A. Main Activities

As the lead expert for the HLP Web Platform, you will be responsible for developing, enhancing, and maintaining the platform to ensure it remains a dynamic and practical tool for project implementation. Your work will involve both technical development and administrative support, ensuring that the platform meets the evolving needs of stakeholders.

• Your primary responsibility is to ensure that the platform remains fully operational and continuously adaptable to evolving field realities.
• Provide technical consultancy and administrative oversight to ensure the effective operation and expansion of the platform.
• Oversee the procurement, installation, and maintenance of the platform's software and related infrastructure, ensuring compliance with current IT security standards and best practices.
• Troubleshoot technical issues, proactively identifying more complex challenges, and escalating them when necessary.
• To make the platform mobile-responsive and scalable, ensuring that it remains a practical, user-friendly tool in various operational contexts.
• Focus on structuring and integrating data, transitioning from raw Excel-based inputs to a well-organized database system.
• In coordination with DIGITS and other team members, you will contribute to ongoing process development, knowledge management, and documentation within your thematic area.

B. Required qualifications, competencies and experience

Education/Qualifications

• Bachelor’s or master’s degree in Computer Science, Software Engineering, or a related field.

Professional experience

• At least 8 years of experience in general web development, with 3 years focus on Drupal (theming, module development, security updates).
• Strong expertise in PHP, HTML5, CSS, JavaScript, jQuery, Bootstrap.
• Experience with PostgreSQL, MySQL, or MariaDB for database management.
• Proven ability to structure and integrate large datasets, ideally within legal or human rights contexts.
• Knowledge of GDPR compliance, security best practices (OWASP, encryption, authentication).
• Experience with Linux server management, Git version control, Docker, Kubernetes, and cloud hosting (AWS, Azure).

Other knowledge, additional competencies

• Ability to work independently and collaboratively within a multidisciplinary team.
• Strong problem-solving skills, critical thinking, and adaptability.
• Fluent in English, Native in Arabic.
