5ORGANIZATIONAL DESCRIPTION: SARD is a humanitarian non-profit agency that provides life-saving, life-sustaining, and community-galvanizing humanitarian assistance to vulnerable communities. Established in 2012, we are an independent and non-political humanitarian non-profit agency dedicated to impartially reducing human suffering.
BACKGROUND INFORMATION: SARD provides life-saving, life-sustaining, and community-galvanizing humanitarian assistance to populations affected by the Syrian conflict, supporting more than 130,000 people annually. Our 100+ team members implement first-line emergency assistance, resilience, and early recovery support in the sectors of Food Security, Non-Food Items, Shelter, WASH, Protection, and Livelihood.
Responsibilities: Under the overall supervision of the ERL Cluster Coordinator and in close collaboration with the cluster partner program team, this position is responsible to work with the ERL Cluster team, to support in coordination, meetings facilitation, and development and dissemination of information to support a more effective and informed humanitarian response. The Support Officer will liaise with the cluster partners, and WoS coordination structures. Through this type of coordination, the partner organization will help ensure that gaps are identified and analyzed, information is shared in a timely manner with Cluster partners, and that efforts of individual actors are supplemented by a strong mechanism for avoiding duplication and liaising with other responders and stakeholders.
RESPONSIBILITIES:
Key areas of accountability:
Strategy and Technical standard setting/implementation
• Support the Cluster Coordinator/s in identifying humanitarian needs, response gaps, and necessary actions to be undertaken by the Cluster in order to ensure a more effective ERL inter-agency, integrated, area-based, and context-sensitive Cross-Border response.
• Support the Cluster Coordinator/s with the definition of the ERL strategy for the Cross-Border response.
• Support appropriate collaboration and integration with other clusters to promote early recovery and resilience-building in the response.
• Support the integration of cross-cutting issues in the work of the ERL Cluster, including age, gender, disability, environment, diversity.
• Work with members to identify best practices, collect information and plan learning/training sessions.
• Contribute to ensure that the ERL response is informed by appropriate relevant Technical Standards as developed and/or recommended by the cluster.
• Contribute to the correct development/roll out of the Humanitarian Program Cycle (HNO, HRP).
• Contribute to the preparation, review, and follow-up works in the context of the Syria Cross-Border. Humanitarian Fund (SCHF) allocation processes and support the cluster’s members in the proposal preparation phase.
• Follow up and monitor SCHF funded proposals under the ERL Cluster in the areas of responsibility.
• Establish strong working relationships with all cluster members to facilitate effective collaboration and communication.
• Assist new applicants to the ERL cluster throughout the membership application process.
• Assist the cluster members to clarify their membership status in coordination with the Information Management Officer.
Cluster Coordination
• Support the Cluster Coordinator/s with strengthening ERL Cluster coordination at the field level in support of the field coordination focal points, in relation to cluster partners and the local actors.
• Coordinate with other clusters at the field level, as requested by cluster coordinator/s coordinate.
• Assist Cluster Coordinator/s on appropriate coordination with national authorities to the extent the political situation allows. This will involve liaising and working with relevant counterparts to support coordination mechanisms and simultaneous translation and taking notes during the meetings.
• Assist the Cluster Coordinator/s with cluster coordination duties which includes liaising with cluster members via email, telephone, skype and in person.
• Assist cluster members on their daily requests to facilitate effective collaboration and coordination.
• Provide, where deemed most necessary, a translation for ERL Cluster documents and events including capacity building initiative, and cluster e-mails to members.
• Attend other cluster and coordination meetings and intersectoral initiatives on behalf of ERL Cluster as requested by the cluster coordinator/s.
• Participate in OCHA and/or WoS initiatives as requested by coordinator/s.
• Ensure that the meetings and other events calendar of the ERL Cluster is updated on regular bases.
• Minute ERL cluster meetings and support in facilitation as needed.
• Perform duties relevant to the cluster coordination work as requested by Cluster Coordinator/s.
Information Management
• Support Cluster Coordinator/s and Information Management Officer in developing and/or improving information management mechanisms and data collection tools within the cluster. This includes the development of standardized databases which can be used to capture relevant information for monitoring and planning purposes.
• Liaise with Information Management Officer on the development of visual products and data- capturing systems to provide an effective service to cluster members and the humanitarian community as a whole.
• Liaise with the Information Management Officer on the preparation and analysis of member surveys.
• Support conducting ERL Cluster coordinated needs assessments, including participatory assessments and regular gap analysis.
• Working with Information Management Officers and colleagues from Whole of Syria to provide regular dashboard and information management products.
Monitoring and Reporting
• Assist Cluster Coordinator/s to develop simple and value-added monitoring strategies and tools.
• Identify current monitoring methodologies used by different clusters and identify good practices that may be applicable to own area.
• Assist Cluster Coordinator/s in monitoring and reporting responsibilities and in particular the preparation of reports and information managements products, advocacy products, publications.
Information Sharing
• Pro-actively share information with other clusters and cluster members in coordination with cluster coordinators.
• Contribute to the cluster on identifying innovative ways of sharing information within the cluster members and between different clusters.
• Support the cluster to identify key pieces of information that will assist with cluster and organizational decision-making to improve the ERL Cross-Border response.
Capacity building
• Assist in delivering training activities for ERL Cluster members, other local partners, and relevant authorities as required.
• Ensure that the logistical requirements of the capacity development initiatives are in place in terms of organizing venues, developing the lists of participants and that the other relevant logistical and administrative requirements are met.
• Provide mentorship and support to members through the Humanitarian Program Cycle as requested.
Advocacy, Promotion and Fundraising
• Participate in meetings with sectoral and external partners, authorities, donors, and other relevant interlocutors as requested.
• Support the development of reports and advocacy statements on behalf of the ERL Cluster.
• With the support/supervision of the coordinator/s, approach donors and other potential sources of funding to explain the ERL Cluster strategy, challenges, and progress, and to advocate for funding for the overall ERL sector.
• Coordinate among the ERL partners to maximize communication impact to donors and others on ERL priorities.
• Perform other related duties as required.
Additional job responsibilities
The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
Qualifications
Education:
• Bachelor’s degree, preferably in economics, development studies, business, social science or any other relevant field. Master’s degree is an added advantage.
Experience:
• A minimum of three years’ work experience in the field of international development and/or humanitarian assistance and considerable experience with the cluster coordination approach, and in the field of early recovery and livelihoods
• Field experience in international relief and development, including demonstrable Syria and/or regional experience.
• Demonstrated success working effectively and respectfully with local NGO partners, INGOs, UN agencies, private sector, local authorities and other stakeholders in complex environments.
• Experience in research and analysis, collecting and analyzing information on recovery and resilience response.
