Purpose

The Association of Detainees and Missing Persons of Sednaya Prison (ADMSP) is seeking a monitoring, evaluation and learning (MEL) staff person at the manager level. The purpose of this position is to develop the monitoring, evaluation and learning capacity of ADMSP. The MEL manager will lead the design and implementation of organizational-level MEL processes and systems that are technically appropriate. S/he will work with program staff and service providers to ensure effective monitoring, evaluation and learning for all the programs of ADMSP, including its mental health and psychosocial support program, documentation program, and interim measure reparations program.

 

Primary Job Responsibilities

1. Develop and maintain the enabling environment for MEL, including:

  • Build effective working relations with organizational stakeholders to ensure that MEL remains a high priority;
  • Provide leadership and guidance to improve MEL within programs and organizationally;
  • Ensure MEL technical assistance is available to relevant organizational stakeholders as needed;
  • Support ADMSP in its dialogue with funders to ensure that MEL activities are meaningful and achievable.

 

2. Design MEL systems for the programs of ADMSP, including: 

  • Determine program objectives and outcomes in collaboration with programs staff;
  • Design indicators and create program frameworks (e.g.: results framework, logical framework);
  • Develop MEL plans;
  • Create, select and/or adapt MEL tools in collaboration with programs staff;  
  • Develop effective MEL processes.

 

3. Strengthen MEL data management systems, including :

  • Support and contribute to the development of consolidated data management systems through the implementation and coordination of standardized MEL;
  • Collaborate with MEL staff and relevant organizational stakeholders to identify MEL-related needs and allocate resources accordingly.

 

4. Oversee the implementation of MEL systems for the programs of ADMSP, including: 

  • Collection of MEL data from beneficiaries and relevant stakeholders;
  • Management of MEL data;
  • Data analysis and interpretation; 
  • Reporting on program indicators.

 

5. Management and learning, including:

  • Facilitate regular program reviews to reflect on progress and identify lessons learnt;
  • Ensure that MEL data and findings feed into program-level decisions;
  • Facilitate knowledge-sharing and learning opportunities organizationally;
  • Supervise and provide technical oversight to MEL staff.


Key Working Relationships

  • Reports to: Country director.
  • Internal: MEL staff; programming staff.
  • External: This position will maintain close collaboration with a partner organization of ADMSP that will provide mentoring over an extended period of time.

 

Required Qualifications 

  • Turkish Nationality is Mandatory.
  • Bachelor’s degree in a relevant field, such as statistics, data science, or public health.
  • Five years of progressively responsible and directly relevant professional experience, either in the monitoring and evaluation of aid and development programs or in quantitative data collection and analysis. 
  • Sound experience with surveys, data management, data analysis, and reporting.
  • Familiar with results frameworks.
  • Experience with data management systems.
  • Experience with statistical analysis.
  • Proficient in Microsoft Excel.
  • Excellent analytical skills.
  • Ability to work independently.
  • Excellent communication and interpersonal skills; ability to work effectively with a wide range of stakeholders.
  • Capacity to influence and obtain cooperation of individuals not under supervisory control.
  • Languages: Full professional English proficiency.

 

Desired Qualifications

  • Master’s degree in related subject.
  • Experience in one or more core programming areas of ADMSP. 
  • Familiar with a statistical package or data analysis program (such as SPSS, R or Python).
  • Experience with data visualization tools (such as Power BI or Tableau).
  • Professional working proficiency in Arabic or Turkish.
