General Description of the Programme:

 

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

 

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

 

Job purpose:

 

Based on the consultancies and assessments conducted under previous grants, GOAL is aiming at hiring an Interoperability Deputy Coordinator. The Deputy coordinator will play a crucial role in facilitating communication and collaboration among various organizations involved in Northwest Syria. The responsibilities include but not limited to identifying and engaging with relevant stakeholders Food Security and SNFI cluster, Cash Working Group (CWG), INGO, NGOs, and UN agencies, promoting standardized communication protocols and data formats, developing interoperability policies, organizing training sessions to enhance technical skills, establishing effective communication channels to ensure seamless integration between different data management systems, and troubleshoot and resolve any interoperability related issues between the involved systems/agencies. The goal is to enable cohesive work among diverse actors, including INGOs, NGOs, and UN agencies (i.e. WFP), through the implementation of interoperable systems. In essence, the Interoperability Deputy Coordinator's role is to serve as the architect and guardian of a collaborative, efficient, and secure data ecosystem that enhances the delivery of humanitarian assistance in Northwest Syria. Through strategic leadership, technical expertise, and a commitment to collaboration, the deputy coordinator will contribute significantly to the mission of GOAL Syria and its partners in improving the lives of those affected by crisis.

The purpose of the Interoperability Deputy Coordinator role is multifaceted, aiming to bridge communication and data management gaps among various humanitarian actors in Northwest Syria to optimize the delivery and impact of Cash and Voucher Assistance (CVA) programs. This role is critical in realizing GOAL Syria's vision of a harmonized, efficient, and effective humanitarian response ecosystem, leveraging technology and collaborative strategies to ensure that aid reaches those most in need in a timely, secure, and coordinated manner.

 

 

Duties, objectives and competencies

The Interoperability Deputy Coordinator will play a crucial role in ensuring effective communication, collaboration, and information sharing among various actors involved. The deputy coordinator will ensure the ability of different organizations through their data management systems to work together cohesively. The Interoperability Deputy Coordinator will ensure:

  1. Stakeholder Engagement:
  • Identify and engage with relevant stakeholders, including Food Security and SNFI cluster, Cash Working Group (CWG), INGO, NGOs and UN agencies, involved in Northwest Syria.
  1. Standardization and Protocols:
  • Establish and promote the use of standardized communication protocols and data formats & data flow among the involved actors to ensure seamless integration between different data management systems.
  1. Policy Development:
  • Develop interoperability policies and guidelines that align with the objectives of all participating actors.
  • Ensure compliance with existing regulations and standards.
  1. Training and Capacity Building:
  • Organize training programs to enhance the technical skills of personnel involved in the interoperable systems.
  • Provide guidance on best practices for data sharing, communication, and collaboration.
  1. Technical Support:
  • Offer technical support to troubleshoot and resolve interoperability issues.
  • Facilitate the integration of new technologies and systems to enhance overall interoperability.
  1. Communication and Coordination:
  • Establish effective communication channels among participating actors/stakeholders.
  • Facilitate regular coordination meetings to address concerns, share updates, and foster collaboration.
  1. Information Security:
  • Implement security measures to protect sensitive information shared between systems.
  • Ensure compliance with data protection and privacy regulations.
  1. Monitoring and Evaluation:
  • Establish a monitoring and evaluation framework to assess the effectiveness of interoperable systems.
  • Collect feedback from stakeholders and make continuous improvements on the interoperable approach/system.
  1. Crisis Response Planning:
  • Develop contingency plans for interoperable systems in case of emergencies or disruptions.
  • Ensure that communication and coordination can be maintained during crisis situations.
  1. Documentation and Reporting:
  • Maintain comprehensive documentation of interoperability processes, standards, and protocols.
  • Generate regular reports on the status of interoperable systems and highlight areas for improvement.
  1. Collaboration with Technical Experts:
  • Work closely with technical experts in areas such as IT, and data management to address complex interoperability challenges.

 

The interoperability Deputy Coordinator will contribute to the efficient and coordinated functioning of interoperable systems in Northwest Syria, ultimately enhancing the effectiveness of the various actors involved in the region.

 

Central to this role are several key objectives:

  • Enhance Coordination and Efficiency: By fostering interoperability among various data management systems used by GOAL Syria, partner agencies, and other stakeholders, the coordinator aims to improve coordination. This enhanced coordination helps in reducing duplication of efforts, filling assistance gaps, and ensuring that resources are utilized more efficiently, thereby maximizing the impact of humanitarian interventions.
  • Promote Data Sharing and Integration: The deputy coordinator is responsible for developing a secure and resilient framework that enables the sharing of critical data among stakeholders. This involves negotiating data sharing agreements, establishing common data standards, and ensuring that data privacy and security measures are in place and adhered to. By promoting a culture of open but secure data exchange, the role supports more informed decision-making and strategic planning across the humanitarian sector.
  • Facilitate Stakeholder Engagement: A significant aspect of this role involves engaging with a wide array of stakeholders, including international and local NGOs, UN agencies, government bodies, and the affected communities themselves. The coordinator acts as a liaison, ensuring that all voices are heard and that collaborative efforts are aligned with the needs and priorities of the communities served.
  • Drive Technical Innovation and Standardization: The deputy coordinator oversees the development and implementation of a centralized data management platform that incorporates cutting-edge technologies for data verification, storage, and analysis. This role involves staying abreast of technological advancements and advocating for their adoption to improve program delivery and outcomes. Moreover, the deputy coordinator plays a crucial role in establishing and promoting standardized communication protocols and data formats, facilitating seamless data exchange and integration.
  • Ensure Compliance and Best Practices: With a thorough understanding of data protection laws and regulations, the deputy coordinator ensures that all data management and sharing activities are compliant with GDPR, KVKK, and other relevant standards. This includes developing and implementing policies and guidelines that protect sensitive information and uphold the principles of data privacy and security.
  • Build Capacity and Resilience: Recognizing the importance of human capital in the success of any technology-driven initiative, the deputy coordinator is responsible for organizing training programs and capacity-building initiatives. These efforts aim to enhance the technical skills of personnel involved in data management and interoperability, ensuring that they are equipped to handle challenges, including those arising from emergencies or crises.
  • Monitor, Evaluate, and Innovate: Ongoing monitoring and evaluation of the interoperability initiatives are vital to assess their effectiveness and identify areas for improvement. The deputy coordinator is tasked with establishing a framework for continuous learning and adaptation, leveraging feedback from stakeholders to drive innovations and improvements in the interoperable system.

 

Key Responsibilities:

Stakeholder Engagement:

  • Forge Collaborative Relationships: Establish and nurture robust partnerships with cluster, working groups, international and local NGOs, UN agencies, government entities, and community representatives. Actively listen to diverse stakeholder perspectives to understand their data management needs, challenges, and expectations.
  • Enhance Collaboration Platforms: Organize and facilitate forums, workshops, and meetings that encourage open dialogue, exchange of ideas, and collective problem-solving among all relevant stakeholders. This effort aims to build a cohesive community of practice that supports interoperability and shared objectives.

Standardization and Protocols:

  • Develop and Promote Interoperability Standards: Lead the creation of universal data standards, communication protocols, and formats that enable seamless data exchange and system integration. This includes engaging with technical experts and stakeholders to ensure these standards are practical, widely accepted, and support the diverse needs of the humanitarian sector.
  • Implement Best Practices: Guide the adoption of industry best practices in data management and interoperability. Facilitate knowledge sharing and capacity building to ensure these practices are understood and implemented across partner organizations.

System Development:

  • Innovate and Oversee System Architecture: Spearhead the development of a cutting-edge, encrypted central data store ("Data Warehouse") utilizing blockchain technology for secure and verifiable data transactions. Ensure the system architecture is robust, scalable, and capable of integrating data from diverse sources.
  • Cybersecurity Leadership: Champion cybersecurity measures to protect the system against threats. Oversee the implementation of advanced security protocols, data governance policies, and regular security audits to safeguard sensitive information and maintain stakeholder trust.

Policy Development:

  • Craft Interoperability Policies: Draft comprehensive policies and guidelines that govern data sharing, privacy, and security within the interoperable system. These policies should align with international standards and be adaptable to the evolving regulatory landscape and stakeholder needs.
  • Regulatory Compliance: Ensure that all data handling practices comply with relevant data protection laws, including GDPR and KVKK, and any other applicable standards. This involves regular reviews and updates to policies to reflect changes in legislation or operational context.

Training and Capacity Building:

  • Empower Through Education: Design and deliver targeted training programs to build the technical and operational capacities of staff within GOAL Syria and other stakeholders. Focus on enhancing skills in data management, cybersecurity, and the use of the interoperable system.
  • Foster a Culture of Continuous Learning: Encourage ongoing professional development and the sharing of best practices across teams. Support the creation of resources such as manuals, online courses, and webinars to facilitate self-learning and resilience among personnel.

Technical Support and Maintenance:

  • Provide Expert Guidance: Offer timely and efficient technical support to resolve system issues, ensuring minimal disruption to operations. Act as a primary technical advisor for the interoperable system, assisting partners in navigating complex challenges.
  • Ensure System Reliability: Monitor system performance, conduct regular maintenance checks, and coordinate upgrades to enhance functionality, security, and user experience. Develop and oversee the implementation of disaster recovery and data backup plans to ensure business continuity.

Communication and Coordination:

  • Effective Communication Channels: Establish and maintain clear and effective communication channels among all stakeholders. This includes regular updates on system developments, sharing of insights and learnings, and dissemination of best practices.
  • Coordination and Consensus Building: Facilitate regular coordination meetings to address emerging issues, coordinate efforts, and build consensus on strategic directions and operational priorities.

Information Security:

  • Uphold Data Integrity and Privacy: Implement comprehensive data protection measures to ensure the confidentiality, integrity, and availability of data within the system. Regularly review and enhance security protocols to mitigate risks and protect against unauthorized access or data breaches.

Monitoring and Evaluation:

  • Evaluate System Effectiveness: Develop and implement a robust framework for monitoring and evaluating the impact and effectiveness of the interoperable system. Use data-driven insights to inform continuous improvement and adapt strategies to meet changing needs and contexts.

Crisis Response Planning:

  • Ensure Preparedness and Resilience: Develop and maintain contingency plans to ensure the interoperability system remains functional and responsive in crisis situations. Coordinate with stakeholders to ensure plans are practical, understood, and can be activated quickly to maintain service continuity.

 

 

Requirements (essential)

  • Degree in a Relevant Field: Possession of a degree in Information Technology, Computer Science, Data Management, or a closely related field. This academic foundation provides the theoretical knowledge and analytical skills necessary for addressing complex challenges in data interoperability and system integration.
  • Proven Experience in Interoperability Initiatives: Demonstrable experience, preferably in a humanitarian or development context, managing projects or programs that focus on data interoperability, system integration, and stakeholder collaboration. A track record of successful implementation of interoperable systems that have led to improved program delivery and outcomes.
  • Proficiency in Database Management Systems: In-depth knowledge of Microsoft SQL and Non-SQL databases, including design, administration, and optimization. Familiarity with database cluster management and the ability to handle large datasets effectively.
  • Expertise in Data Analysis and Presentation: Advanced skills in data analysis, with the ability to translate complex data sets into actionable insights. Proficiency in using data visualization tools and presenting findings in a clear, compelling manner.
  • Familiarity with Cloud Computing Platforms: Experience with cloud services (e.g., Microsoft Azure, AWS) and understanding of their application in humanitarian programs. Knowledge of cloud architecture, security, and data storage solutions that can support scalable and resilient systems.
  • Experience with Blockchain Technology: Understanding of blockchain technology and its application in ensuring data integrity, security, and transparency. Ability to leverage blockchain for innovative solutions in data verification and storage.
  • Competency in Data Protection and Compliance: Solid understanding of data protection laws (GDPR, KVKK) and the ability to ensure compliance across all aspects of the interoperable system. Knowledge of ethical considerations in data handling and the capacity to develop policies that protect individuals' privacy.
  • Exceptional Communication Abilities: Strong verbal and written communication skills, with the ability to convey technical concepts to non-technical audiences. Proficiency in English is required, and knowledge of Arabic is highly desirable, facilitating effective engagement with local partners and communities.
  • Leadership and Collaboration: Demonstrated leadership skills with the ability to foster collaboration and consensus among diverse stakeholder groups. Capacity to build and maintain positive working relationships with a range of partners, including technical teams, program staff, and external organizations.
  • Analytical Thinking and Problem-Solving: Excellent analytical and problem-solving skills, with a creative approach to addressing challenges. Ability to analyze situations, identify critical issues, and develop effective solutions in a timely manner.
  • Adaptability and Resilience: Flexibility to adapt to changing circumstances and challenges, with the resilience to maintain focus and productivity under pressure. Capacity to navigate complex humanitarian environments and deliver results.

Requirements (desired)

  • Advanced Degree in a Relevant Field: A master’s degree or higher in Information Technology, Computer Science, Data Management, Humanitarian Information Systems, or a related field. This advanced education level is beneficial for handling the complexity of interoperability challenges in a humanitarian context.
  • Experience in Humanitarian and Development Sectors: Extensive experience working in the humanitarian or development sectors, particularly in conflict-affected or post-conflict environments. Familiarity with the unique challenges of operating in regions like Northwest Syria is highly advantageous.
  • Experience with Cash and Voucher Assistance (CVA) Programs: Prior involvement in the design, implementation, or management of CVA programs. Understanding the specific requirements and challenges of delivering cash-based interventions in humanitarian settings will greatly aid in the effective management of interoperability initiatives.
  • Proficiency in Multiple Languages: While English proficiency is essential, knowledge of Arabic is highly desirable, given the operational context in Syria. Additional language skills, such as Turkish or Kurdish, could be beneficial for facilitating communication with local partners and stakeholders.
  • Coding Languages and Technologies:
    • Proficiency in Programming Languages: Familiarity with programming languages such as Python, Java, and C# is highly desirable. These languages are commonly used in the development and integration of interoperable systems, enabling automation, data manipulation, and integration tasks.
    • Experience with Web Development Technologies: Knowledge of web development technologies such as HTML, CSS, JavaScript, and frameworks like NodJS, NextJS, Angular or React is advantageous. Technologies which can support the development of user interfaces and web-based dashboards for interoperability systems.
    • Familiarity with RESTful APIs and Microservices: Understanding of RESTful APIs, microservices architecture, and their implementation is valuable. These technologies facilitate communication between different systems and are essential for creating scalable and interoperable solutions.
    • Experience with Data Integration Tools: Knowledge of data integration tools and platforms such as Apache Kafka, Talend, or MuleSoft is desirable. These tools help in the seamless exchange and integration of data across different systems.

GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.
