About the job

This role involves ensuring the quality of the planning, implementation and follow up of programme sub-activities to provide start-up support to Home-Based Business (HBB) and Micro-Small Medium Enterprises (MSMEs) which includes applicant’s selection based on business idea, provision of trainings, leading the selection committee, distribution of assets through voucher and in-kind modalities, and business formalization support for MSMEs. Moreover, support established business to seize networking and business development opportunities through the provision of coaching sessions and networking support, under the supervision of Economic Recovery Team Leader and in close coordination with Economic Recovery Officer Wage Employment & Private Sector Engagement. Plus, the incumbent must ensure close and strong communication with programme participants and Financial Service Provider (FSP) of the voucher services.

Geographic Scope: Hatay

This role has a field focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role will ensure successful implementation of programme activities in line with the country strategies through ensuring close coordination with DRC’s CVA Financial Service Providers (FSPs) and local implementing partners where applicable.

 

Duties and Responsibilities:

Main Programme Implementation Tasks:

  • Implement the work plan for Home-Based Business (HBB) and Micro-Small Medium Enterprises (MSMEs) support as per the agreement with the Economic Recovery Team Leader.
  • Ensure communication with Economic Recovery assistants regarding intake sessions to ensure the provision of up-to-date market information to programme participants.
  • Monitor and analyze the applications of Home-Based Business (HBB) and Micro-Small Medium Enterprises (MSMEs) based on the pre-set scoring in close coordination with the information management unit.
  • Conduct necessary quality assurance activities to ensure the targeting of entrepreneurs with feasible business ideas based on market knowledge and potential for success through one-to-one, group, and idea-pitching sessions.
  • Work closely with the training service provider to ensure training plan execution as per the agreed work plan.
  • Lead/co-lead with the implementing partner on preparing the grants selection committee to ensure the selection of successful applicants for grant support according to DRC’s criteria and SOPs.
  • With the support of Economic Recovery Assistants, communicate with selected applicants for support to agree on the selected items list that will be utilized with the grant.
  • Lead the arrangements for voucher distribution with the FSP and submit purchase requisitions when needed. Work closely with the field supply chain team to ensure the timely delivery of grants to all accepted applicants.
  • Work closely with DRC’s contracted accountant to ensure the business formalization process is completed on time for all MSME start-up support.
  • Lead on the administrative work to ensure reimbursement of all service providers (e.g. training service provider, contracted accountant, FSP) on time.
  • Ensure all programme activities implementation is aligned with DRC’s SOPs and compliance, and raise any need for improvements with Economic Recovery Team Leader and Economic Recovery Coordinator.
  • Work closely with the Economic Recovery Officer Wage Employment & Private Sector Engagement to identify networking opportunities for supported start-ups.
  • Work closely with Economic Recovery Assistants to ensure follow-up surveys are conducted on time and that the service provider delivers coaching sessions to all start-up grant recipients according to their follow-up survey results.
  • Lead active and regular program monitoring for self-employment activities through site monitoring visits and FGDs, and assure proper utilization and documentation of program monitoring tools, and prepare reports on the findings with action plans.
  • Assure proper program documentation for the activities as per pre-defined means of verification and provide regular reporting on the indicators, achievements, and challenges related to the programme in close coordination with the implementing partner and other parties collaborated.
  • Regular reporting on implementation updates include progress, challenges, and recommendations as requested by the Economic Recovery Team Leader.
  • Under the supervision of the Economic Recovery Team Leader, maintain close coordination with other DRC’s departments such as finance and supply chain.

Technical support:

  • Support, guide, and coach Economic Recovery Assistants on conducting intake sessions in high quality.
  • Contribute to the development and harmonization of tools, workflows and SOPs.
  • Guide how to integrate cross-cutting protection considerations into planned interventions.
  • Analyze the changing needs amongst SuTPs and refugee groups to ensure DRC is providing relevant activities.

Coordination & Representation

  • Under the supervision of Economic Recovery Team Leader, proactively seek, assess, and report new opportunities regarding activities under her/his responsibility.
  • Liaise with the governmental bodies and industries to promote DRC’s business grants support and increase its visibility.
  • Coordinate with other I/NGOs to ensure sharing information about DRC programmes, and duplication check of supported.
  • Represent DRC in coordination meeting and working groups as requested by Economic Recovery Team Leader & Economic Recovery Coordinator.

Monitoring & Evaluation

  • Facilitate interdepartmental coordination with MEAL to assure timely implementation of MEAL plans.
  • Ensure that FCRM related visibilities are shared with programme participants at the onset of implementation and other stakeholders.
  • Review MEAL reports produced on the activities under responsibility, and in work with the Economic Recovery Team Leader to develop actions plans in response to and take appropriate corrective actions. 
  • Keep a record of MEAL reports received, analysis of recommendations, and action taken to inform reporting.

Other

  • In line with the scope of this description, perform any other tasks assigned by the first- or second-line manager.

 

About you

To be successful in this role we expect you to have undergraduate degree or higher in business management, economics, finance or other relevant fields

Moreover, we also expect the following:

Required

  • Minimum 2 years of practical experience in economic recovery/livelihood working for an INGO.
  • Experience working in start-up grant support.
  • Understanding of business formalization process.
  • Experience working in the humanitarian field with displaced individuals (preferably experience of working in Southern Turkey).
  • Understanding refugees' rights and protection issues, children, and women.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Fluency in Turkish and Arabic required.
  • English is a strong asset.
