Through a network of hospitals, healthcare centres and mobile medical units, Relief International delivers healthcare services to communities in some of the most isolated areas of the country. These services take many forms and integration with protection, starting with lifesaving care at our hospitals and clinics and woman and safe spaces. RI has a solid Syria program with over 400 direct staff and approximately 1500 indirect staff working across three main thematic sectors of intervention in Health& Nutrition, Protection and Livelihood

 

Middle East Region

RI operates in six countries in the Middle East region:  Iraq, Jordan, Lebanon, Syria, Türkiye and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity.  We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.

  1. Job Profile

Under the direct supervision of the NWS Hub Director, and technical reporting to the WOS Finance Manager, the primary responsibility of the NWS Finance Manager is to maintain and adhere to RI financial policies and procedures including the donor regulations and guidelines to ensure that the Finance department functions in an efficient and well-organized manner. NWS FM will ensure the preparation of accurate and timely monthly (donor and internal) reports and supervision of day-to-day financial operations.

Support to WOS Finance Manager in technical oversight at hub level and in general for Syria finance matters. NWS FM is the focal point for compliance with the Turkish accountancy, tax, and SGK legislation and the regulations for the foreign Associations in Türkiye. The role will also provide essential support and backstopping to HR, Logistics, and Program departments, as well as knowledge-sharing and capacity-building of other team members. Supervise the finance team in Gaziantep and inside Syria.

  1. Key responsibilities

Financial Operations

  • Supervise all finance operations to ensure adequate support is provided to Türkiye and Syria based teams, ensure adequate structure and capacity of the teams to provide effective support to programs.
  • Proactively identifies and acts upon deficiencies and areas for improvement in the Finance team, providing training and other capacity-building where necessary to ensure that capacity is continuously developing.
  • Coordination with operational team, supports the tracking and monitoring of procurements and expenditures, running costs, and inventory.
  • Coordination with HR and Management on structural changes, new hires roster, and payrolls coordination.
  • Strategic contribution for the country development and organizational strategy implementation

Financial Management

  • Review transactional data entry in NetSuite financial system.
  • Verify monthly financial accounts (Balance Sheet and Income Statement) of the hub office.
  • Verify/Approve purchases, advance and payment requests, expense reports, and process invoices.
  • Supervise the cash flow plans and ensure availability of funds and the liquidation of cash timely.
  • Manage bank relations and ensure positive engagement and service delivery.
  • Monitor the sub impending partners financial reports soundness and performance.

Budgeting and Grant Management

  • Ensure that RI grants are implemented based on donor regulations.
  • Attend Grant Opening and Closing meetings, as well as monthly/regular grants review meetings.
  • Prepare & review & share the BvAs and provide technical and compliance consultations to budget holders.
  • Maintain proper financial records of all budgets for the hub office.
  • Responsible for the Financial reporting in front of the Turkish government
  • Ensure activity codes are created and approved for new grants/modifications to existing ones.
  • Conduct review of budgeting and actual expenditures.
  • Oversee the common cost allocation plans for all the shared costs in the hub office and ensure consistent application of the same.
  • Keep track of donors’ receivables and payables accounts.

Donor Reports and Proposals

  • To lead hub level budget holders in the preparation of the budget for the proposals (including budget modifications) ensuring costs coverage as per the Country Master Budget and common costs allocations.
  • Lead -at the hub level- the preparation of donor reports as per the donor agreements & contracts and coordinating the review of the same by the WOS Finance Manager.

Donor Compliance

  • Ensure that grants are implemented in compliance with RI and relevant donor regulations.
  • In the HUB lead for any donor auditing exercises.
  • Train and support program staff on donor compliance, and budget monitoring, and Grants management.

Policy and Procedures

  • Ensures compliance to RI policies and procedures in all locations and transactions.
  • Coordination with NWS senior management team, coordinates the review and update of hub specific SOPs and ensures alignment to RI policies and procedures, accounting standards while maintaining balance to donor regulations and compliance standards.

Internal control

  • Ensure adequate internal control is maintained and enforced in the hub office finance practices.
  • Enforce adequate segregation of duties and counter controls for both field hub offices to provide adequate oversight of the organization’s assets.
  • Coordinate audit/spot check missions and liaise with internal and external auditors with the support of the NWS Hub Director and WOS Finance Manager and relevant stakeholders.

  1. Person Specification

Skills, knowledge and expertise required for the role.

Essential criteria

  • University’s degree in Accounting or Business Administration.
  • Strong writing and presentation skills.
  • 7+ years of relevant and progressive experience in the finance field, in minimum 3+ years of managerial experience in a non-profit organization.
  • Superior oral and written communication skills in English
  • Extensive experience in the administrative and financial management of overseas programs at the management level
  • Comprehensive knowledge and working experience with USAID, UN Agencies, EU, and other donors.
  • Strong interpersonal and organizational skills.
  • Comfortable absorbing workload under stress periods.
  • Ability to work in Turkiye without organizational sponsorship
  • Willingness to travel to Syria to help teams with trainings, spot-checks and other financial operational challenges.

Desirable criteria

  • Familiar with NetSuite Oracle system.
  • Hands on experience with Shared Drives cloud is a plus.
  • Knowledge in the international humanitarian standards.
