A. Main Activities
As a Project coordinator within the Recovery and Employment in Earthquake-Affected Regions Project, you will be an integral part of a team dedicated to supporting municipalities in the provinces affected by the earthquake.
Your responsibilities will focus on designing, implementing, and evaluating capacity development (CD) activities in alignment with project objectives. You will work closely with the Union of Municipalities of Türkiye (TBB) municipalities, government institutions, and relevant stakeholders to ensure that CD efforts are impactful.
1. Developing Municipal Component Strategy and Work Plans:
- Collaboratively develop and implement the strategic framework and detailed work plans for the municipality component in close cooperation with the project team, ensuring alignment with the project's overarching outputs.
- Regularly review and refine strategies and plans based on collective inputs from team members, stakeholder feedback, emerging needs, and project evaluations.
- Ensure the strategy integrates municipality capacity development and stakeholder engagement, leveraging the diverse expertise within the project team.
2. Capacity Development:
- Design and implement comprehensive capacity development strategies for municipalities and other stakeholders to enhance their ability to manage inclusive recovery, employment, and socio-economic development initiatives.
- Develop and execute tailored training programs focusing on project management employment and inclusive service provision.
- Support municipalities and relevant stakeholders in identifying gaps and needs in their institutional structures and proposing targeted capacity-development interventions.
- Regularly assess the effectiveness of capacity development activities and adjust strategies accordingly.
- Provide continuous coaching and mentoring to municipal focal points to reinforce learning.
- Collaborate closely with the Union of Municipalities of Türkiye (TBB), other key partners and service providers to ensure that capacity development efforts are aligned with project objective.
- Facilitate partnerships with service providers, universities, and NGOs to foster continuous learning and technical support to TBB municipalities and other key partners.
3. Project Implementation Support:
- Provide technical guidance and support to partner municipalities in the design, implementation, and monitoring of inclusive projects relevant to livelihoods, employment creation, and local economic development.
- Collaborate with municipalities and project partners to ensure compliance with project objectives, budgeting, and monitoring and evaluation requirements.
- Conduct field visits to provide technical assistance, supervision, and monitoring of project activities.
- Create Terms of Reference (ToRs) for service providers and consultants to facilitate effective project implementation, ensuring quality and alignment with project goals.
- Engage service providers, local partners, and other stakeholders to foster cooperation and alignment with project goals.
4. Partnership Development and Coordination:
- Liaise with the main partner, namely the Union of Municipalities of Türkiye (TBB), to ensure smooth partnership and cooperation while coordinating efforts towards capacity building towards both UMT staff and partner municipalities.
- Ensure the alignment and complementarity of capacity-development interventions implemented by other donors and GIZ projects with similar objectives. This includes preventing duplication of support to the same target groups (municipalities, private and public entities) and optimizing coordination to enhance the overall effectiveness and impact of the initiatives.
- Establish and maintain communication channels with municipalities and partners to address challenges, share updates, and enhance collaboration.
5. Project Monitoring and Evaluation:
- Develop and implement a project monitoring and evaluation system to track progress, assess impact, and ensure accountability.
- Prepare regular reports on project activities, outcomes, and challenges, and provide recommendations for improvement.
- Coordinate with Re-Seed Knowledge Management Unit.
6. Community Engagement and Inclusivity:
- Ensure the integration of gender equality and the inclusion of vulnerable groups, including refugees, women-led households, and persons with disabilities, in all aspects of project planning and implementation. This includes embedding these principles across capacity development initiatives and fostering a safe, inclusive, and non-discriminatory environment.
- Support municipalities in creating accessible and inclusive project designs and initiatives.
7. Intra-project work and coordination:
- Coordinate with relevant GIZ projects in Turkey to explore, create and act on synergies mutually beneficial to the fulfillment of the indicators of the project and/or the quality of the project.
- Always adhering to BMZ, EU and GIZ quality standards, such as but not limited to BMZ Gender Transformative Strategy, Decent Work principles, etc.
Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
B. Required qualifications, competencies and experience
Education/Qualifications
- Bachelor’s or master’s degree in social sciences, urban planning, economics, business administration, or a related field.
Professional experience
- Minimum 7 years of professional experience in the livelihoods sector of the refugee response in Türkiye.
- Minimum 5 years of professional experience in development cooperation, urban planning, or related areas, with a focus on project management and capacity development.
- Strong knowledge of project cycle management, monitoring and evaluation methodologies, and program development tools.
- Proven experience in designing and implementing training and coaching programs for public institutions.
- Experience in building effective partnerships with the private sector; ideally including MSME development, CSR and social entrepreneurship.
- Experience working with diverse stakeholders, including municipalities, government agencies, NGOs, and community groups.
Other knowledge, additional competencies
- Excellent communication skills in both Turkish and English, with the ability to effectively convey technical information and facilitate dialogue among stakeholders.
- Knowledge of Arabic is an asset.
