Welthungerhilfe was established in Turkey in 2013 specifically to help people who are affected by the Syria Crisis. Since then, the organisation has expanded its program scope and scale to make the greatest possible contribution to meeting humanitarian needs in Turkey and North West Syria. Welthungerhilfe has field offices in Azaz and Afrin, as well as Gaziantep and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

Co-coordinator Food Security and Livelihoods Cluster - Northwest Syria*

in Gaziantep 

The position is to be filled by November, 2024, with a contract duration until end of the project. Employment location will be Gaziantep, Turkey.

WHH is currently co-hosting the Food Security and Livelihoods (FSL) Cluster and searching for a Cluster Co-Coordinator. This will be a leading role in the FSL Cluster for Northwest Syria, responsible for overall cluster operations, hand in hand with the Cluster Coordinator. The position is pivotal in ensuring that food security and livelihood interventions in Northwest Syria are coordinated effectively, addressing the needs of the affected population while optimizing resources and avoiding duplication of efforts.

 

S/he will work with the cluster team to ensure the cluster fulfil the strategic objectives for 2024 and beyond. The Co-coordinator works closely with other FSL Cluster teams, Strategic Advisory Group, members, Interagency Coordination Group, and other clusters.

 

The Cluster Co-Coordinator is based in Gaziantep with possible field missions into Northwest Syria. S/he is expected to uphold the highest standards of professionalism and interpersonal skills to properly coordinate the work of the FSL Cluster. S/he is expected to put the interest of the cluster, its members, and communities we serve at the forefront of their work.

 

WHH’s projects and its staff are financed by its donors. WHH’s main donors are; United Nations Office for the Coordination of Humanitarian Affairs (OCHA), European Civil Protection and Humanitarian Aid Operations (ECHO), German Ministry for Economic Cooperation and Development (BMZ), German Foreign Ministry (AA), (GFFO) and German Associations for International Cooperation (GIZ). The projects are implemented following the donors’ approval and providing the necessary financial support.

 

*This position is pending approval from the donor and WHH cannot enter any labour arrangements without this approval.

 

WHH will have no responsibility in case the project is not approved and relevant financial support is not provided by the donors.

 

The job of a Food Security and Livelihoods Cluster Co-Coordinator for Northwest Syria involves a multifaceted role aimed at enhancing the effectiveness and efficiency of food security and livelihood interventions in a complex and challenging environment.

 

Your responsibilities

Coordination and Leadership:

  • Co-lead the Food Security and Livelihoods Cluster for Northwest Syria, ensuring active engagement and participation of key partners at hub and field level.
  • Facilitate a coherent, effective, and timely food security response by mobilizing members and other stakeholders strategically.
  • Co-chair cluster meetings and represent, with the Cluster Coordinator, the FSL Cluster in other coordination mechanisms and fora.
  • Ensure technical guidance for the different cluster response packages are up-to-date, revised in an inclusive manner with members, and proportionally adopted during implementation.
  • Act as a main focal point for inquiries on the cluster’s response plans and operations.

 

Strategic Planning and Implementation:

  • Co-lead on the coordination and planning of cluster strategies, including contingency planning and preparedness for emergencies.
  • Support in the establishment and management of common mechanisms to eliminate duplication and harmonize service delivery across the cluster members.
  • Ensure that food security interventions cover all identified needs of the affected population, prioritizing the most food insecure.

 

Advocacy and Representation:

  • Co-lead on advocacy efforts, with the Cluster Coordinator, and on behalf of the FSL Cluster, its members, and affected people.
  • Contribute to the FSL Cluster tasks in the Humanitarian Program Cycle, incudeing Humanitarian Needs Overview, Humanitarian Response Plan, and Reporting.
  • Secure commitments from cluster participants on participation in coordination activities and initiatives and follow-up on implementation and progress.
  • Support in the development of regular food security reports (Sitreps, Bulletins, Newsletters, etc.).

 

Monitoring and Evaluation:

  • Co-lead on the FSL Cluster’s monitoring initiatives pertaining to the performance of the cluster, outcome monitoring initiatives, and other monitoring exercices.
  • Ensure adequate reporting and effective information sharing on relevant FSL matters, with special attention to age and sex disaggregation.

 

Capacity Building and Support:

  • Identify capacity gaps and needs for the cluster team and members, and facilitate the planning of training and capacity-building opportunities accordingly.
  • Build members and team’s capacity in preparedness and contingency planning.

In Addition to the above, the Co-coordinator Food Security and Livelihoods Cluster might be asked to carry out other duties requested by supervisor or linemanager as needed.

 

Your profile

Qualifications:

Required Qualifications;

  • Education: At least B.A Degree required.

  • Experience:

    • At least eight years of relevant professional experience, with a minimum of five years in humanitarian response, including in the food security sector.

    • Minimum 3 years experience working on Food Security and Livelihoods in Northwest Syria.

  • Language: Fluent in Arabic and English (written and spoken).

 

Desired Qualifications:

  • Education: University degree in international affairs, economics, agriculture, food security, environmental science, or other relevant field.

  • Experience:

    • Experience working in or participating to coordinating mechanisms such as clusters, working groups, and interagency fora. Fulfilling similar coordination roles is highly desirable.

  • Skills: Demonstrable leadership, negotiation, and conflict resolution skills are crucial. The role requires working impartially with all members of the cluster, representing the sector as a whole.

  • Strong leadership and coordination skills.

  • Excellent communication and interpersonal skills.

  • Ability to work effectively in high-pressure situations.

  • Good knowledge of the Humanitarian Programme Cycle (HPC) /Cluster system/IASC references/FSC guidelines.

  • Excellent technical understanding and experience in the FSL sector, particularly in emergency settings.

  • Strong analytical, information management and presentation skills.

  • Good IT skills, including strong knowledge of MS Office applications.

  • Excellent communication, interpersonal and training skills, and a track record of building/developing cohesive teams.
