/program activities within the defined area;
    • Develop project designs, including the preparation, organization and moderation of planning exercises;
    • Develop technical concepts, guidelines, manuals, and procedures, which are ready to be applied;
    • Prepare inputs to project/program reports and publications for all required reports;
    • Support research and study activities.
    • Ensure appropriate management of electronic and hard copy technical data and information.
    • Produce technical activity and progress reports as required.
    • Assist the Head of Project and Monitoring Evaluation Accountability & Learning (MEAL) Coordinator with the preparation of project reports for WHH member partners and donors.
  • Contribute to high quality implementation of WHH’s refugee response:
    • With the Head of Project and MEAL Coordinator, ensure that participants and community-level projects are selected for activities based on agreed criteria, profiles and processes, and are registered according to procedure.
    • Work with the MEAL team to undertake regular technical project monitoring Basic Needs infrastructure activities.
    • Ensure that feedback received from community members and relevant stakeholders is used to continually improve activities and that activities are meeting the needs of the targeted communities or individuals.
    • Review and validate the findings of monitoring and accountability activities with the MEAL Coordinator and Head of Project and provide feedback for improving the quality of assessment and activities.
    • Assist the Head of Project with program design and proposal development as required.
    • Attend technical coordination meetings if required by the Head of Project and Program Director.
    • Attend WASH and Shelter/NFI Cluster meetings as required and report the relevant information to the WASH Advisor and Head of Project.

In addition to the above, the Shelter/Wash Engineer might be asked to carry out other duties requested by the Senior Project Officer, Head of Project, Head of Office in Gaziantep.

Required Qualifications:

  • Education: Bachelor’s Degree in Civil engineering / construction qualifications and practical experience
  • Work Experience:
    • Previous work experience in Turkey, preferably working with governmental and/or non-governmental institutions
    • At least 3-5 years of work experience with similar/related responsibilities, preferably in the region of implementation.
  • Skills/knowledge: Attention to details, Competent working with  MS Outlook, MS Word, AutoCAD and MS Excel

    • Personality requirements:

      • Strong interpersonal and networking skills
      • Strong report writing and documentation skills
      • Ability to work in a diverse team with people from varied cultures and backgrounds and adhere to standards as described in the “WHH Code of Conduct”.
      • Committed, honest and eager to learn.
  • Language Skills: Fluent spoken and written Turkish and very good spoken and written English, Arabic is an asset
