Background:

Global Communities’ (GC) Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, OHA is commencing responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.

Global Communities is an officially registered organization in Türkiye and is currently building its humanitarian response professionals in Türkiye. GC intends to hire a full-time Finance Coordinator to work as a part of a Finance team in Gaziantep office. The position reports to the Finance Manager in Gaziantep, Türkiye office.

 

Job Summary:

The Finance Coordinator will support the management of the finance and accounting functions. In addition to maintaining all financial files in good order, s/he will be responsible about implementing finance systems and protocols, review and approval QB/Net Suite Journal entries, account reconciliations, produce regular reports on the status of bank account balances and cumulative expenditures, prepare periodic projections and financial reports/analysis. The Finance Coordinator will oversee the audit process; s/he will ensure the compliance of financial and tax reporting with the local legislation, as well as ensuring the compliance of procurement with donors’ regulations.

 

Responsibilities:

The overall responsibilities of Finance Coordinator will be:

 

Finance and Accounting:

  • Supervise the Finance team in reviewing cash receipts, disbursement vouchers, employee’s advances and liquidations, ensuring adequacy of supporting documents and appropriate cost allocation.
  • Supervise cash and bank/Money transfer agent management, daily track of balances and timely preparation of reconciliations.
  • Review accounting transaction charged against grants and ensures compliance with donor and government regulations, and grant provisions.
  • Review coding for correct GL accounts and cost center allocation.
  • Reconcile balance sheet accounts, payroll/fringe accounts at the end of the month.
  • Prepare month end, quarterly and annually requested schedules and reports.
  • Maintains inventory control and prepare timely reconciliations.
  • Support Grants and Finance team in the implementation of Grants under Contract activity.
  • Support HR department in payroll preparation for project staff,
  • Prepare tax liabilities reports (payroll and other withholding taxes) ensure all liabilities are proceeded timely.
  • Build capacity of the finance staff in offices through on-the-job training and organized training workshops.
  • Participate in developing financial systems, templates and controlling mechanisms.
  • Participating in conducting thorough review of the supporting documents for all payments related to expenses committed by different offices in Turkey and Syria, tracking the problems, solving conflicts, and following up with related departments.
  • Participating in preparing samples and responses for external and internal auditors both for project’s audit and the end of fiscal year’s audit.
  • Reviewing the allocation applied to expenditures paid from petty cash inside Syria to verify its consistency with the allocation plans and polices of the organization.
  • Improving the methods and techniques that are being used in Finance department to be more user friendly and more accurate serving the goals of the department.
  • Support other departments to prevent mistakes that may cause delay in payments and unallowable cost by donors or auditors.
  • Participating in compliance reviews as required to ensure compliance with the organization procedures and donor's requirements.
  • Ensure maintenance of proper documentation filing system for the financial records and supporting documents.
  • Participating in the monthly closure booking of the journal entries, reviewing vouchers, invoices, contracts…. and preparing accruals.
  • Following up on the liquidation of the accrued amounts for projects and the end of the accounting period (Fiscal year).
  • Supporting the finance team in preparing month end, quarterly and annually requested balance sheet schedules.

 

Reporting:

  • Supporting the Finance team in preparing new fiscal year and project-based budgets and following up with all the related stakeholders.
  • Supporting the Finance team in the monthly draw request from the headquarters.
  • Supporting the budgeting and reporting coordinator in the monthly tasks for updating the BVA reports and following up with all the related budget holders to capture all the needed updates.
  • Assist the budgeting and supporting coordinator in updating the projections and spending plans after collecting all the necessary data from the budget holders.
  • Supporting the Finance team on tracking the requests through the system when initiating any new procurement and all the organization’s expenses.

 

Compliance and Audit:

  • Check and reconcile withholding tax schedules, documents and tax returns.
  • Assist in preparing required audit schedules and documentation.
  • Support Finance Manager producing reports with findings and issues identified during audit.

 

Education and Training

  • A university degree in Finance, accounting or relevant field. Master’s degree is preferred. On top of the required minimum years of work experience, if missing, two years of additional related work experience can substitute one year of education.

 

Experience

  • 5 years of proven experience in finance, accounting, and reporting.
  • Previously worked with local NGO’s and/or international donor funded programs preferred.
  • Experience in USAID/BHA and UNOCHA projects is preferred.
  • Knowledge of accepted accounting practices and principles.

 

Technical Skills

  • Excellent skills in using accounting software (Specifically QuickBooks) are necessary.
  • Excellent skills in using ERP (Specifically Oracle NetSuite) are necessary.
  • Proficient in Microsoft Power BI and Microsoft Excel.
  • Excellent analytical skills with attention to detail.
  • Ability to produce solutions to complex problems.

 

Other Qualifications

  • Excellent communication and interpersonal skills.
  • Team player with excellent planning skills.
  • Culture sensitivity and excellent understanding of cross-culture working environment.
  • Ability to work effectively in a fast-paced, stressful environment.

 

Language Skills

  • Excellent command of spoken and written English is mandatory.
  • Arabic or Turkish (Or both) speaking/writing skills will be preferred and highly desirable.
