A. Main Activities
- In collaboration with the M&E Lead, supporting technical review and input into log frames, routine and periodic survey data collection tools and M&E methodologies submitted by implementing partners (IPs) to ensure that they are of high quality and aligned to GIZ requirements.
- Organizing kick-off meetings with IPs to clarify and agree on M&E requirements, data collection, reporting and third-party monitoring (TPM) processes that are to be implemented, access to GIZ digital monitoring systems among others.
- Conducting M&E capacity assessments for selected IPs and supporting implementation of relevant capacity development measures.
- Reviewing/quality checking progress data submitted by IPs, supporting data management, analysis and visualisation for reporting and project steering purposes.
- Participating in review and provision of input into draft third party monitoring tools, methodologies and reports submitted by the contractor.
- Working closely with IPs to ensure that beneficiary feedback and complaints mechanisms are set up, functional and that resulting data is used to inform project steering.
- Participating in organizing IP mid-term and end of project lessons learnt workshops to take stock of successes, good practices, challenges, and lessons learnt that could inform the remaining project period and refinement of programmatic approaches.
- Providing technical input into draft end of project evaluation terms of reference, methodology, tools, and reports submitted by IPs
Where appropriate and reasonable, the position holder will perform tasks outside the scope of the job description.
B. Required qualifications, competencies and experience
Education/Qualifications
- Bachelor’s or master’s degree in statistics, information technology, engineering, social sciences, or any other relevant disciplines
Professional experience
- Minimum 5 years of professional experience in managing results-based M&E systems for development programs of international NGOs or other agencies, with a focus on conflict-affected settings in the Middle East
- Proven working experience in different data management, analysis and visualization applications/software including MS Excel, SPSS, Stata, PowerBI, Arc GIS, KOBO collect among others
- Proven experience with gender- and context-sensitive M&E approaches
- Experience in database development and management

- Ability to manage multiple tasks and meet tight deadlines
- Commitment to ethical standards and data protection requirements
- Business fluent in English and Arabic languages
